As Japan continues to recover from Typhoon Hagibis, the government has designated the storm an extraordinary disaster, enabling victims to receive special support.

Rescue officials continue to search for nine people who are still missing. The death toll currently stands at 78.

About 4,000 people are still living in evacuation centers. In Miyagi prefecture, evacuees have been trying to stay warm in the cold weather. One makeshift solution has people making beds out of cardboard.

In central Japan, a temporary levee has been built along the Chikuma River. Two people were killed in the area and many others had to be rescued after their homes became flooded.

Weather officials are forecasting more rain in the coming days for northern and eastern Japan. They're urging people in the disaster-hit areas to stay on the alert, saying even small amounts of rain could trigger more flooding and landslides.

Heavy rain is expected in parts of central, eastern and northeastern Japan on Friday evening and Saturday. Weather officials say there is a risk of flooding and mudslides, especially in areas that were hit by Typhoon Hagibis last weekend.

The Meteorological Agency is predicting heavy rain in parts of Shizuoka Prefecture, central Japan, from late Friday night through early Saturday. Heavy rain is also forecast for the Kanto-Koshin region in central and eastern Japan on Saturday morning, and northeastern Japan on Saturday morning and afternoon.

The agency says the total amount of rainfall could reach 300 millimeters in the Izu Islands, 200 millimeters in Shizuoka Prefecture and 150 millimeters in some parts of the Kanto-Koshin region and Pacific coastal areas of northeastern Japan.
More flooding could occur in areas with levees that were damaged by heavy rain brought by the typhoon. Workers are busy carrying out emergency repairs.

Japanese government officials have apologized for failing to notify local residents when a powerful typhoon caused the flooding of a river in Ibaraki Prefecture, northeast of Tokyo, last weekend.

Officials of the land ministry's regional bureau and the Meteorological Agency made the apology at a news conference on Friday.

When a river floods, government officials are supposed to issue the highest-level warning and urge residents to exercise maximum caution.

But the officials failed to do this when they confirmed at around 4:30 a.m. on Sunday that the Naka River had overflowed. Typhoon Hagibis caused the river to burst its banks at three locations and the surrounding area was inundated.

The warning was not issued until 3 p.m. on Sunday.

The officials said they should have notified residents immediately, but they were too busy dealing with the flooding of another river in the prefecture and their office was in a state of confusion.

They said they will take steps to ensure that this kind of mistake will never happen again.

The operator of the Hokuriku Shinkansen says it will fully resume bullet train services next Friday.

The Hokuriku Shinkansen connects Tokyo and the city of Kanazawa in central Japan, but it has been partially suspended since Typhoon Hagibis battered central Japan last weekend. A third of its trains were inundated when the typhoon flooded a depot in Nagano City.

East Japan Railway said on Friday that it will be able to operate about 90 percent of its bullet trains on the Tokyo-Kanazawa route from October 25.

It will announce a detailed timetable next Wednesday.

In Japan's Nagano Prefecture, where people including 35,000 foreigners were hit hard by Typhoon Hagibis, municipalities have set up a support hotline and other services in multiple languages.

NHK contacted 21 municipalities in Nagano, where inundations occurred and houses were destroyed. They said they received no reports of injury to foreigners.

Nagano says that as of last December, 35,493 foreigners lived in the prefecture. They included 9,150 Chinese, 5,104 Brazilians and 4,612 Filipinos.

The prefecture is offering counseling in 15 languages -- Chinese, Portuguese, Tagalog, Korean, Vietnamese, Thai, English, Indonesian, Spanish, Nepali, Malay, Burmese, French, Cambodian and German -- at its Multicultural Consultation Center. Its phone number is 026-219-3068.

In the city of Nagano, counseling in Chinese is available at the International Exchange Corner in the Monzen Plaza building. Its phone number is 026-223-0053.

Japan's government has announced that it is considering sending the country's Self-Defense Forces to the Middle East to help ensure safe navigation in the Strait of Hormuz.

Chief Cabinet Secretary Yoshihide Suga told reporters on Friday that Japan will not join a US-proposed international coalition to escort vessels.

Pointing out that peace and stability in the Middle East are crucial for peace and prosperity in Japan and the international community, he said Japan has made diplomatic efforts to ease tensions, including Prime Minister Shinzo Abe's visit to Iran in June.

Suga added that the government decided to take its own steps to achieve peace and stability in the Middle East and ensure the safety of vessels related to Japan.

He said that in addition to the possible SDF dispatch, the government will make further diplomatic efforts, share information with related industries and closely cooperate with the United States.

The government is considering deploying Maritime Self-Defense Force destroyers and patrol aircraft in the Gulf of Oman, the northern part of the Arabian Sea and waters off Yemen. The operation would be part of the SDF's survey and research activities.

Suga said there's no immediate need to guard Japan-related vessels, but that following the explosion of an Iranian tanker off Saudi Arabia last week, the government concluded it needs to do more to gather information.

Japan has submitted a draft UN resolution that includes an action plan to help achieve a world without nuclear weapons.

The draft resolution was presented to the UN Disarmament Commission on Thursday. Japan has now submitted similar documents for 26 years in a row, and the previous 25 draft resolutions were all adopted.

The newest draft features six actions Japan says the international community must take immediately.

They include verifying the nuclear disarmament process and promoting educational programs such as interaction with atomic bomb survivors.

The draft also calls for a framework to facilitate dialogue between nuclear-armed countries and others.
As the only country to have experienced atomic bombings, Japan tries to serve as a bridge between countries with nuclear weapons and those without.

But whether Japan's proposal will win support remains to be seen because nuclear-armed nations such as the United States, Russia and China are increasingly distrustful of the nuclear disarmament process.

The draft does not mention the UN Treaty on the Prohibition of Nuclear Weapons, which the country has not joined.

Pence made the comment after meeting Turkish President Recep Tayyip Erdogan in Turkey on Thursday.

Pence said US President Donald Trump agreed not to impose additional sanctions if Turkey honors the ceasefire.

Pence added President Trump also agreed to lift the current sanctions if Turkey completely halts the military action.

Ahead of Pence's remarks, Trump took to Twitter, indicating an agreement had been reached at the meeting.

Trump tweeted: "Great news out of Turkey."

He thanked Erdogan, saying "Millions of lives will be saved!"

Kurdish forces say they will accept a proposed ceasefire that allows them to withdraw from border areas in northern Syria, while Turkey suspends its military offensive in the region.

The Kurdish forces issued a statement on Thursday after the United States and Turkey struck the truce deal earlier in the day.

They said they agreed on a ceasefire in some areas and implemented it at 10 p.m. on the day.

They said they will fulfill the responsibilities of the ceasefire process and at the same time they require Turkey to comply with the agreement.

A Kurdish commander involved in the military campaigns against Islamic State militants told local media that he will only accept the ceasefire after Turkey withdraws from northern Syria.

Turkey says the agreement doesn't require its troops to pull out of the region.

It remains unclear whether the Kurdish forces will withdraw from the border areas, in accordance with the deal.

The United States has imposed additional tariffs on some products from the European Union.

Washington is applying the new duties to 160 products worth 7.5 billion dollars annually. The measures include a 25 percent increase on agricultural products and 10 percent on airplanes.

The US and EU have long been at odds over subsidies for aircraft makers. Now, the simmering confrontation could be about to escalate quickly, with the EU expected to respond with similar tariffs.

The World Trade Organization on Monday ruled that the subsidies on both sides are illegal. The body also gave the US permission to take measures against the EU. The EU is ready to take countermeasures, but is waiting for WTO approval.

US President Donald Trump has warned the EU against retaliatory tariffs. He says he is also considering levying higher duties on automobiles from Germany and other countries to cut the US trade deficit.

The Japanese government will grant pardons on the occasion of Emperor Naruhito's enthronement ceremony on October 22.

It will be the first time in 26 years that pardons have been awarded to mark an Imperial family occasion.

The Cabinet made the decision on Friday to issue pardons next week for about 550,000 petty criminals.
The pardons annul prohibitions to qualify for certain licenses.

The government says those who committed serious crimes will not be granted pardons out of consideration for the victims and their families, and that no prisoners will be freed.

It says the pardons will apply to petty criminals who have finished their prison terms and have committed no other crimes for a certain period, to promote their efforts to return to society.

Pardons nullify penalties in guilty verdicts and restore qualifications without court procedures. They require a Cabinet decision and the approval of the Emperor.
