PEOPLE ARE MARKING ONE YEAR SINCE HAMAS MILITANTS STORMED ACROSS GAZA’S BORDER WITH ISRAEL.
IT SPARKED A CONFLICT THAT’S KILLED TENS OF THOUSANDS.

>>> THE INTERNATIONAL COMMUNITY IS SOUND THEING THE ALARM ON THE TREATMENT OF WOMEN IN AFGHANISTAN UNDER TALIBAN RULE.
SINCE SEIZING POWER IN 2021, THE TALIBAN HAVE STEADILY ROLLED BACK BASIC FREEDOMS.
WOMEN AND GIRLS HAVE BEEN BANNED FROM SECONDARY SCHOOL AND MOST FORMS OF EMPLOYMENT.
IN LATE AUGUST, THEY WENT A STEP FURTHER WITH A NEW LAW THAT PROHIBITS WOMEN FROM SPEAKING LOUDLY OR SHOWING THEIR FACES OUTSIDE THEIR HOMES.
THE U.N. HAS CONDEMNED THE LATEST RESTRICTIONS, SAYING IT EFFECTIVELY ERASES WOMEN’S PRESENCE IN PUBLIC AND MUST IMMEDIATELY BE REVOKED.
EARLIER, I SPOKE WITH OUR REPORTER IN KABUL FOR MOVERRE INSIGHT.
WHAT HAS IT BEEN LIKE FOR WOMEN SINCE THE ENACTMENT OF THIS NEW LAW? >> Reporter: IT IS GETTING A LOT MORE INTOLERABLE FOR WOMEN HERE.
THE TALIBAN MORALITY POLICE APPEAR TO HAVE GREATER PRESENCE.
PEOPLE SEEM MORE FEARFUL.
IN THE BUSTLING STREETS OF KABUL, MANY WOMEN CAN BE SEEN HIDING THEIR FACES.
UNDER THE NEW LAW, WOMEN MUST FULLY COVER THEMSELVES BEFORE LEAVING THE HOUSE.
WOMEN ARE FORBIDDEN TO SPEAK LOUDLY OR SING IN PUBLIC SETTINGS.
THEY ARE BANNED FROM LOOKING AT MEN. THEY ARE NOT RELATED TO BY BLOOD OR MARRIAGE.
THE RULES ARE BASED ON THE TALIBAN’S STRICT INTERPRETATION OF SHARIA LAW.
AND ANYONE WHO BREAKS THEM IS SUBJECT TO A FINE OR EVEN IMPRISONMENT.
NOW WITHOUT ACCESS TO JOBS, MANY WOMEN ARE STRUGGLING.
LOCAL NGOs HAVE TRIED TO OFF SUPPORT TO THE UNEMPLOYED.
FOR INSTANCE, OFFERING SEWING CLASSES AT HOME TO HELP WOMEN WHO USED TO HAVE JOBS IN GOVERNMENT OR PRIVATE COMPANIES.
BUT FUNDING IS LIMITED.
THERE IS AN URGENT NEED FOR MORE SUPPORT FROM THE INTERNATIONAL COMMUNITY.
>> NOW THE INTERNATIONAL COMMUNITY HAS HARSHLY CRITICIZED THE TALIBAN FOR HUMAN RIGHTS VIOLATIONS.
BUT, DO YOU THINK IT’S CREATING ANY REAL PRESSURE? THE WEST HAS TRIED TO ISOLATE THE TALIBAN INTERIM GOVERNMENT WITH SANCTIONS.
BUT IT DOESN’T LOOK LIKE WORKING WELL.
THE REGIME STILL MAINTAINS DE FACTO DIPLOMATIC TIES WITH RUSSIA AND CHINA.
CHINA IS TARGETING AFGHANISTAN’S UNTAPPED NATURAL RESOURCES, SUCH AS OIL, COPPER AND LITHIUM.
IT IS MAKING LARGE-SCALE INVESTMENTS.
AND THIS MONTH, RUSSIA SAID IT WOULD LIFT THE DESIGNATION OF THE TALIBAN AS A TERRORIST ORGANIZATION.
IN AN EXCLUSIVE INTERVIEW WITH US, THEY TALKED ABOUT THE POSSIBILITY OF JOINING BRICS LED BY CHINA AND RUSSIA.
>> Translator: WE HAVE VERY GOOD TRADE AND DIPLOMATIC RELATIONS WITH CHINA AND RUSSIA.
AND ALSO POLITICALLY.
IF IT APPEARS BENEFICIAL FOR THE ISLAMIC EMIRATE, AFGHANISTAN AND THE REGION, WE WILL TRY TO JOIN BRICS.
>> Reporter: SO IF THE TALIBAN’S TIES WITH CHINA AND RUSSIA CONTINUE TO STRENGTHEN, IT COULD WEAKEN THE WEST’S ABILITY TO PUT MORE PRESSURE ON THE REGIME.
AND, IN THE MEANTIME, I DON’T THINK THE LIVES OF ALL THE PEOPLE WILL IMPROVE.

It’s time now for a check on the world weather with our meteorologist Jonathan Oklahoma.
People in the northern part of Thailand are dealing with major flooding. What’s the latest?
Reporter: As we see the front, we’re seeing rainfall down to Myanmar and Thailand. Here’s the video coming out from the northern portions of Thailand where rainfall hit the area causing river banks to overflow. Rescue workers on elephants had to help people trapped on Sunday. Popular tourist spots were covered by almost meter-high floodwater. Several flights and trains were delayed or canceled because of it. It’s the monsoon pattern continuing to withdraw, so we’ll see rainfall as part of the forecast as we go throughout the next several days.
The north and east are keeping an eye on the cold front pushing through Japan. As we go into Tuesday, a lot will spread across from the north down towards the south and west, so we’ll talk about a wet day and a cooler day in Tokyo. Highs topping at 20 with rain. And sighing temperatures starting to drop down across East Asia, so we’re seeing the autumn feel picking up around the region.
We’re keeping an eye on Milton, which is a hurricane located in the Gulf of Mexico and setting its sights towards Florida, already dealing with the aftermath of Hoeelene. This storm is hitting between Tampa and Sarasota. So you have to prepare once again for a major hurricane with significant storm surge that can be catastrophic on the western cultural areas of Florida. So you want to be prepared as we go through the latter part of the week.
Other areas of the U.S. are calmer as we go through Monday, from 28 in Denver to 33 in Houston as we go through the day. Hope you have a good day wherever you are.
Before we go, northeastern Japan’s Fukushima Prefecture is set for one more night of lights. It’s hosting what’s said to be one of the country’s three major lantern festivals. The Nihonmatsu Lantern Festival is held in autumn and features thousands of paper lanterns. It dates back to the mid-17th century. The event is designated as an assistant and tangible cultural asset by the prefecture. It kicked off with large floats. Each one is decorated with 300 lanterns. They were paraded through the streets of what used to be a castle town.
Translator: I enjoyed watching the floats and was impressed by the overwhelming intensity.
Translator: I have been listening to these festive sounds since I was little, so it’s fun to hear them again. My kid seems to be comfortable with these sounds as well and was getting into the rhythm.
The festival wraps up on Monday. As many as 200,000 visitors are expected throughout the event.
And that concludes this edition of NHK “Newsline.” I’m Yamaguchi Hiroaki in Tokyo. Thank you very much for staying with us.
