The Japanese government will analyze the rate of new coronavirus infections and other benchmarks to decide whether to additionally declare a state of emergency in the western prefectures of Osaka, Hyogo, and Kyoto.
The governors of the three prefectures requested on Saturday that the government issue the declaration. They held an online meeting with the minister in charge of coronavirus response, Nishimura Yasutoshi.
Nishimura said he agrees with the governors that the situation in their regions is extremely serious. He asked them to call on bars and restaurants to close at 8 p.m. and take other steps that are already in place in greater Tokyo.
Experts advising the government have said that the number of infections in Osaka is increasing at an irregular pace, unlike in Tokyo. They called for a detailed analysis of data so that an appropriate policy can be drawn up.
Government officials therefore plan to study the daily infection counts, the rate of people testing positive for the virus, and other benchmarks in Osaka, Hyogo, and Kyoto. They will also monitor the availability of hospital beds before deciding whether to declare a state of emergency.
Officials also plan to continue analyzing data from Aichi and Gifu in central Japan, as well as other areas where the number of infections is surging.
A state of emergency took effect on Friday in Tokyo and its neighbors, Saitama, Chiba, and Kanagawa.
In addition to shorter hours at eateries, people there are asked to refrain from non-essential outings after 8 p.m., and businesses are to reduce the number of staff at their offices by 70 percent.
But government officials say data from Friday showed no significant decline in commuter traffic in the four prefectures. They plan to continue urging companies to promote remote working.

NHK has learned that Japan's health ministry is considering limiting the use of Pfizer's coronavirus vaccine to people aged 16 or older for the time being.
Last month, Pfizer sought approval in Japan for its vaccine, jointly developed with German partner BioNTech. It's the only supplier that has applied for authorization in the country.
Sources say the health ministry is considering excluding under-16s because the vaccine's ongoing clinical trial in Japan involves only adults aged 20 or older.
They say the results of trials conducted abroad also lack sufficient data on children 15 or younger. The lower risk of children developing severe symptoms from the virus is said to be another factor.
The United States and Britain have already rolled out the Pfizer vaccine. They, too, limit its use to people 16 or older.
Japan's heath ministry will finalize the target-age based on data from the domestic clinical trial. It plans to swiftly study the vaccine's safety and efficacy, and hopes to start inoculating healthcare workers in late February.
Japan has an agreement with Pfizer to obtain enough doses of the vaccine for 60 million people in the first half of this year.

Chinese authorities have told residents of two cities in Hebei Province, near Beijing, to stay home for at least seven days as coronavirus cases increase in the province.
According to the National Health Commission, a total of 334 new infections were confirmed in Hebei in the week through Friday, including people without symptoms.
Many of the cases were confirmed in the provincial capital Shijiazhuang. The city has launched mass testing of its more than 10 million residents. Local authorities also told everyone to stay home for at least one week after their PCR tests.
Authorities say similar measures are being taken in the neighboring city of Xingtai, which has some 7 million residents.
China has said that the coronavirus outbreak was basically under control. But authorities are stepping up vigilance as new infections have also been confirmed in the northeastern province of Liaoning.

US President-elect Joe Biden has expressed concern about delays in confirmation of his Cabinet nominees by the Senate.
In a news conference in his home state Delaware on Friday, Biden said he has nominated all 15 Cabinet secretaries. He also said he is moving swiftly in appointing senior White House officials.
But he said he is concerned about delays in the confirmation process in the Senate and expressed hope that the Senate will move promptly to confirm his nominees.
Specifically mentioning four key posts including Secretary of State and Secretary of Defense, Biden called for swift confirmation in consideration of the threats and dangers facing the world.
Behind the delay in the confirmation process is the uncertainty about who would control the Senate that continued until this week's run-off vote in Georgia. President Donald Trump's failure to acknowledge his election defeat is also a factor.
A confirmation hearing is scheduled for January 19 for Biden's pick for defense secretary, retired Army General Lloyd Austin. However, no other hearings have been scheduled so far.
US media say Biden may have no confirmed Cabinet secretaries on January 20, the first day of his presidency.

Weather officials are warning of more snow in Hokuriku and other areas along the Sea of Japan.
The Meteorological Agency says a strong winter pressure pattern and a mass of very cold air have dumped a large amount of snow, mainly in the Hokuriku region and Niigata Prefecture.
In the city of Itoigawa in Niigata Prefecture, 26 centimeters of snow fell between 1:00 a.m. and 4:00 a.m. The agency issued information on a significant amount of snow as it may cause massive traffic disruptions.
It says the pressure pattern is likely to persist through Monday morning. Snowfall is expected mainly along the Sea of Japan from the north to the west.
Intermittent and heavy snow is expected in the Hokuriku region and Niigata Prefecture. It is expected to continue until Tuesday morning.
The depth of snow has already reached two to nine times the level for the average year in some coastal areas from Tohoku to Chugoku.
Weather officials are urging people to be on the alert for possible disruptions of traffic due to snow accumulation and icy roads. They also warn that avalanches and snow on power lines could trigger blackouts.
