South Korean military says Pyongyang appears to have fired a submarine-launched ballistic missile.


NHK has learned that the chiefs of the US and South Korean militaries and Japan's Self-Defense Forces have held tripartite talks.


Japanese government officials said they will introduce additional stimulus policies if the increase in the consumption tax shows signs of slowing the economy.

South Korea's Joint Chiefs of Staff says Pyongyang appears to have fired a submarine-launched ballistic missile, or SLBM.

They say it was launched from the east coast of the country. It reportedly flew about 450 kilometers, and reached an altitude of about 910 kilometers.

The South Korean and US militaries are gathering more information. If confirmed, it would be the first launch of an SLBM by North Korea in three years.

Japan's Chief Cabinet Secretary Yoshihide Suga says Tokyo believes two missiles were launched. He said no ships or aircraft in the area were damaged.

Suga said, "One of the missiles fell into the waters off the North Korean coast, outside Japan's exclusive economic zone, at around 7:17 a.m. At around 7:27 a.m., another missile fell in the Sea of Japan, off Dogo in Shimane prefecture, within Japan's exclusive economic zone."

Japan's Defense Ministry says it's the first time a North Korean missile has fallen into Japan's exclusive economic zone in nearly two years.

Prime Minister Shinzo Abe condemned the launch.
He said, "Ballistic missile launches are a breach of UN resolutions. Japan severely condemns and strongly criticizes the act."

North Korea has conducted missile launches many times in recent months. Some are thought to involve short-range ballistic missiles.

The latest launch comes a day after North Korean state media said Pyongyang and Washington had agreed to resume working-level talks for the first time in months. The launch may be an attempt to see how the US reacts.

On Monday, North Korea's ambassador to the UN said it's up to Washington whether any progress will be made in denuclearization talks.

Pyongyang has said it wants relief from US sanctions as part of any negotiations. Washington wants the North to take strong steps toward denuclearization first.

US President Donald Trump and North Korean leader Kim Jong Un agreed to revive talks when they met at the demilitarized zone in June. That meeting came after the two leaders failed to reach an agreement on denuclearization in Vietnam in February.

Trump has played down recent test-launches by the North, saying they were all short-range missiles. But he may regard Wednesday's launch as a larger threat if it involves an SLBM.

South Korea's defense minister says his country has asked Japan to share information on North Korea's firing of what appears to be a submarine-launched ballistic missile.

Jeong Kyeong-doo was asked whether South Korea made the request to Japan at a committee in parliament on Wednesday.

Jeong said he received a report saying Japan did not made a request but that South Korea did, based on the General Security of Military Information Agreement, or GSOMIA.

South Korea in August decided to terminate the intelligence-sharing pact. It will expire on November 23.

South Korean Defense Ministry sources say it is the first time that South Korea has asked for information to be shared since it decided to scrap the pact.

The United States has urged South Korea to withdraw its decision.

But South Korea says it will not do so unless the Japanese government retracts its tighter export controls.

Sources say the Chief of Staff of Japan's SDF, General Koji Yamazaki, the Chairman of the US Joint Chiefs of Staff, General Mark Milley, and the Chairman of South Korea's Joint Chiefs of Staff, General Park Han-ki, met on Tuesday at the US Defense Department.

The Japanese and South Korean officials attended Milley's inauguration ceremony on Monday.

Details of the talks are not known, but Milley is believed to have stressed the importance of trilateral security cooperation to deal with North Korea and China.

Milley is thought to have called on Japan and South Korea to mend ties that have soured over wartime and trade issues.

Seoul notified Tokyo in August that it was terminating the General Security of Military Information Agreement, which will expire in November.

Hundreds of protesters have gathered at the high school attended by a Hong Kong student who was shot by the police on Tuesday.

The shooting happened when pro-democracy demonstrators held rallies in Hong Kong opposing China's national day, the 70th anniversary of the foundation of the People's Republic.

The 18-year-old student was shot by a policeman in a clash. Local media report that he has recovered consciousness after undergoing an operation to remove a bullet from his chest. He is reportedly in stable condition after previously being listed in critical condition.

His classmates and graduates flocked to the school on Wednesday morning. They protested against police violence by placing their hands on their chests to show solidarity with the student who was shot. They also called for a boycott of school classes and money to be raised to support the student.

One of his classmates tearfully told NHK that she was shocked when she heard her friend had been shot. She said she can never accept police brutality, and that she's protesting by not attending school.

The school's principal said he wanted to support the students by offering them professional psychological counseling.

People wrote messages criticizing police violence on walls near the shopping district where the student was shot.

Public feeling against the government and security authorities appears to have increased now that the police have for the first time shot and seriously injured a protester.

Pro-democracy campaigners are using social media to call on Hong Kong citizens to show up for rallies on Wednesday afternoon.

A White House official has said that the United States and China will start ministerial-level trade talks in Washington next week.

White House trade advisor Peter Navarro said in a FOX TV program on Tuesday that the US side will meet with Chinese Vice Premier Liu He on October 10th.

These will be the first ministerial-level negotiations since talks in Shanghai in July. Liu is expected to meet US Trade Representative Robert Lighthizer.

Washington and Beijing have been imposing higher tariffs on each other and the trade dispute is now having an impact on their economies.

US President Donald Trump is eager to urge China to buy more US agricultural products. That has prompted speculation that the two sides will discuss a temporary agreement on farm trade.

But some hard-liners in the Trump administration want a comprehensive agreement that also covers China's alleged violations of intellectual property rights.

The World Trade Organization has sharply cut its forecast for this year's global trade growth due to the US-China trade dispute and other factors.

The WTO released its updated forecast on Tuesday.

WTO officials expect that world merchandise trade volume will increase by 1.2 percent in 2019.

That is a substantial downgrade from its April estimate of 2.6 percent and much slower than last year's growth of 3 percent.

WTO officials cite escalating US-China trade tensions and uncertainty related to Britain's planned exit from the European Union.

The WTO expects growth of exports will slow down this year in most parts of the world.

It forecasts 1.5 percent for North America, down 2.8 points from last year, 1.8 percent for Asia, down 2 points and 0.6 percent for Europe, down 1 point.

WTO Director-General Roberto Azevedo said trade conflicts heighten uncertainty, which is leading some businesses to delay investments and may also hamper job creation.

He called on WTO members to settle trade issues within the organization's framework.

The tax was increased to 10% from 8% on Tuesday.

The government has already introduced measures to try and soften the blow of the tax hike. They include a points-based incentive program for cashless purchases at smaller retailers.

Other measures are tax breaks for home buyers and on new vehicle purchases.
Low income earners and families with small children will have access to discounted merchandise coupons.

The government of Prime Minister Shinzo Abe said the tax relief measures total more than 2 trillion yen, or about 18 billion dollars.

Government officials have also indicated they may compile an extra budget for the current fiscal year if needed.

About 400 Japanese and foreign firms are showing off their products at the three-day Special Equipment Exhibition and Conference for Anti-Terrorism.

The Tokyo 2020 organizing committee is introducing to the public some features of the security system that will be used during the Games.

Among them is an artificial intelligence-based facial recognition system that allows athletes and volunteers to pass through the gates.

Another is aimed at keeping spectators from around the world informed. Speakers to be used at the Games' venues will translate Japanese into three languages.

An anti-hacking system on display uses artificial intelligence to detect irregular communications or data transmissions.

There's also a system that enhances the images in dark, blurry surveillance videos.

People in Japan who have applied for tickets for next year's Tokyo Paralympic Games can now find out whether they will be attending.

Organizers posted the results on its ticketing website on Wednesday.

They say the announcement was suspended temporarily due to computer glitches that affected an unknown number of applicants.

By logging on to a web page using their registered personal IDs, those that had applied for tickets are notified whether they had won or lost in the lottery.

Successful applicants are also told how many tickets they've won for each event and how much they need to pay.

Purchases must be made no later than 11:59 p.m. on October 15, Japan time.

When Tokyo bid for the Games, it was planned to make about 2.3 million tickets available for purchase.

The organizers have not made public how many tickets were sold or the chances of being selected. They only say they received a total of 1.35 million accesses to the ticket website before the application deadline.
