A senior North Korean official says leader Kim Jong Un will make a final decision over denuclearization talks with the United States by the end of the year.

Pyongyang has set a unilateral end-of-year deadline for the US to break the current deadlock in talks.

Ri Su Yong, Vice Chairman of the Central Committee of the Workers' Party of Korea, issued a statement on Monday.

Ri, a close aide to Kim and in charge of international affairs, criticized US President Donald Trump over his recent remarks about Kim.

Trump tweeted on Sunday: "Kim Jong Un is too smart and has far too much to lose, everything actually, if he acts in a hostile way."

Ri urged Trump to "quit abusive language which may further offend" Kim.

Ri added that North Korea's final decision on the position with the US will be made at the end of the year by Kim.

His comments are the latest of a series of statements issued by senior North Korean officials.

North Korea is expressing growing impatience with the US. Pyongyang has urged the US to make concessions and lift sanctions by the end of the year, in order to break the ongoing impasse in denuclearization talks.

The Chilean Air Force says that it has lost contact with a military plane carrying 38 people to the country's base in Antarctica.

The military said in a statement that the C-130 Hercules transport aircraft had 17 crew members and 21 passengers on board, including civilians from a firm and a university.

They were on their way to perform logistical support tasks such as delivering food to the Chilean base.

The plane took off from an airport in the southern city of Punta Arenas on Monday afternoon. About an hour later, the military lost contact with it.

The Chilean military has activated search and rescue teams.

Finland is expected to appoint the world's youngest serving prime minister.

Sanna Marin was nominated by the ruling Social Democratic Party as successor to Antti Rinne, who offered to resign as prime minister last Tuesday.

Rinne had been under fire for his handling of a massive strike against the government's postal reforms.

The 34-year-old Marin was minister for transport and communications in Rinne's government.

She became head of the city council of her industrial hometown of Tampere at the age of 27. She was elected to parliament in 2015.

Marin is expected to be sworn in as prime minister after gaining parliamentary approval.

Media outlets report that Marin will become the youngest leader of a government in the world, ahead of Ukraine's Prime Minister Oleksiy Honcharuk, who is 35.

She told reporters that she has a lot of work to do.

A new trade deal between Japan and the US is expected to take effect on January 1 after Japan's government announced it had completed all the necessary procedures.

Prime Minister Shinzo Abe and President Donald Trump agreed to the terms in September. Japanese lawmakers voted on Dec. 4 to approve the deal. Trump says it doesn't need congressional approval, as it is going through under a "fast track" process.

Tokyo has agreed to lower tariffs on US farm products, but by no more than agreed under the Trans-Pacific Partnership that Washington abandoned.

Abe and Trump agreed that Washington will refrain from raising tariffs on Japanese vehicles.

Japan wants the US to scrap all tariffs on automobiles and parts. They agreed to continue negotiations on this point.

Washington and Tokyo plan to start the next round of negotiations within four months of the pact taking effect.

Japanese Foreign Minister Toshimitsu Motegi stressed the significance of the pact, which follows the conclusions of the TPP and the Japan-EU Economic Partnership Agreement.

Motegi said the three deals combined would create a new, free economic zone centering on Japan, covering about 60 percent of the world's economy.

He said Japan will continue to play a leading role to maintain and strengthen the global free trade system.

The head of the International Olympic Committee has expressed support for the decision by the World Anti-Doping Agency, or WADA, to ban Russia from international competitions.

WADA announced on Monday that it has decided to ban Russia from participating in major international games for four years. This includes next year's Tokyo Olympics and Paralympics.

WADA said that only Russian athletes who meet strict conditions will be allowed to compete in the Tokyo Games as individuals.

The decision came after WADA's independent Compliance Review Committee found hundreds of cases of tampering and deletion of data related to Russian athletes' doping checks.
IOC President Thomas Bach spoke to reporters in New York later in the day.

Bach said the IOC supports WADA, which is the leader in the fight against doping.

He stressed that the IOC will implement the most extensive pre-games testing for doping ever for the Tokyo event. Bach added the committee just approved an additional budget of up to ten million dollars to strengthen the fight against the use of performance-enhancing drugs to make Tokyo 2020 as clean as possible.

The head of the Tokyo 2020 organizing committee, Yoshiro Mori, said that it's not athletes but their coaches who lack compliance with anti-doping rules as they are obsessed with results and records. He stressed the need to educate the entire sports world.

A scientific research group says ice floes may disappear from Japan's northernmost prefecture of Hokkaido at the end of this century.

Ice floes from Russia's coastal areas are spotted off the coast of Abashiri and other areas every winter. They attract many tourists.

A research group at the Okhotsk Sea Ice Museum of Hokkaido examined the relationship between average temperatures and the amount of ice floes spotted at four locations over a 15-year period ending in 2009. The group conducted the investigation to look into the effects of global warming.

The results show that ice floes decrease as average temperatures in the January-March period rise. They also show that ice floes will disappear if average temperatures rise by 4.1 degrees in Shari Town, 3.1 degrees in Abashiri, 2.5 degrees in the city of Monbetsu, and 2.1 degrees in Esashi Town.

The regional meteorological observatory in Sapporo simulated average temperatures along the Sea of Okhotsk coast between the winter and spring. The simulation was based on global warming data and other information released by the United Nations. It revealed the possibility of a temperature increase of three to six degrees at the end of this century.

Ice floes formed in Russia's coastal areas are not expected to move down toward Hokkaido as temperatures go up. The head of the Sea Ice Museum, Shuhei Takahashi, says the disappearance of ice floes in the prefecture is occurring at a faster pace than expected.

Ice floes that cover the Sea of Okhotsk during the coldest period of winter provide a home for plankton. They also give food to marine life such as salmon and cod. Takahashi says the decrease and disappearance of ice floes could affect the ecosystem in the Sea of Okhotsk.

The leaders of Russia and Ukraine have agreed to implement a full ceasefire in eastern Ukraine by year-end.

The agreement was reached on Monday in Paris at a summit between the two countries plus France and Germany.

The leaders said in a joint communique that Ukraine and pro-Russia separatists backed by Moscow would implement the ceasefire and push for an exchange of all prisoners from the conflict by the end of 2019.

The two sides have been fighting in eastern Ukraine for more than five years. Around 13,000 people have died in the conflict.

French President Emmanuel Macron told reporters the talks had been fruitful. He said the countries had made progress in areas that had been issues for years.

However, Russia and Ukraine apparently failed to bridge their differences on the status of eastern Ukraine.

Russian President Vladimir Putin said Ukraine should change its constitution and grant the region a high level of autonomy.

Ukraine President Volodymyr Zelenskyy said his country would never become a federation of states. He said that was a principle he would never change.

A traditional Shinto ritual has been held in western Japan to pray for navigation safety and a large fish catch.

Priests of Akama Shine in Shimonoseki City, Yamaguchi Prefecture, boarded a boat and prayed facing a rock in the sea on Tuesday.

Another priest climbed up with a sacred straw rope called shimenawa and tied it around the 3-meter-tall rock. The rope is about 5 meters long and weighs 20 kilograms.

The ritual is based on a legend that says disasters and epidemics stopped when ancient people put the rock in the area.

A visitor in his 70s from neighboring Hiroshima Prefecture said he was worried that the priest would fall into the sea. He added that he felt purified after observing the ritual, and that he hopes everyone has a peaceful New Year.
