A team of experts says people with mild symptoms are thought to be unwittingly spreading the new coronavirus in Japan and should avoid crowded places where ventilation is poor.
On Monday, an expert team of a government task force on the Covid-19 outbreak published its views of the current situation and what measures to take.
The team says it was found in recent days that young people with minor symptoms are thought to play a major role in transmitting the virus unknowingly at locations where people gather.
It says about 80 percent of the infected people do not spread the virus. But it listed cases in which a single carrier infected multiple people through close contact in closed spaces such as live music concerts, sports gyms and restaurants that offer buffets.
The team analyzed the situation in the northern prefecture of Hokkaido which has the largest number of cases in Japan. The team found that there was a high risk of contagion in urban areas where socially and economically active people tend to gather.
The team says avoiding such crowded places in the next two weeks can help contain the outbreak.
The experts urge people to refrain from going out if they have mild symptoms of the common cold, to avoid events held in places with poor ventilation, or where people communicate with each other in close quarters.
The team says infection risk will be low if people instead go outdoors for a walk or activities that involve little contact with others. They advise talking to other people at arm's length.
The team says people aged between 10 and 39 may spread the virus to people who have a high risk of getting seriously ill. It says young people can help protect the lives of vulnerable people by avoiding crowded places with poor ventilation.

Japan's Prime Minister Shinzo Abe says the government will quickly draw up legislation to prepare for a worst-case scenario involving the new coronavirus outbreak.
Abe spoke to an Upper House committee on Monday about the request he had made to shut down schools across Japan from Monday until the start of the spring break.
He said children's health and safety are a top priority, and that an epidemic among children at school must be prevented no matter what.
Abe said it is important to focus on the worst-case scenario, including what kind of measures should be taken if infections rapidly spread in certain areas, and to prepare for it.
The Prime Minister said the government will quickly draw up legislation to minimize the outbreak's impact on people's lives. He said the measures would include a declaration of a state of emergency.

Japan's health ministry has drafted a plan to provide daycare for children whose schools have been asked to close to stop the spread of the coronavirus.
The plan was compiled after Prime Minister Shinzo Abe requested the temporary closure of all schools from Monday.
The health and labor ministry has called for facilities that usually operate as after-school care centers to open during the day, saying it's difficult for working parents to leave young children at home alone.
The Cabinet Office and the health ministry have compiled a plan to subsidize expenses and secure staff to deal with the expected surge in the number of children who will need to be looked after.
Teachers will be allowed to step in as support staff at the centers.
Childcare facilities will receive subsidies for taking in children during the day. They will receive about 95 dollars per day for every 40 children.
They will also be able to claim a subsidy of about 335 dollars for opening new classes for non-regulars.
The government says it will cover all the expenses, and parents will not be asked to pay extra. The government also says it will ask childcare centers to utilize vacant classrooms at schools.

An association of household paper manufacturers in Japan has urged consumers not to stock up on toilet paper.
Amid the outbreak of the new coronavirus, false information predicting a shortage of toilet paper has spread on social media, triggering an increased demand and panic buying.
Manufacturers and the government are urging consumers to remain calm, insisting the product will not run out.
The association of paper manufacturers issued a request in a written document on Monday.
It says about 98 percent of the products are made domestically and makers have enough stock and no supply problems.
The association urges people not to hoard or resell the products. Explaining current household consumption, it says one person uses about four rolls of toilet paper per month and a family of four uses about 16 rolls.
The association has called on its member firms to do their best to supply and distribute their products to retailers to prevent them from running out of stock.

The Nikkei Average recovered after Bank of Japan Governor Haruhiko Kuroda's statement that the BOJ will provide ample funds to stabilize markets. The benchmark started the day more than 1 percent lower, but it turned around after Kuroda's unexpected statement.
The Nikkei 225 ended Monday at 21,344, 1 percent higher than Friday's close. That's the first gain after a 5-day losing streak that erased nearly 10 percent of the benchmark's value.
Investors sold off the US dollar amid new cases of the coronavirus in the country. The greenback dropped to the lower 107 yen level early in Tokyo. But the dollar started to rally against the yen after Kuroda released his statement.

The number of people infected with the new coronavirus in mainland China has exceeded 80,000.
Chinese health authorities say 42 more people died of the coronavirus in Hubei Province on Sunday, pushing up the death toll for China to 2,912.
The number of new infections was 202, bringing the total for China to 80,026. Six of the new patients were found outside Hubei Province. The number of new patients found outside the province has remained in single digits for four days in a row.
The head of the Chinese health authorities' expert team, Zhong Nanshan, and other researchers have published an analysis of the coronavirus in a US medical journal.
They say more than half of the 1,099 people who were infected in China by January 29 did not have fevers when they were hospitalized.
The researchers also say 17.9 percent of 877 patients without serious symptoms did not present any abnormalities in examinations using X-rays and other methods.
They urge people to remain on the alert because these factors make diagnosis difficult in the early stages of the disease.

China has put into effect new rules to expand the scope of its control of the internet to the transmission of information that disrupts economic and social order.
China's internet control authorities launched the new rules on Sunday with the aim "to create a healthy and refreshing internet space."
The new regulation stipulates that in addition to information that poses threats to China's national security, the government's oversight now covers online information and rumors that disrupt economic and social order.
It says posted information that violates the rules will be deleted and reported to judicial authorities.
The regulation also says information providers should refrain from making inappropriate remarks on natural disasters and serious accidents. It says they also should not use exaggerated headlines.
Many remarks critical of the government's handling of the coronavirus outbreaks have been posted online in recent weeks in China.
There is concern that Chinese authorities could further increase its control of the internet by adopting a broader interpretation of the rules.

South Korea's military says North Korea has fired two projectiles towards the Sea of Japan, in what is the first launch of its kind since last November.
On Monday, the Joint Chiefs of Staff said the two projectiles were fired from a location near the eastern city of Wonsan at around 12:37 p.m. local time.
They said the projectiles flew about 240 kilometers and reached an altitude of about 35 kilometers, adding that the US and South Korean militaries are conducting further analysis.
Pyongyang launched projectiles on 13 occasions between May and November last year.
Late last year, leader Kim Jong Un suggested he may review a promise to suspend nuclear and intercontinental ballistic missile tests. He also said the world will soon witness a "new strategic weapon."
Observers say the latest launch is likely an attempt to show his hardline stance, and also demonstrate North Korea's improved weapons technology, in the aim of drawing concessions from the United States.
Talks between Washington and Pyongyang on the denuclearization of North Korea remain stalled.
The observers also say it's likely that Kim hopes to bring the situation on the peninsula into focus during the ongoing US presidential election campaign.

In the United States, 14 states will hold primaries for the Democratic presidential nomination race, on what is known as "Super Tuesday."
The primaries will be held in the most populous state of California and 13 others on Tuesday.
Senator Bernie Sanders, who is considered a left-leaning candidate, is the frontrunner in the initial stage of the Democratic nomination race. Former Vice President Joe Biden, a moderate, is heading into "Super Tuesday" with a newfound momentum after a landslide victory in Saturday's South Carolina primary.
Former New York Mayor Michael Bloomberg, a moderate billionaire, will for the first time appear on ballots on Tuesday.
On Sunday, former South Bend Mayor Pete Buttigieg, also a moderate, ended his candidacy. Which candidate picks up Buttigieg's supporters is now a focal point in the race.
Voting is taking place amid the spread of the new coronavirus in the United States.
ABC News has reported that several districts in California will allow people to vote from their cars as part of efforts to curb the spread of the virus.
The coronavirus outbreak has caused stock markets to plunge. Democratic contenders are increasingly critical of President Donald Trump's administration for what they call poor crisis management.

New data show investment by Japanese firms to upgrade their production equipment fell late last year. It was the first drop in more than 3 years. That's before the coronavirus outbreak. Government officials think the decline is due to the slower global economy.
The Finance Ministry says corporate capital investment in the October to December period was down 3.5 percent from a year earlier in yen terms. It totaled 11.6 trillion yen, or about 107 billion dollars.
Investment by manufacturers dropped 9 percent. Spending by non-manufacturers was down 0.1 percent.
Finance Ministry officials say companies are investing less in equipment used in making semiconductors and auto parts as the global economy slows.
The survey also shows corporate sales fell 6.4 percent. Pretax profits dropped 4.6 percent.

A Japanese airline is hoping to launch into a future where jets could zoom the skies powered by fuel made from waste.
Japan Airlines says it has started a joint project to look into making fuel from the kind of plastic waste tossed aside by businesses and households. Major trading firm Marubeni is also taking part.
The project wants to churn out fuel by processing plastic waste that is too deteriorated or dirty for recycling. The firms will conduct a feasibility study and build an experimental facility in Japan. They say the fuel could be ready by 2025.
Airlines around the world have been under huge pressure to curb pollution. New rules will next year limit carbon dioxide emissions from international flights.

Chinese scientists say they have developed a vaccine to fight African swine fever, or ASF.
China is the world's largest hog producer. An ASF outbreak has been underway there since August, 2018.
At the end of last year, the number of pigs in China had decreased by over 100 million from the end of 2018.
A research team at the Harbin Veterinary Research Institute of the Chinese Academy of Agricultural Sciences said in a research paper released on Sunday that it developed the vaccine.
The institute was successful in isolating the ASF virus last year.
The scientists vaccinated pigs with a genetically modified virus and that gave the pigs' immune system a boost.
They say they confirmed the vaccine's efficacy and safety. Chinese media say that the vaccine can be mass-produced.
Pork prices in China have doubled since a year ago, with overall consumer prices rising as well.
