Health authorities in the Philippines say a Chinese man has died of pneumonia caused by the new coronavirus.

The World Health Organization says this is the first known death caused by the disease "outside of China."

Officials at the Philippine Department of Health say the 44-year-old man from Wuhan in China's Hubei Province died on Saturday. The city is the epicenter of the coronavirus outbreak.

The officials say the man entered the Philippines via Hong Kong on January 21 and visited the central resort island of Cebu.

A 38-year-old Chinese woman who visited Cebu with the man also tested positive for the virus on Thursday.

In China, authorities say the new strain of coronavirus has claimed 304 lives there. The number of infected people in the country has risen to more than 14,000.

Authorities in Hubei Province have extended the Lunar New Year holiday period through February 13. The national government previously added three days to the holidays. They end on Sunday.

A hospital for pneumonia patients was completed on Sunday in Wuhan. It was built in ten days. The Chinese state broadcaster says the hospital can accept a thousand patients and will open on Monday. A second hospital is expected to be completed on Wednesday.

There's a shortage of doctors and medical facilities in Hubei Province. Hospitals are finding it hard to secure enough facemasks and drugs.

The city of Huanggang has the second-highest number of patients in Hubei. The mayor has fired six senior officials for failing to take appropriate measures to prevent the virus from spreading.

The city started restricting people leaving their home for shopping and other purposes on Saturday. Only one person per household can leave their home.

Authorities warn that people could become infected through contact with body waste.

Officials in the city of Shenzhen in Guangdong Province said stool samples collected from infected patients had tested positive for coronavirus.

Governments around the world are scrambling to keep up as the number of new cases increases. 175 infected people have now been confirmed in 26 countries and territories.

Authorities in the United States, Australia and Singapore have banned the entry of people who have recently been in mainland China. The Philippines and New Zealand adopted similar measures on Sunday to minimize the risk of infection.

Japanese firms are prolonging scheduled down time at their plants in China, where authorities are calling for the Lunar New Year holidays to be extended to contain the spread of the new coronavirus.

Toyota Motor says it is putting off the restart of four plants in China from early February to the 10th of the month or later.

Honda Motor is extending its holiday period at its factory in Wuhan, the epicenter of the outbreak, from February 2 to 13. It is also suspending operations at other plants in the country through February 9.

Mazda Motor and Mitsubishi Motors are halting their factory output in China through February 9. Panasonic and Hitachi are also pushing off the resumption of their plant operations in the country.

The city of Oita in southwestern Japan held a charity event on Sunday to support its Chinese sister city, Wuhan, the epicenter of the coronavirus outbreak. The event replaces the annual Chinese New Year Festival.

The head of the Oita Association of Overseas Chinese, Umeo Ko, said this year's festival is regrettably not what people were looking forward to, but he urged them to send an encouraging message from the city.

The participants chanted, "Hang in there, Wuhan," in Chinese.

University students and children performed dances and played drums at the venue.

Some of the proceeds from the sale of local fruit and vegetables will be used to purchase aid supplies, including facemasks.

A man who made a donation said he sincerely hopes the people of Wuhan will overcome their ordeal, and he thinks the situation will improve eventually.

A third chartered plane has repatriated 149 people from the Chinese city of Wuhan, the epicenter of the outbreak, to Japan.

The evacuees were sent to medical institutions to be tested for the virus.

A total of 565 people have returned to Japan on government charters. Most will stay at a hotel and government facilities around Tokyo for up to two weeks, except those who have been hospitalized.

Officials say more than 100 others who are still in Wuhan have indicated they want to return to Japan.
They are making arrangements with the Chinese authorities to send a fourth flight next week.

The Defense Ministry is also considering offering evacuees temporary lodging on a ferry that's contracted to transport Self-Defense Force units.

It says the vessel could be docked at a port in the Tokyo area for the purpose.

So far, 15 cases of infection have been confirmed in Japan including 3 among those who were flown home.

Prime Minister Shinzo Abe says his government will promptly take measures to address the health emergency, noting that some people without symptoms have tested positive.

Abe said, " In accordance with immigration law, we will refuse entry to any non-nationals who are infected. We also need to step up immigration controls against anyone who could potentially be infected."

Researchers at the National Institute of Infectious Diseases say they have successfully isolated the coronavirus from a patient and have been able to culture it.

They say that will help them develop a vaccine, drug, or a new testing method.

Research institutes in China and Australia have already succeeded in isolating the virus.

A non-profit organization in western Japan has been sending masks and protective suits to medical workers in Wuhan. The group says it hopes the goods will help health workers in the city tackle the emergency.

A Japanese Maritime Self-Defense Force destroyer has left for the Middle East to conduct survey and research activities. It is the first time an MSDF ship has gone on an international mission that will last longer than a year.

Prime Minister Shinzo Abe saw off the destroyer Takanami at the MSDF base in Yokosuka south of Tokyo in a ceremony on Sunday morning.

Abe said its mission is critical to the Japanese people's livelihood as about 90 percent of the crude oil Japan uses is transported through the northern part of the Arabian Sea and the Gulf of Oman.

The Takanami carries about 200 personnel and two helicopters.

The ship's mission is to gather information to help ensure the safe navigation of commercial ships with ties to Japan.

It is scheduled to arrive in the region later this month.

An MSDF patrol plane unit comprising two P-3C aircraft has already begun gathering information in the Gulf of Aden.

The Arab League has rejected a Middle East peace plan proposed by the United States. Palestinians view the proposal as heavily favoring Israel.

An emergency meeting of Arab League foreign ministers was held in the Egyptian capital, Cairo, on Saturday with Palestinian President Mahmoud Abbas taking part.

The ministers discussed the US peace plan, which recognizes most of the Israeli settlements in the West Bank as Israel's territory. The settlements are widely viewed as a violation of international law.

Abbas reiterated his complete rejection of the plan and threatened to cut relations with the US and Israel, including security ties.

The foreign ministers adopted a resolution unanimously, rejecting the proposal, which they said does not meet the minimum rights of Palestinians.

The resolution says the Arab member states agreed not to cooperate with the US government in implementing the plan.

The Arab League appears to be showing its alliance on Palestinian issues, but the resolution does not include an assistance plan for Palestinians.

Arab countries differ in their overall responses to the US peace plan. Gulf states and Egypt, which have close ties with the US, are receiving the plan positively.

The organizers of the Tokyo Paralympic Games say they will sell tickets for wheelchair basketball as planned despite a warning by the International Paralympic Committee that the sport could be removed from the Tokyo Games.

The IPC issued the warning on Friday, saying that the International Wheelchair Basketball Federation has failed to comply with the IPC athlete classification code.

The IPC warned the federation that removal from the Tokyo Games is one of the options it could pursue unless the federation improves athlete classification by May 29.

Men's and women's wheelchair basketball matches are scheduled to start on August 26.

The first lottery for Paralympic tickets has been completed and results of the second lottery will be announced on February 18.

The organizing committee has received a number of applications for tickets for the wheelchair basketball events.

The committee says that since the sport has not been removed from the games yet, it will begin over-the-counter ticket sales in spring as planned.

The committee also says a lot of people are looking forward to watching the sport and it hopes the international wheelchair basketball federation will make improvements quickly.

The federation has said that it will do everything in its power to respond to the IPC warning.
