Chief Cabinet Secretary Yoshihide Suga has stressed that Japan will deal firmly with last week's ruling by the South Korean Supreme Court that ordered a Japanese steelmaker to compensate for wartime labor.

Suga said on Tuesday that Japan will never accept the ruling, which fundamentally overturns the legal basis for friendly relations between Japan and South Korea since they normalized diplomatic ties.

He said the Japanese government has been strongly urging South Korea to take measures to correct this situation, which is a violation of international law.

He added that if South Korea fails to quickly take proper steps, Japan will consider various options including taking the matter to an international court.

A Japanese business group that has been conducting exchanges with South Korea has confirmed it will work with the government in dealing with last week's South Korean Supreme Court ruling on wartime labor.

About 30 business representatives gathered for a meeting of the Japan-Korea Economic Association in Tokyo on Tuesday.

A Foreign Ministry official briefed them on the top court ruling that ordered a Japanese steelmaker to compensate for wartime labor by Koreans.

The official explained the government's stance that the right to seek compensation was resolved at the time of normalization of bilateral relations in 1965.

The official pledged to safeguard the economic activities of Japanese firms in South Korea, and sought cooperation from businesses on the matter.

Some businesses reportedly expressed concern about the possible negative impact of the ruling on bilateral economic exchange.

The association's Executive Director Kazuo Korenaga told reporters after the meeting that until now, the group had promoted economic and cultural exchanges no matter what happened. He says he does not want this friendship destroyed.

NHK has learned that Japan plans to take the first step to filing a complaint with the World Trade Organization over South Korean shipbuilding subsidies.

Japan says South Korea has pumped more than 10 billion dollars in public funds into keeping Daewoo Shipbuilding & Marine Engineering afloat.

Tokyo says the funds allowed Daewoo to accept shipbuilding orders at low prices, distorting the market. Japanese authorities say the subsidies violate WTO rules.

The 2 governments discussed the issue in late October, but didn't reach a solution.

Japanese officials say they now plan to request bilateral consultations as a formal step to file for WTO dispute settlement.

If Japan files a WTO complaint, it will be the fourth such dispute with South Korea pending at the world trade body.

Abe and Malaysian Prime Minister Mahathir Mohamad met in Tokyo on Tuesday for their second summit since June.

The 2 leaders agreed to move ahead with a Malaysian plan to issue 200 billion yen worth of yen-denominated long-term government bonds.

The media quoted the Malaysian government as saying that the so-called samurai bonds will be guaranteed by the Japan Bank for International Cooperation to address the country's debt woes. It also said the bonds will be issued before March of next year.

The 2 leaders also agreed to step up cooperation in maritime security in the South China Sea to keep the Indian and Pacific oceans free and open.

At a joint news conference, Abe said he highly respects Mahathir for again taking on the responsibility of prime minister to rebuild his country. He said he wants to boost bilateral ties in many areas.

The 93-year-old Malaysian prime minister said he wants to thank Abe and the Japanese government for their very positive attitude toward Malaysia's financial problems and the actions that have been taken.

Mahathir became prime minister in May, after serving in the post for 22 years from 1981. He has been working to rebuild his country's finances, which had deteriorated due to corruption under the previous administration.

Prime Minister Shinzo Abe has expressed his gratitude to the Turkish government for its efforts in the recent release of a Japanese journalist from a militant group in Syria.

Freelance journalist Jumpei Yasuda spent more than 3 years in captivity before he was freed last month.

Abe made the comment in a meeting with Turkey's Foreign Minister Mevlut Cavusoglu in Tokyo on Tuesday.

Abe said he wants to thank Turkish President Recep Tayyip Erdogan and Cavusoglu for their efforts to secure Yasuda's release.

Cavusoglu responded that he and the president are happy that the journalist was able to get home safely. He added that he wants to further strengthen friendly bilateral relations.

Japan's trade minister says the economic partnership agreement with the European Union is a key driver for the country's growth strategies.

Hiroshige Seko said it's important to quickly get the agreement up and running.

He made the comment after the Cabinet on Tuesday endorsed a bill to seek Diet approval of the Japan-EU deal.

Seko said, "This deal covers 30 percent of global GDP and 40 percent of the value of global trade. It will liberalize and facilitate trade and expand investment opportunities between Japan and the EU."

He said he will work with ministries and agencies to win approval for the bill during the current Diet session.

Japan's central government and Okinawa Prefecture have agreed to talk for about one month on the relocation of the US Marine Corps Futenma Air Station to the coastal area within the island prefecture.

Chief Cabinet Secretary Yoshihide Suga and Okinawa Governor Denny Tamaki reached the agreement on Tuesday in Tokyo.

But Suga told Tamaki the central government still intends to continue work for the relocation.

US President Donald Trump and his predecessor Barack Obama are campaigning intensively in the final hours before Tuesday's midterm elections.

Trump has campaigned in 30 locations across the United States since September, with a particular focus on battleground states. On the final day of campaigning on Monday, he paid visits to 3 areas.

At a rally in Ohio, he said, "Two years ago, we shocked the Washington establishment. We defied the pundits and the press. We rejected them and the failures of the corrupt status quo." He added that he will continue his "America First" policy.

Meanwhile, former president Obama urged supporters in Virginia to vote. He said, "The character of this country is on the ballot. What kind of politics we expect is on the ballot. How we conduct ourselves in public life is on the ballot."

At stake are 35 out of 100 Senate seats and all 435 seats in the House of Representatives.

Voting will begin in the eastern states at 6 AM local time.

Facebook has blocked more than 100 accounts with possible foreign links on the eve of the US midterm elections.

The social networking giant announced on Monday it blocked 115 accounts -- 30 on Facebook and 85 on Instagram -- after US authorities pointed out the possibility of systematic meddling by foreign entities.

The postings on Instagram were mostly in English, while those on Facebook were in French and Russian.

Facebook explained that since it's only one day from important elections in the US, the company wanted to let people know about the action it has taken and the facts it has learned so far.

Facebook has drawn criticism for not doing enough to stop postings by groups close to the Russian government that aimed to divide US society in the 2016 presidential election.

The company set up a special task force for the upcoming midterms. Last month, it removed more than 80 accounts, claiming that politically-charged postings were made by Iranians posing as Americans.

US Secretary of State Mike Pompeo will meet Vice Chairman Kim Yong Chol of North Korea's ruling Worker's Party on Thursday in New York.

The talks are likely to focus on preparations for a second US-North Korean summit. The US envoy in charge of North Korean affairs, Stephen Biegun, will join Pompeo and Kim.

The State Department says that they will discuss all four pillars of the Singapore Summit joint statement, including achieving a final, fully verified denuclearization of North Korea.

Pompeo wants to see substantial steps towards denuclearization of North Korea for the next summit that reportedly is to take place early next year.

Last week, North Korea criticized the US for maintaining sanctions against the country and warned that the North could return to its policy of simultaneously advancing nuclear and economic development.

The United States and China will hold diplomatic and security talks -- which had once been canceled -- on Friday in Washington.

The US State Department announced that Secretary of State Mike Pompeo and Defense Secretary James Mattis will host the Chinese Communist Party's Political Bureau member Yang Jiechi and Chinese Defense Minister Wei Fenghe.

Originally, the second US-China Diplomatic and Security Dialogue was scheduled for the middle of last month in Beijing. But it was canceled amid growing tension over issues including bilateral trade, the South China Sea and Taiwan.

Both sides gave contradictory accounts that the cancellation was due to the other's request.

Earlier this month, US President Donald Trump spoke with Chinese President Xi Jinping over the phone for the first time in 6 months. The 2 are expected to hold a summit later this month on the sidelines of the G20 summit in Argentina.

Friday's talks are likely aimed at preventing bilateral ties from worsening.

The operator of a global network for interbank payments says it is suspending certain Iranian banks' access to its service.

The Belgium-based SWIFT, or Society for Worldwide Interbank Financial Telecommunication, made the announcement on Monday.

SWIFT said in a statement that the measure is a regrettable one, but that it was taken in the interest of the stability and integrity of the wider global financial system.

The move came on the day the US government re-imposed sanctions on Iran. The US added about 50 banks and related firms to its list of sanctions targets.

The US had urged SWIFT to block Iranian bank's access to its network. The European Union had insisted that it would continue to trade with Iran.

More than 11,000 financial institutions from around the world are connected to SWIFT's messaging service for inter-bank fund transfers.

Being shut out of the service will make it difficult for Iranian banks to pay or get paid for trade.

Eurozone finance ministers have urged Italy to review its draft budget that calls for heavy borrowing.

The ministers met on Monday in Brussels to discuss Italy's controversial spending plan for 2019.

They expressed concern about possible impact on the credibility of the euro.

But Italy's Economy and Finance Minister Giovanni Tria refused to change the budget, saying a sharp increase in spending is needed to jumpstart economic growth.

The European Union last month rejected Italy's draft budget including an estimated rise in borrowing. Italy's debt is 1.3 times the size of its GDP.

The EU cited particularly serious noncompliance with rules, and asked Italy to revise and resubmit its budget plan by November 13th.

Indonesian investigators are trying to determine what caused a Boeing 737 to crash last week near Jakarta. They say the plane had a problem with its airspeed indicator on its final four flights.

Members of the National Transportation Safety Committee have been studying the flight data recorder, and they say it shows a problem with the device that tells the pilot how fast their plane is travelling.

The committee has asked Boeing and US authorities how they can prevent similar problems on other planes of this type.

The investigators are still searching for the cockpit voice recorder, which should give a clearer idea of what caused the crash.

Toyota Motor reported record sales for the 6 months through September. The robust performance is largely thanks to strong demand in China and other Asian markets.

Officials say group sales totaled 14.6 trillion yen, or almost 130 billion dollars. That's up 3.4 percent from the same period last year.

Toyota's operating profit came in slightly above 11 billion dollars, up 15 percent in yen terms.

Sales in North America also gained, but a rise in the costs of steel and other materials ate into profit.

The carmaker raised its sales forecast in the current fiscal year to around 260 billion dollars. It also upped its full-year net profit outlook to slightly more than 20 billion dollars.
