Welcome to NHK Newsline. I'm Ramin Mallegard in Tokyo.

British Foreign Secretary David Lammy has made his first visit to China since the Labour Party took power. He showed a positive stance to improving stalled bilateral relations.

Let me hold talks with Chinese Foreign Minister Wang Yi in Beijing on Friday.

The Labour Party took power for the first time in 14 years in July. It says it plans to take a stable and pragmatic approach to Beijing. It criticizes the former Conservative government for being inconsistent over China.

Neither of us has an interest in escalation or greater instability. We hold special obligations to the global community to show the world that diplomacy can and does work.

Lamy said Britain will see cooperation with China in such fields as climate and trade, while the Chinese side emphasized boosting bilateral ties.

The world today is facing unprecedented challenges, and competition among major powers should not be the backdrop of this era. He put forward the concept of progressive realism, which we believe has positive significance.

The British government stressed the Foreign Secretary also raised issues such as Hong Kong, where crackdowns on freedom of speech are intensifying, and human rights in the Xinjiang Uyghur autonomous region.

Israeli troops are ramping up their operations in the Gaza Strip. They're looking to take out more senior members of Hamas after killing the group's leader, Yahya Sinwar. They say they're now going after his brother.

Chief military spokesperson Daniel Hagari says troops are searching for Mohammad Sinwar, who is said to be one of the plotters of the attack on Israel last October. Media reports say Israeli leaders see Yahya's death as an opportunity to secure the release of about 100 hostages still being held in Gaza. They say Israel has already contacted Egypt and Qatar, who serve as mediators, as well as the US.

U.S. Defense Secretary Lloyd Austin says a huge obstacle is now gone. He says Sinwar devoted his life to wrecking the chances of peace between the Israelis and the Palestinians. Sinwar's death also provides an extraordinary opportunity to achieve a lasting ceasefire, to end this awful war, and to rush humanitarian aid into Gaza.

Hamas officials are not letting their guard down. They confirmed the killing of their leader, but vowed to continue the fight.

We assure that this blood will lighten our path and increase our motivation for perseverance. The Hamas movement will continue down the path of the founding leaders and martyrs until we attain the ambitions of our people.

Al Haya added that the hostages will not return home until Israeli troops stop their aggression in Gaza and completely withdraw from the area.

Now, Western leaders have been discussing aid for Ukraine to help in its war against Russia. U.S. President Joe Biden visited Germany and stressed the importance of the alliance's support. Biden held talk to German Chancellor Olaf Scholz in Berlin.

As Ukraine faces a tough winter,We must, we must sustain our resolve, our effort and our support.

Schultz also said he will continue support as strongly as possible, but he reacted cautiously to Ukraine's potential membership in NATO, saying he's taking care to ensure the alliance does not become a party to the war. He said that could lead to a greater catastrophe. NATO defense ministers held their own meeting in Brussels. They too discussed stepping up aid to Kiev.

We will continue making sure that Ukraine has what it needs to in terms of in military and material, goods, etcetera, all that aid getting into Ukraine to fight off the Russians and this Russian attack.

Ruta added that NATO allies are working hard to support Ukraine during the winter season. And Ukrainian Foreign Minister Andy Sibiya has accused Russia of escalating its invasion of Ukraine by involving North Korea on what he calls a war party scale. He reiterated calls for support from Western countries to end the invasion. CBI wrote on social media on Friday. North Korea is aiding Russian aggression against Ukraine with weapons and personnel not mercenaries, regular units. South Korea's National Intelligence Service said on the same day, North Korea dispatched about 1,500 special forces troops to Russia's Far East this month. It also said it believes the soldiers will be deployed in Ukraine after undergoing training by the Russian military.

Meanwhile, the NATO Secretary General told reporters it cannot confirm if North Korean soldiers are engaged in the war effort at this moment.

The U.S. Department of Transportation has begun an investigation into the automaker Tesla's full self-driving system.

This follows reports of crashes of Tesla vehicles in low visibility conditions. The probe will cover 5 Tesla models.

The National Highway Traffic Safety Administration says the probe will cover about 2.4 million vehicles from the models of the years 2017 through 2024. Department officials say they have received reports of four crashes that occurred in low visibility conditions. including sun glare and fog. One of the crashes was fatal.

They say the review will assess whether Tesla's driver assistance system can operate safely in poor visibility conditions. The US electric car maker recently unveiled plans to use the system in a fully autonomous taxi with no human drivers. However, the results of the investigation may affect the planned launch of the vehicle.

A man has been arrested after throwing what appear to be fire bombs in front of the headquarters of the main ruling Liberal Democratic Party in Tokyo on Saturday morning. Police detained the man on suspicion of obstructing official duties. There are no reports of injuries.

The man drove the van in front of the LDP headquarters and threw five or six flammable bombs. Police say one of their vehicles was hit, but the fire was soon extinguished. The suspect then tried to ram his vehicle in the premises into the premises of the Prime Minister's office, but was blocked by a fence. Now the office is about 500 meters away from the LDP headquarters. He attempted to throw an apparent smoke bomb into the grounds, but was stopped by the police. About 10 Poly tanks and what appear to be unused firebombs were found in his van.

The suspect has been identified as a 49-year-old man. He has reportedly refused to speak about the allegations.

Survivors of the 1945 atomic bombings of Japan will travel to Oslo in December to receive the Nobel Peace Prize. The announcement has put them firmly in the spotlight, and they're keen to seize the moment.

This year's award goes to Nihon Hidankyo. The organization represents the so-called hibakusha. Tomo Naga Masao survived the blast in Nagasaki. The Nobel Committee has invited him to give a lecture in Norway the day after the ceremony. Tomo Naga serves as the honorary director of a Red Cross hospital for survivors. He'll be speaking about his studies into the effects of nuclear weapons, as well as his life as a hibakusha.

I guess the committee concluded that we have the words to influence others.

Representatives from other survivors groups in Hiroshima are extending their congratulations to Nihon Hidankyo.

The prize was awarded not only because of Nihon Hidankyo, but also thanks to the many Hibakusha groups and individuals in and outside of Japan, including everyone here.

And those are the top stories for this hour.

And that's a wrap for this edition of NHK Newsline. I'm Rameen Malagar. Thank you very much for joining us.
