US President Joe Biden has called on the international community to step up efforts to donate coronavirus vaccines to developing nations.

The appeal comes after the World Health Organization on Friday classified a highly mutated coronavirus strain detected in South Africa as a "variant of concern" and named it Omicron.

The WHO said preliminary evidence suggests an increased risk of reinfection compared with other variants of concern.

Biden said in a statement issued on Friday that the new variant "should make clearer than ever why this pandemic will not end until we have global vaccinations."

White House chief medical adviser Anthony Fauci told CNN that the variant seems to be spreading at a reasonably rapid rate, adding that scientists need to find out more about it.

He also said US scientists are in "very active communication" with their South African colleagues.

Health authorities in South Africa announced on Thursday that 77 cases had been detected in Gauteng Province, which includes the country's largest city, Johannesburg.

The variant has also been found in Botswana, Hong Kong, Israel and Belgium.

Countries are rushing to introduce border restrictions to keep out the new variant.

The US has announced it will restrict travel from eight southern African countries starting on Monday. Members of the European Union have agreed to limit travel from seven southern African nations.

The highly mutated coronavirus variant detected in South Africa has put investors around the globe into panic mode. Stocks tumbled Friday, including on Wall Street.

At one point, the benchmark Dow Jones Industrial Average was down more than 1,000 points from the previous trading day's close. There hadn't been a single-session plunge of that magnitude since September last year.

The Dow recovered only slightly to end at 34,899 down 905 points from Wednesday. It's still the biggest intraday decline this year. And the tech-heavy Nasdaq shed 2.2 percent.

Even worse in Europe. Stocks in London fell 3 and half percent. Frankfurt plunged more than 4 percent.

Japanese Prime Minister Kishida Fumio has told members of a Self Defense Forces review that measures to protect the country may include the ability to strike enemy bases.

Kishida addressed about 800 personnel at a Self-Defense Forces base on Saturday. He said the attack capacity was one option the government was studying for Japan to increase its necessary defense capability.

The review at Camp Asaka, which lies in four municipalities in and around Tokyo, was scaled down for the second straight year due to the coronavirus pandemic. There was no parade of tanks or other vehicles.

Kishida said North Korea continues to fire ballistic missiles in violation of UN Security Council resolutions.

He warned that development of new technologies by the North, including hypersonic glide vehicles and missiles flying on irregular trajectories, should not be overlooked.

The prime minister also noted that China has bolstered its military without sufficient transparency, and continues its unilateral attempts to change the status quo.

Kishida added the security environment surrounding Japan is changing more significantly than ever. He has instructed the government to revise its national security strategy, defense program guidelines and mid-term defense program.

He also revealed that the government has dispatched a fact-finding team to Djibouti to collect information about escalating violence between the government and Tigray forces in Ethiopia. Japan's Self Defense Forces have a base in Djibouti.

Japanese Prime Minister Kishida Fumio appears likely to participate in an online gathering of democratic countries next month, hosted by the United States.

US President Joe Biden has invited leaders of about 110 countries and regions to the first Summit for Democracy, to be held on December 9 and 10. European countries and other democracies including Taiwan have also been asked to join. China has not.

Kishida regards the gathering as an opportunity to enhance confidence in the Japan-US relationship. He will aim to affirm solidarity with other administrations that value the rule of law and human rights. It's believed such remarks will have China in mind.

Kishida is also likely to underline the importance of unity among his fellow leaders.

Japan's government plans to dispatch a fact-finding team to Djibouti to assess whether to help with the evacuation of Japanese nationals from conflict-ridden Ethiopia.

The move comes amid an escalation in violence between the Ethiopian government and Tigrayan forces from the country's north.

The two sides started fighting in November last year. The government declared a state of emergency this month.

Japan's Foreign Ministry has issued its most severe evacuation advisory for Japanese nationals in the country.

On Friday, the National Security Council decided to send a fact-finding team to Djibouti, which accommodates a Japanese Self-Defense Forces base.

A government official told NHK that there have been no reports of the conflict impacting the lives of Japanese nationals in Ethiopia. But the official also said the situation is volatile, and that the government will do its utmost to ensure their safety.

The Russian government says it will start accepting registration as early as next year by companies seeking to do business in a planned tariff-free zone on Russian-controlled islands claimed by Japan.

At a meeting on Friday, the Russian government discussed preparations for introducing the zone on what it calls the Kuril Islands. The islands include four that are claimed by Japan.

Finance Minister Anton Siluanov said companies doing business in the zone would be exempted from key taxes, including corporate income and property taxes, for up to 20 years. He called the benefits unprecedented.

The minister also said the government plans to continue the program through 2046.

In September, President Vladimir Putin announced the tariff-free zone plan designed to attract foreign investment.

Two Russian deputy prime ministers visited Etorofu Island, one of the four islands in October, apparently in preparation to implement the project.

Japan had already told Russia that the plan runs counter to an agreement to carry out joint economic activities on the islands on the premise that they do not infringe on the legal positions of the two countries.

The Japanese government maintains that the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

A zoo in central Japan's Ishikawa Prefecture has treated its capybaras to a warm bath filled with citrus fruit to help the giant rodents endure the cold weather.

The Ishikawa Zoo keeps six of the rodents. The animals are indigenous to South America. Many winter visitors like to watch the capybaras bathe outdoors.

Zookeepers placed aromatic yuzu citrus fruit in the hot spring bath on Tuesday. The capybaras munched on vegetables, as they soaked in the water.

One zookeeper said visitors were unable to watch the capybaras bathe last year, as the zoo had to be closed, due to the coronavirus pandemic.

He said the staff members want people to return this year. The outdoor bath is due to remain open until next April.
