Peter O'Neill, the prime minister of Papua New Guinea and the chair of the summit, disclosed this after the meeting wrapped up on Sunday.
O'Neill said "the two big giants in the room" have different views on free trade such as reforming the World Trade Organization.
Separately, Canadian Prime Minister Justin Trudeau told reporters that a division over trade had prevented the leaders from reaching a consensus on the communique.
Trudeau indicated that a chairman's statement will be released.
When APEC held a ministerial-level meeting last week, the release of the final document was delayed due to a disagreement between the US and other members over the wording on free trade.
The failure to issue the communique highlights the difficulty in taking a concerted position on bolstering multilateral free trade frameworks while the US continues its protectionist policy.

South Korea's presidential office says Xi revealed his intention during his talks on Saturday with President Moon Jae-in in Papua New Guinea. They met on the sidelines of the Asia-Pacific Economic Cooperation summit.
The presidential office also says the 2 leaders agreed that a second US-North Korea summit and Kim's visit to the South, will confirm their close cooperation and mark important steps in resolving issues on the Korean Peninsula.
Media quoted a presidential office spokesperson as saying that Chinese President Xi is also willing to visit South Korea next year at a convenient time.
Observers say Xi hopes to demonstrate a good relationship with North Korea while avoiding criticism from the United States that Beijing is hampering progress on the North's denuclearization.
They say the Chinese president will carefully consider the timing of his visit amid a deepening trade rift with the US.

Activists in Taiwan have called on people to vote "yes" in a referendum on whether the territory should change the name of its team from "Chinese Taipei" to "Taiwan" ahead of the 2020 Tokyo Olympic and Paralympic Games.
A civic group gathered at 6 sites in Taipei, distributing flyers urging people to vote in favor of using the name Taiwan.
The referendum is to be held alongside regional elections on November 24th.
The name "Chinese Taipei" was chosen by the International Olympic Committee and Taiwan in 1981 and accepted by China, which regards the island as part of its territory.
Beijing has criticized calls for the name to be changed.
A spokesperson for the group said the change is just about returning to the right name, and it would enable athletes who win medals to say with pride that they are Taiwanese.

Two hogs in Gifu Prefecture, central Japan, were found on Friday to have been infected with the swine fever virus.
Taiwan imports about 40 tons of pork and related products from Japan annually. Officials say the ban will remain in effect until further notice.
Taiwan has also halted imports of pork from China, where cases of swine fever have been reported.

US President Donald Trump has expressed his intention not to extradite a US-based Muslim cleric to Turkey who has been blamed for an attempted coup in 2016.
NBC News reported on Thursday that the Trump administration had explored whether it could extradite Fethullah Gulen. The Turkish-born Muslim cleric lives in the US state of Pennsylvania.
The Turkish government called for the extradition of Gulen over accusations that he was involved in a failed coup in 2016. Gulen is a political opponent of Turkish President Recep Tayyip Erdogan.
President Trump told reporters when he was asked about the potential extradition of the cleric on Saturday that it was not under consideration. Trump said he got along well with Erdogan, describing him as a strong, tough and smart man, and added that the US is always looking at whatever it can do for Turkey.

Japan's transport ministry says knives and scissors that are not properly covered will be banned on all trains from next April.
The ministry's decision follows a deadly knife attack in June on a Shinkansen bullet train near Tokyo. A 22-year-old man stabbed another passenger to death and injured 2 others.
Under the revised regulations, knives or scissors with blades that are more than 6 centimeters long will have to be put in plastic or leather cases, or covered with cardboard. Passengers will also need to use durable bags.
Knives that have just been purchased will have to be kept in their original packaging.
Those with blades shorter than 6 centimeters will also have to be carried in bags.
Passengers' bags will not be inspected, but railway companies will be allowed to remove violators from trains.
Explosives and combustible items are already banned on trains in Japan.

A celebratory event was held in Kumamoto, southwestern Japan, to mark the 150th anniversary of the arrival of the first group of Japanese immigrants in Hawaii.
Tens of thousands of Japanese people left the Kumamoto region in the early 20th century to cross the Pacific in search of a better life.
Japanese dancers performed a traditional Hawaiian Hula to celebrate the bond between the people of Japan and the descendants of Japanese immigrants in the US.
Japanese emigration started in 1868, when the then Kingdom of Hawaii recruited over 150 Japanese people to work on plantations.
Over the years, many more followed, not only to Hawaii but also to the US mainland.
A photo exhibition was organized by Japanese Americans in Hawaii. The images depict the hardships their ancestors faced during World War Two.
They also illustrate the many achievements made by Japanese immigrants during the decades to follow, in fields from sports to politics.
A female visitor noted that Japan and Hawaii now enjoy a good relationship, but it reminds her they also fought against each other and share a long history.
A US diplomat, Joy Sakurai says people of Japanese heritage have demonstrated that immigrants can play a positive role in society.
Sakurai said the Japanese brought many interesting things and introduced them in a positive way. She added that local people seem to feel comfortable adopting these new things, so they could possibly be introduced anywhere around the world.
