A government panel of coronavirus experts says a state of emergency should be declared in Tokyo and three nearby prefectures as soon as possible.

The advisory panel compiled the proposal after its members considered it on Tuesday before the government will make a final decision about a state of emergency.

The panel says that the infection is taking on aspects that have never been seen before, pointing out that the virus is likely to spread in local areas in addition to the large cities. It also says cluster infections have become multifaceted.

It warns that the virus could spread nationwide unless the infections in the metropolitan areas are brought under control.

The panel says movement of people is not decreasing. It says that healthcare services are under increasingly severe strain and a record number of new cases is registered each day in Tokyo.

It says now is the time to declare a state of emergency to quickly hold down the number of infections in the metropolitan area and reduce the burden on hospitals and public health centers. It also says that the measure is needed to end the infection and help the economy and social functions to recover as early as possible.

The panel also calls for people in the area to refrain from nonessential outings and reduce commuting to work by 70 percent by encouraging remote work.

The panel urges the government to revise a special law to make the anti-infection measures more effective through supporting businesses and establishing penalties.

It also says it is necessary to improve the environment in which the general public can easily continue to practice anti-infection measures.

The Japan Sumo Association says Yokozuna Grand Champion Hakuho has tested positive for the coronavirus.

The association says Hakuho developed abnormalities with his sense of smell and took a PCR test on Monday.

Hakuho's infection was confirmed on Tuesday, just five days before the start of the New Year Grand Sumo Tournament on Sunday.

All wrestlers who are thought to have been in contact with the yokozuna at their shared sumo stable will undergo testing. Sumo officials say they will follow the guidance of public health authorities.

Mongolia-born Hakuho won a record-extending 44th tournament title in March last year. But he missed three subsequent tournaments in the remainder of the year due to knee surgery and other factors.

In November, the Yokozuna Deliberation Council issued a rare warning to Hakuho over his repeated absences. It's the second-most severe notification following a recommendation to retire.

The head of the World Health Organization has expressed disappointment after a team of international experts were not granted entry to China.

The WHO has made arrangements to dispatch an investigation team to China this week to examine the origins of the coronavirus and what happened during the early stages of the outbreak in the country.

WHO Director-General Tedros Adhanom Ghebreyesus told reporters on Tuesday that two members of the team had already set out on their journeys to China, but Chinese officials had not finalized the necessary permissions for their entry.

Tedros said, "I'm very disappointed with this news, given that two members had already begun their journeys and others were not able to travel at the last minute."

He said that he had strongly urged Chinese officials to ensure the team's smooth entry into their country so that the mission can get underway as soon as possible.

The WHO's emergencies chief, Michael Ryan, said that one of the two experts has already turned back and the other is in transit in a third country.

Last month, Peter Ben Embarek, who leads the WHO's investigative team, told NHK that it's logical to think the coronavirus originated in China, because it resembles a virus detected in the Chinese province of Yunnan in 2013.

Thailand is again extending its state of emergency, until the end of next month.

This is the ninth extension since the government declared the emergency in March of last year. The latest decision comes as the country faces a surge in coronavirus cases on the heels of a fresh outbreak last month.

The Thai government confirmed 527 new cases on Tuesday, bringing the country's total to over 8,900. The number has doubled in about half a month.

While the authorities introduced new regulations for Bangkok and 27 provinces on Monday, they have announced even stricter measures for 5 provinces where the infections are particularly widespread. The measures include setting up more checkpoints and inspecting all vehicles crossing provincial borders.

On most days in Thailand since last May, no new cases had been reported except for foreign visitors and Thai returnees, thanks to the government's strict anti-virus measures.

But the new cluster infections that broke out last month swelled the number of new cases. These include infections among Myanmar migrant workers at a seafood market in Samut Sakhon near Bangkok in one of the 5 provinces designated on Tuesday.
