The World Health Organization has declared the new coronavirus outbreak a global pandemic.

WHO Director-General Tedros Adhanom Ghebreyesus noted on Wednesday that "in the past two weeks, the number of cases of COVID-19 outside China has increased 13-fold, and the number of affected countries has tripled."

He said "In the days and weeks ahead we expect to see the number of cases, the number of deaths, and the number of affected countries climb even higher."

He said the world health watchdog is "deeply concerned both by the alarming levels of spread and severity and by the alarming levels of inaction."

The WHO chief said therefore COVID-19 can be characterized as a pandemic.

At the same time, Tedros said 90 percent of those infected are either in China, South Korea, Iran or Italy, and added that all nations can change the course of the pandemic, "if countries detect, test, treat, isolate, trace and mobilize their people."

Japanese Prime Minister Shinzo Abe says Japan will step up cooperation with the international community to fight the coronavirus, now that the World Health Organization has declared a global pandemic.

Abe told reporters on Thursday morning the declaration is a response to the ongoing spread of the virus around the world.

He said he has taken every possible step to safeguard the health and lives of the Japanese people, and he will implement whatever measures are necessary without hesitation to contain and control the virus.

US President Donald Trump says he is suspending all travel from Europe to the United States for 30 days in a bid to fight the viral outbreak, excluding Britain.

In a televised speech from the Oval Office on Wednesday, Trump said the rules will go into effect Friday at midnight.

Trump stressed that his administration has been taking effective measures from the start of the outbreak, such as instituting sweeping travel restrictions on China.

Trump also said the administration will provide extra support for companies affected by the coronavirus.

He said he's asking Congress to increase funding by 50 billion dollars for a program to provide low interest loans to help small businesses.

Observers say Trump is trying to reassure the financial market and evade criticism that he has been downplaying the virus outbreak.

Share prices in Tokyo closed at their lowest level in nearly three years on Thursday. The key index briefly fell more than 1,000 points at one stage.

The benchmark Nikkei Average ended the day down 856 points, at 18,559 -- its lowest level since April 2017. The broader TOPIX index of all first-section shares was down 57 points at 1,327.

The plunge in share prices came after the World Health Organization declared the coronavirus outbreak a global pandemic. Investors were also disappointed by the emergency economic measures announced by US President Donald Trump.

Market analysts say that investors are becoming increasingly risk-averse, as there appears to be no end in sight to the global spread of the virus.

A Japanese government survey shows that sentiment among major companies has hit its lowest level in nearly six years. This comes amid increasing worries about the effects of the coronavirus outbreak on the global economy.

The business sentiment index for the January to March period stood at minus 10.1. That's the lowest it's been since the second quarter of 2014, when the consumption tax was raised.

This is the second quarter in a row the index is in negative territory. A minus figure means that more companies feel business has worsened compared with the previous three months.

The outlook reflects the negative impact the outbreak has had on hotels, restaurants, and other industries.

The Finance Ministry says executives are already signaling concerns about the effects of the outbreak on next quarter's business as well.

The Lower House of Japan's Diet has passed a bill to enable the prime minister to declare a state of emergency to deal with the coronavirus outbreak.

The legislation won the approval at a plenary session of the Lower House on Thursday with a majority vote from the governing Liberal Democratic Party, its coalition partner Komeito, the main opposition Constitutional Democratic Party, and others. The bill was then sent to the Upper House for a final Diet endorsement.

An emergency declaration by the prime minister would allow prefectural governors to order school closures and ask people to stay home.

The bill was deliberated and approved by a Lower House committee on Wednesday.

The committee also approved a supplementary resolution saying the Diet must be given advance notice before a state of emergency is declared -- unless doing so is too urgent.

The resolution also says sufficient consideration must be given to those who will suffer economically from restrictions on use of facilities.

The number of coronavirus infections in Japan increased to 624 as of 12:30 a.m. on Thursday, after four more cases were reported earlier in the day. The data was compiled by local governments and the health ministry.

In addition to this figure, 696 people from the Diamond Princess cruise ship have been infected, and 14 cases have been confirmed among people who returned from China's Hubei Province on chartered flights.

Twenty-three people have died. Sixteen of them were infected in Japan and the other seven had been on the cruise ship.

By prefecture, Hokkaido has the most cases at 118, followed by Aichi with 104, Osaka with 80, and Tokyo with 73. Kanagawa has 46 cases and Hyogo has 41.

The confirmed infections include 11 health ministry and quarantine officials.

The ministry said that as of Wednesday, 40 patients were in serious condition. Fourteen of them had been on the Diamond Princess cruise ship.

A total of 475 people had recovered and left hospitals through Wednesday.

The coronavirus outbreak is affecting the operation of elderly daycare centers in Japan as infections spread among staff and clients. Some facilities have been forced to suspend their services.

As of Thursday, groups of infections had been reported at elderly daycare centers in Aichi, Hyogo and Chiba prefectures.

Aichi prefectural officials said on Wednesday that more than 40 people have been infected since the start of March in a cluster stemming from a daycare center in Nagoya City, the prefectural capital. They said the infected include clients, staff and the people around them.

In Hyogo Prefecture, six people associated with a daycare center in the city of Itami had tested positive as of Wednesday. One of the six people, a man who had used the facility, died on Tuesday.

In Chiba Prefecture, a daycare center in Ichikawa City had six coronavirus cases, including clients, employees and their families, as of Wednesday.

The health ministry says municipal authorities can request the temporary closure of daycare facilities, including those where no cases have been confirmed.
Nagoya City asked 126 centers to close for two weeks from March 7. Ichikawa City says it will ask the operators of facilities to limit the number of clients.

The ministry says daycare centers that suspend or scale down their services can send staff to people's homes to provide care.

Japanese government officials are preparing to send out over 2.5 million face masks from their stockpiles to medical and other facilities facing a serious shortage due to the coronavirus outbreak.

The government decided to release the masks out of some 6.4 million kept at ministries and agencies in case of disasters or other emergencies.

The masks are being collected at a warehouse in Tokyo. Stocks of the Defense Ministry arrived on Thursday, with Self-Defense Force personnel unloading boxes containing 2,000 masks each from trucks.

The masks are to be given to hospitals and nursing care facilities via prefectural governments. Work to deliver them is to start as soon as this weekend.

Masks have been in short supply for more than a month despite the government's pledge to secure over 600 million, including imports, in March.

Japan's Foreign Ministry says that as of Thursday morning, 29 countries and regions have placed restrictions on the entry of people traveling from Japan over the coronavirus outbreak.

Among them are China, South Korea, India and Israel.

A total of 70 countries and regions require people arriving from Japan to be quarantined at designated facilities for a prescribed period of time, or request they put themselves under self-imposed health monitoring.

These countries and regions include Taiwan, Russia, Thailand and Vietnam.

Health authorities in China say another 15 cases of the coronavirus were confirmed on Wednesday, bringing the total in the country to 80,793.

The number of new cases in China has remained below 50 for five days in a row.

The death toll has risen by 11 to 3,169. Most of the fatalities have occurred in Hubei Province.

Six of the 15 people who tested positive had reportedly been abroad.

On Wednesday, authorities in the capital Beijing began asking all arriving travelers to remain in self-isolation for 14 days.

Groups representing Asian Americans have urged Congress to take action to stop the spread of discrimination amid the coronavirus outbreak.

The National Council of Asian Pacific Americans and other civil rights organizations, appealed to Senate and House members in a letter, which was released online on Wednesday.

The letter says, "We have witnessed with increasing alarm, incidents all over the country targeting the Asian American community in connection to COVID-19."

It also says, " Asian American businesses are seeing a significant decline in customers, as fear of a viral outbreak spreads globally."

The letter expresses concern that Asian Americans are facing discrimination in their workplaces and risk losing income.

It adds, "We need leadership grounded in truth and committed to taking on racism and xenophobia directly."

The letter urges House and Senate members to "take tangible steps to counter the hysteria around the novel coronavirus."

Young Swedish environmental activist Greta Thunberg has urged climate campaigners to avoid public gatherings and advocate online as the coronavirus is spreading.

Thunberg said on Twitter on Wednesday that people "must unite behind experts and science" to address all crises. She noted that experts now urge people to avoid big public gatherings.

She called on climate activists to "find new ways to create public awareness and advocate for change that don't involve too big crowds."

Thunberg skips school every Friday to demonstrate outside Sweden's parliament and elsewhere, calling for action on climate change. This is now called the "Fridays for Future" movement involving young people around the world.

But Thunberg asked activists to join what she calls a "digital strike" for coming Fridays, instead of gathering on streets, and to post a photo of themselves online.

The World Health Organization says more than 300 coronavirus infections have been reported in her home country, Sweden.

Authorities in Saga Prefecture, western Japan, have decided to reopen schools on Monday next week.

The prefecture closed elementary, junior and senior high and special needs schools from March 3 through 15, following a request by the central government to help contain the spread of the new coronavirus.

Governor Yoshinori Yamaguchi on Wednesday explained that schools were being reopened next week because students are being affected psychologically and physically by their prolonged stay at home.

He also noted that no infection has been confirmed in Saga Prefecture, and that cases in neighboring Fukuoka Prefecture are sporadic and do not seem to be spreading.

Yamaguchi added the decision could be revised if a case is confirmed in his prefecture.
