Japan's top government spokesperson says Self-Defense Forces personnel are carrying out rescue work in Tokyo and seven other prefectures.

Chief Cabinet Secretary Yoshihide Suga said, " People's lives continue to be affected by disruptions to power, water and transportation services. Relevant government organizations are doing their best to restore those services as soon as possible. The government dispatched personnel ahead of the disaster to local governments. They are now cooperating with Self-Defense Force personnel in collecting information on the damage."

Efforts to restore power are underway.

Around 200,000 homes are still without electricity in metropolitan Tokyo and parts of central Japan.
Over 1,000 households in Chiba Prefecture don't have water.

Typhoon Hagibis has been downgraded to a low pressure system. It is now hovering off the coast of eastern Japan.

The Meteorological Agency has lifted all heavy rainfall emergency warnings.

Many areas report record downpours.

Some places received 30 to 40 percent of their average annual rainfall in one or two days.

Officials say many rivers have overflowed and levees of at least 9 have broken.

They say further damage is possible and are calling on people to stay alert.

Airplane and train passengers are facing a disruption of services on Sunday in the wake of Typhoon Hagibis.

More than 800 flights are cancelled.
All Nippon Airways has canceled 297 flights, including all flights at Narita airport and some at Haneda. Both airports serve Tokyo.

Japan Airlines has also canceled 278 flights including most departures and arrivals at Haneda and Osaka airports.

Many other airlines are also canceling flights.

Railway operators in Tokyo and surrounding areas will resume most local train services after safety checks are completed.

JR East Japan has resumed service on the Yamanote Line. Some private railway companies and part of the Tokyo subway system have also resumed operations.

The Tokyo monorail and The Keikyu railway main line have begun service. oth of them connect to Haneda airport.

Tohoku, Akita and Hokuriku Shinkansen bullet trains have not yet resumed operations.

The Yamagata line will remain out of service for the entire day.

The Tokaido and Sanyo shinkansen resumed their operations Sunday morning.
