As of thursday's evening Japan time, US President Donald Trump has made no comment on North Korea's latest ballistic missile launch.


Iran's Supreme Leader has suggested that the country will further reduce its appearance commitments under the 2015 agreement on its nuclear program.

US President Donald Trump has so far made no response to North Korea's latest ballistic missile launch.

North Korea said on Thursday that it had succeeded in test-firing a submarine-launched ballistic missile, or SLBM, the previous day. Japan's government believes the missile fell inside its exclusive economic zone in the Sea of Japan.

Japan, the United Nations and the European Union have condemned the launch as another violation of UN Security Council resolutions.

However, Trump has said nothing about the launch. His news conference on Wednesday was dominated by the controversy over his July phone call with the Ukrainian president.

The US State Department has urged North Korea to refrain from provocations and to abide by UN Security Council resolutions. But it has not provided an analysis of the launch, such as the type of missile or where it landed.

Trump has maintained he has no problem with North Korea testing short-range missiles.

It remains to be seen how Trump will respond to the latest launch.

Iran's Supreme Leader Ayatollah Ali Khamenei has suggested that the country will further reduce its commitments under the 2015 agreement on its nuclear development, unless it gains economic benefits promised in the deal.

Khamenei was addressing commanders of the Islamic Revolutionary Guards on Wednesday.

The leader said that Iran will "seriously" continue to reduce the country's commitment until the "desired results" are reached.

Since earlier this year, Iran has gradually reduced its commitments in response to US sanctions on the country. Iran has threatened to take a new step in early November unless the situation improves for the country.

In an apparent contrast to the tone of Khamenei's speech, Iran's President Hassan Rouhani says a French plan for Iran-US talks is broadly acceptable.

During a cabinet meeting on Wednesday, Rouhani disclosed that the plan calls on Iran not to pursue nuclear weapons and also urges the country to contribute to the security of the region's waterways. In exchange, the United States would remove all sanctions and allow Iran to resume oil sales.

Rouhani said, "the road is not closed", and mentioned the possibility for dialogue.

The United States is planning to hit the EU with additional tariffs of up to 25 percent.

It's the latest move in the trans-Atlantic trade dispute over aircraft.

The World Trade Organization on Wednesday gave the green light to the US to go ahead with the retaliatory duties.

They cover up to 7-and-a-half billion dollars of EU imports.

The US had argued that illegal subsidies from the EU to France-based aircraft maker Airbus were blocking fair competition with Boeing in the US. The WTO upheld that claim in May 2018.

Organization rules state that those filing complaints are allowed to take counter-measures if the other side does not perform corrective action.

Washington now says it will impose the extra tariffs of up to 25 percent on farm products and 10 percent on aircraft from the EU. The measures will take effect from October 18th.

The EU is planning to push back. The bloc is preparing retaliatory tariffs on US imports. That move would come after the WTO endorsed its claim that Washington is giving illegal subsidies to Boeing.

The US is also considering slapping additional duties on cars from countries in Europe and elsewhere.

Kansai Electric Power Company has admitted that three of its executives accepted cash and gifts from contractors as well as the former deputy mayor of a town that hosts one of its nuclear power plants.

Receiving cash and gifts directly from companies that won contracts from the utility deepens the kickback allegations.

In a news conference on Wednesday, KEPCO gave details of the inappropriate dealings with Eiji Moriyama, the late deputy mayor of Takahama Town in Fukui Prefecture.

They said 20 executives had accepted cash and gifts worth nearly 3 million dollars from Moriyama.

KEPCO said later that three of the executives had also received cash and gifts from two contractors. Moriyama was an adviser to one of the firms, a construction company.

One executive received cash worth roughly 9,300 dollars and about 3,700 dollars' worth of gift vouchers from the construction firm. The two other officials accepted vouchers for five tailored suits from another company that won contracts for KEPCO.

KEPCO has awarded contracts and subcontracts worth roughly 60 million dollars to the construction firm in the past five years.

Kansai Electric Power Company says it will set up a third-party committee to get to the bottom of a gift and money scandal.

The panel will include outside lawyers. It will not only investigate the scandal itself, but also check whether an in-house investigation last year and punishment stemming from the probe were appropriate.

The company has disclosed that a former deputy mayor of a town hosting a KEPCO plant gave money and gifts to the firm's officials.

Kansai Electric officials also held a news conference on Wednesday where they listed the items staff members had received. The gifts were provided by Eiji Moriyama, a former deputy mayor of Takahama Town in Fukui Prefecture. He died in March.

KEPCO says 20 executives, including Chairman Makoto Yagi and President Shigeki Iwane, accepted cash and gifts over several years. The items included gold coins, golden cups, shopping coupons, US banknotes and men's suits. Those gifts plus cash totaled almost 3 million dollars in value.

The KEPCO chairman and president say they have no intention of resigning. But they expressed their willingness to make a judgment about their responsibilities after seeing a report from the new committee.

The panel is expected to release its findings by the end of this year.

A court in Cambodia has given prison sentences, without suspension, to two Japanese men on charges of killing a taxi driver near a popular tourist spot in the country.

The court on Thursday sentenced 24-year-old Ryuji Nakakuki to 13 years in prison, and 23-year-old Reimon Ishida to 10 years.

The ruling said the two men fatally stabbed the driver with a knife they had prepared for the attack in Siem Reap, known for the Angkor Wat temple complex. They are said to have planned the attack for the purpose of robbery.

The court said the men admitted to the charges.

The case came as a shock to many Cambodians who had trust in Japanese for helping rebuild their country after a long civil war.

A prosecutor told the court before the ruling that Cambodians, including the prosecutor and judges, love and respect the people of Japan just as before.

Japanese citizens living in Cambodia are raising funds to support the driver's bereaved family as part of efforts to reestablish trust in Japan.

Tropical storm Mitag has killed four people and forced more than 1,500 others to evacuate in South Korea.

South Korea's Meteorological Administration says the storm landed in South Jeolla Province on Wednesday afternoon. It moved across the peninsula and headed out to the Sea of Japan at around 6:00 a.m., local time, on Thursday.

The storm brought more than 500 millimeters of rainfall to the southern part of the country.

Officials say at least four people died, including a woman in her 70s who was swept away in a drainage channel in North Gyeongsang Province. Four other people were injured and two are still missing.

A mudslide derailed a sightseeing train in the province. The Yonhap news agency says no casualties were reported.

More than 100 houses and buildings have been flooded. South Koreans are busy dealing with the damage caused by the storm.

Japan is preparing to make it easier for foreign companies to invest in local firms, although some regulations are expected to be tightened. The changes are in a draft bill that will soon go to the Diet.

Procedures for cases not considered a major threat to national security would be relaxed. Foreign investors would no longer be required to submit prior notice.

That is currently a requirement for non-Japanese businesses aiming to take stakes of at least 10 percent in listed companies in the aviation, nuclear and other industries.

The requirement is to prevent high-level technology related to national security from flowing out of the country.

The government also plans to tighten controls on investors intending to take part in the management of companies operating in sensitive fields.

The draft calls for such investors to submit notice, if they plan to acquire stakes of at least 1 percent.

A Facebook executive has reiterated that the company plans to launch its cryptocurrency, Libra, next year, but acknowledged there could be delays.

Catherine Porter, the head of business development for Facebook's cryptocurrency digital wallet subsidiary, Calibra, spoke at an event in Tokyo on Wednesday.

She said Libra would be the solution to the problem of "sending, receiving money in the world, the fastest, least expensive, easiest way possible."

She also stressed that it provides a "real opportunity for Japanese businesses who are particularly focused on their global footprint to benefit."

The plan is to roll out Libra in coordination with regulators from around the world. However, Porter mentioned there are views the launch may be delayed amid authorities' concerns about its possible impact on the global currency system. Criminal abuse of cryptocurrencies such as money laundering is another worry.

Porter also explained a plan to protect personal information by separating social networking data from those of Libra.

Meanwhile, the Wall Street Journal reported on Tuesday that partners in the Libra-based payment network are wavering in their support for the cryptocurrency.

The report said key financial partners including Visa and Mastercard are reconsidering their involvement following a backlash from US and European government officials.

Dozens of young Europeans have set off on an eco-friendly voyage to attend a UN climate meeting in Chile in December.

A sailing ship carrying 36 climate activists in their teens to 30s left Amsterdam on Wednesday. They are from the Netherlands, Belgium, and other European countries. The trip was organized through social media.

After a seven-week voyage to Rio de Janeiro, they will travel by bus to the Chilean capital of Santiago, where the COP25 climate summit will be held in December.

The activists say sailing ships are more eco-friendly than aircraft. They plan to ask the participants at the meeting to use eco-friendly methods of transport.

One of the activists stressed the importance of having sustainable means of transport to ensure a sustainable future for the next generation.

The 36 activists are due to join the 16-year-old Swedish activist Greta Thunberg in Santiago.

Thunberg took part in the UN Climate Action Summit in September after a two-week voyage across the Atlantic on a solar-powered yacht.

A Japanese airline seat-booking system that shows where young children will be sitting on flights is stirring controversy through overseas media and social networking services.

Seating maps on the Japan Airlines website show which seats are reserved by parents traveling with children younger than 3 years old.

JAL started the program in 2013, but it grabbed the spotlight last week when an American passenger thanked the carrier in a tweet for warning him "about where babies plan to scream and yell during a 13-hour trip."

The man wrote that it should be mandatory for other airlines as well.

The tweet triggered debate on social media.

Some parents of young children and people who do not want to be annoyed by yelling babies expressed support for the idea. But critics say it could cause worries among families with children and be discriminatory.

Influential overseas media have reported on the controversy with such headlines as "Want to Avoid Babies on Flights?" and "Japan Airlines introduces a 'very Japanese' option."

A JAL public relations official says the system was introduced at the request of parents traveling with small children who want other passengers to know in advance where the children will be sitting.

The official added that the carrier will try to make air travel comfortable for all passengers.
