Hello, a very warm welcome to NHK Newsline. I'm Yamamoto Miki in Tokyo.

It's been one month since record-breaking downpours hit central Japan's Noto region. Those affected by the flooding and landslides are still struggling to rebuild.

A moment of silence was held at Wajima City Hall Monday to remember the victims.Ten died in the city when the torrential rain hit last month.

We pray with all our hearts for Wajima to recover as quickly as possible.We are definitely going to rebuild this hometown, where people can live in peace and prosperity.

Local searches are continuing for one woman in her 30s from Wajima, who is still missing. A total of 14 people were confirmed dead across the Noto region. It was a double blow to the survivors of the deadly New Year's Day quake, many of whom are still struggling.

According to numbers released by Ishikawa Prefecture last week, over 400 people in Wajima, Suzu and the town of Noto are in shelters. And more than 1,000 households in Wajima and Suzu still do not have running water. At least 1,400 houses were flooded, but that number could still rise, since some areas still have not been surveyed.

The head of police in Japan's Shizuoka Prefecture has apologized to a man who spent more than four decades on death row after he was wrongfully convicted. Hakamada Iwao was acquitted in a retrial of a 1966 quadruple murder case which was finalized earlier this month.

I apologize to both of you for causing the unspeakable distress and burden over 58 long years, from the arrest to the acquittal.

Tsura visited Hakamada's home on Monday. He said that Shizuoka Prefectural Police would make every effort to carry out more accurate and appropriate investigations.

It happened 58 years ago. Iwao and I have accepted this as our destiny. We have no intention to pursue a complaint against the police.

Hakamada was sentenced to death on charges of killing a family of four. He continued to maintain his innocence after his death sentence was finalized in 1980. In the retrial, the Shizuoka District Court gave a not guilty ruling on September 26th. The Supreme Public Prosecutor's Office announced its decision not to appeal on October 8th, followed by the Shizuoka District Public Prosecutor's Office, which waived its right to appeal the next day. 

Amid speculation that North Koreans will be sent to fight in Ukraine, Ukrainian officials say a questionnaire by Russia's military asked soldiers about their uniform sizes and other information.

Ukraine's Center for Strategic Communications and Information Security posted the survey on social media Sunday. The center operates under the Ministry of Culture and Information Policy. It said the queries and instructions were written in Russian and Korean. Details such as how the document was used or how it was obtained were not disclosed. Video released by the center previously appeared to show North Korean soldiers receiving uniforms and equipment in Russia. The Associated Press quoted the head of the center saying it is the first video evidence of North Korea participating in the war on Russia's side. He called for more support for Ukraine from the international community.

Amid deepening military ties between Russia and North Korea, South Korea's intelligence agency has said the North dispatched about 15-hundred special forces troops to Russia's Far East this month. It believes the soldiers will be deployed to the battlefront in Ukraine.

And now to Major League Baseball. The Los Angeles Dodgers have beaten the New York Mets in Game 6 to clinch the National League Championship. Japanese star Ohtani Shohei contributed two hits and one run batted in, landing the Dodgers in the World Series for the first time in four years.

Ohtani started as a designated hitter in the game... in his first at-bat. The Japanese superstar has now reached at least one base in four consecutive games. The Dodgers took an early lead, scoring two runs in the first inning and four in the third.

Otani belted a clutch-based hit in the sixth inning. And in the ninth inning...

The Dodgers held the Mets to one run to win 10-5. The best-of-seven victory in the National League Championship Series meets LA will face the New York Yankees in the World Series, which starts Friday.

It'll be the first time in 43 years for the Dodgers and the Yankees to face each other for the championship. The best of seven series opens at Dodger Stadium.

the United States and Canada say their naval vessels sailed through the Taiwan Strait together on Sunday. The statements come a week after China held large scale military drills in borders surrounding Taiwan. 

The U.S. Navy's Seventh Fleet said the destroyer USS Higgins and Royal Canadian Navy frigate HMCS Vancouver conducted a routine Taiwan Strait transit. It said the ships sailed through a high-sea corridor in the strait that is beyond the territorial sea of any coastal state. It added that the United States rejects any assertion of sovereignty or jurisdiction inconsistent with the freedom of navigation and overflight and other lawful uses of the sea and air.

The Canadian Joint Operations Command said their activities promote peace, resilience and security in the Indo-Pacific. China's Eastern Theater Command said in a statement that the actions of the U.S. and Canada will destroy peace and stability across the Taiwan Strait. The command expressed its determination to defend China's sovereignty and security, as well as regional peace and stability.

U.S. Vice President Kamala Harris celebrated her 60th birthday on Sunday while campaigning for November's presidential election. The Democratic nominee has been appealing to voters by emphasizing her relative youth, compared with her 78-year-old opponent, Donald Trump. 

On her birthday, Harris attended a Sunday service at a church in the southern state of Georgia. Churchgoers sang Stevie Wonder's Happy Birthday when she appeared on stage.

Earlier this month, Harris released a statement from her doctor that said, quote, she possesses the physical and mental resiliency required to successfully execute the duties of the presidency. Harris has been criticizing Trump for failing to disclose the details of his medical records. She says his campaign lacks transparency. On Friday, Harris said she had been hearing reports that Trump's team says he is suffering from exhaustion.

Now he is ducking debates and canceling interviews. If you are exhausted on the campaign trail, it raises real questions about whether you are fit for the toughest job in the world. Come on.

Later in the day, Trump denied the claims. Tell me when you've seen me take even a little bit of a rest. Not only am I not, I'm not even tired, I'm really exhilarated.

The Republican nominee visited Sunday at McDonald's in the eastern state of Pennsylvania, one of the battleground states. He cooked and served fries to show he stands with the middle class.

Harris had said working part time at McDonald's when she was a student shows she has those roots. Trump was aware of this and claimed, without evidence, this was a lie.

Thousands have taken to the streets in the former Soviet Republic of Georgia. They are calling for a change of government and for joining the European Union.

Ahead of Saturday's parliamentary elections, supporters of the country's opposition parties held a rally in the capital, Tbilisi. Earlier in June, Georgia's lawmakers enacted a controversial bill. It requires organizations that receive 20 percent or more of their funding from abroad to register as foreign agents. The EU has said this law goes against its core values and has virtually halted Georgia's bid for its membership.

In the election campaign, the ruling party has been appealing to voters to maintain stable ties with Russia. Georgian experts say opinion polls show the two camps are neck and neck in the race. The outcome is expected to influence the country's foreign policy, which has swung between the West and Russia.

It's time for a check on the weather with our meteorologist Jonathan Oh. So Jonathan, people in the western parts of Japan dealt with some heavy rain Monday. What can they expect for Tuesday? 

Hello, we've been dealing with some of the heavy rainfall into places like Kyushu as we went through Monday and looks like it's going to continue into Tuesday as well as we have some instability that is hanging around in the area. Let's take a look at some video coming out of Miyazaki Prefecture where you can see how the rain has an impact in the area. Moisture for the Pacific from the Pacific is bringing downpours to southern portions of Kyushu on Monday with parts of Miyazaki Prefecture receiving more than 100 millimeters in 12 hours and that led it led to flooded roads. Authorities have issued landslide warnings and dozens of residents have been ordered to evacuate. Officials have warned people to remain vigilant as unstable weather conditions continue into Tuesday. We have this low that's also located a little bit north and west of Japan moving across the Korean Peninsula and that's going to help really usher in even more rain into not only Kyushu but also into the Chugoku regions of Japan as you go into Tuesday. So we're looking at more rains of it maybe on the heavier side, especially as the lowTries to develop itself a little bit more, so be prepared for some wet weather coming up.

Meanwhile, we're talking about snow reporting Sapporo on Sunday, much warmer though coming up on Tuesday with a high of 21. Tokyo seeing temperatures that are more like late October on Monday. By Tuesday warming back up, partly cloudy skies, a high of 23 as you go through the day. We broaden out the view. We're keeping an eye out on a tropical system that's located east of the Philippines. So that's going to. Bring some more additional moisture into the northern portions of the country as we go into Tuesday. Thunderstorms in Manila with a high of 30 Taipei and also Shanghai looking at some wet weather as we go throughout the day. 

Meanwhile over into the Atlantic in the Caribbean, we're keeping eye out on Oscar which is triggering some tropical storm warnings in the area because of all the heavy rain and the stormy conditions coming up. Now the storm is expected to take a turn toward the north and east and move back over the ocean, but not before hitting some of these smaller islands though. Keep an eye out for that up toward the United States. We have a cold from pushing through the Plains States and looking for some possible strong to even severe thunderstorm concerns as we go throughout the day on Monday.
