The annual ceremony was due to take place on Wednesday next week, the ninth anniversary of the disaster.
The government had been considering holding the ceremony on a smaller scale or with measures to protect participants from infection with the virus.

But it is making final arrangements to cancel the event, saying now is the crucial time to contain the outbreak.

The number of coronavirus cases in Japan has ticked up to 1,000 as of 9:00 a.m. Wednesday, local time. That figure includes 706 people from the Diamond Princess cruise ship. The vessel is moored at Yokohama Port, near Tokyo.
The tally is based on data compiled by the health ministry and local governments.
Twelve people have died. That number includes six from the cruise ship.
By prefecture, Hokkaido has the most cases at 79. It is followed by Aichi with 41,Tokyo with 40, Kanagawa with 31, and Chiba with 14.
Yamaguchi Prefecture in western Japan announced its first case on Wednesday morning. That brought the total number in Japan to 1,000. The person infected is a man in his 40s.
Nine health ministry and quarantine officials have also been confirmed to be infected.
The health ministry announced that as of Tuesday 58 patients are in serious condition. Thirty-four of them are from the cruise ship. They are on respirators or are being treated in intensive care units.
A total of 46 patients had recovered and left hospitals as of Tuesday. That number excludes those from the cruise ship.

The Greek Olympic committee says the torch lighting for the Tokyo Games will be scaled back to help prevent the spread of the coronavirus.
The committee said on Tuesday that the torch will be lit in Olympia on March 12 and the torch relay in Greece will go ahead as planned. The handover ceremony in Athens will also be held on March 19 as scheduled.
But it said the number of participants will be much fewer than planned.
It also announced that the dress rehearsal on the day before the torch lighting will be held without spectators and receptions and dinners have been canceled.
The torch lighting marks the start of the relay that ends with the games' opening ceremony in late July.
Mizuki Noguchi, the women's marathon champion at the 2004 Athens Games, will be the first Japanese among the runners who will carry the torch from Olympia to the Greek capital.

Officials with Japan's biggest trade union group say the coronavirus outbreak is causing a great deal of anxiety for workers. They say that in response to the growing number of inquiries they've been getting on the matter, they've set up a dedicated hotline to answer questions.
The officials say in recent weeks they've been receiving more and more calls, mainly from contract and part-time staff.
They say one caller was worried he might have the virus and wanted to know if he would still get paid if he took time off.
One official said: "The callers have been expressing a wide range of concerns. We'll work with the relevant parties to address their problems."
The official added that the government should act quickly to offer protection to workers.

Japan's tourism industry has reported a sharp decline in bookings for travel and accommodation due to the coronavirus outbreak.
The Japan Association of Travel Agents surveyed 7 of its major member companies about the number of reservations they've received from individual customers.
The association says reservations for domestic travel in March have fallen 34 percent compared to the same period last year. Bookings for April tumbled 50 percent, while those for May are down 30 percent.
Reservations for overseas travel have declined 39 percent for March, 50 percent for April, and 39 percent for May.
The Japan Ryokan and Hotel Association says nearly 1.6 million people have made bookings for accommodation operated by its members for the March-to-May period. That's 45 percent fewer than a year earlier.
A survey of 51 tour bus operators shows more than 11,000 reservations for sightseeing and school excursion bus tours in January through April have been cancelled.
The companies are projecting year-on-year declines of about 50 percent in their March and April sales.
The tourism industry could suffer another hit after the government's recent call to close schools and cancel large-scale sports or cultural events.
The industry is urging the government to provide financial assistance and strengthen measures to promote tourism.

Japan Airlines and All Nippon Airways will slash domestic flights from Friday due to a drop in travel demand amid the outbreak of the new coronavirus.
The two Japanese airlines will for the first time curtail domestic services in the face of an increase in new infections.
They have already suspended or reduced some international flights, including those to and from mainland China.
JAL will slash the number of flights on 29 domestic routes by 50 a day between March 6 and 12.
They include up to five round-trip flights between Haneda in Tokyo and Fukuoka; four between Haneda and Shin-Chitose near Sapporo; two between Haneda and Osaka; and two between Haneda and Okinawa.
ANA will cut flights on nine routes by 29 per day during the same period.

The spread of the coronavirus is taking a serious toll on Japan's biggest carmaker. Officials at Toyota Motor say the market in China has plunged.
Toyota says new car sales in China were down 70.2 percent for February from the previous year at 23,800 units.
Luxury Lexus models have been a key driver for Toyota in the world's biggest auto market. But sales tumbled after the outbreak forced many dealerships to close for a long period. Some outlets that have resumed business say visitor numbers remain low.
Analysts say other Japanese automakers are likely to see similarly poor results.

A medical cooperative in Yonago City, Tottori Prefecture in western Japan has apologized over false information that triggered a recent hoarding of toilet paper by consumers amid the new coronavirus outbreak.
The cooperative runs clinics and nursing care facilities.
In an announcement posted on its website on Tuesday, the cooperative said one of its officials had tweeted last Thursday that people should buy toilet paper before it runs short because manufacturers in China are suspending production.
The clinic said the tweet was shared widely on social media. It added that it received inquiries from outside and identified the official as one of those responsible for the rumor.
The official reportedly admitted to posting the information learned from others without confirming whether it was true and denied doing so in order to resell toilet paper at a higher price.
The clinic apologized for what it called a highly inappropriate act. It added that it will deal strictly with the official.

The Taliban say their senior official spoke on the phone Tuesday with the US President to reconfirm implementing the bilateral peace accord. The phone call is the first known conversation between a US president and a Taliban leader.
The deal, including the withdrawal of US forces from Afghanistan, was signed on Saturday in Qatar between the United States and the Taliban.
The Afghan anti-government group said in a statement that Mullah Abdul Ghani Baradar, the number two leader of the movement, appreciated the agreement.
Donald Trump told reporters, "We had a very good conversation with the leader of the Taliban. " He said both sides wanted to cease the violence.
In the statement, the Taliban also mentioned that US Secretary of State Mike Pompeo is expected to talk with Afghan President Ashraf Ghani soon. That's to coordinate talks expected later this month between the Taliban and the Afghan government.
But it is still uncertain if they will come to the negotiation table as they are at odds over the release of prisoners by both sides, which is a precondition for the talks.

An evacuation order that's been in place since the 2011 nuclear accident has been lifted in some parts of Futaba Town, Fukushima Prefecture.
The order was lifted on Wednesday for nearly 5 percent of the town that co-hosts the Fukushima Daiichi nuclear plant.
The area covers the northeastern part of the town where radiation levels have been relatively low, and one section of a no-entry zone whose high levels of radiation have been reduced by decontamination work.
Futaba is the only municipality whose entire area had been under an evacuation order for the past nine years.
This is also the first time that the order has been lifted for a no-entry zone.
But town officials say no residents are returning at the moment because of the slow progress in rebuilding basic infrastructure.
The officials say they are building an industrial complex and public facilities so evacuees can start to return from 2022.
An area near Futaba Station where decontamination work has progressed can be visited at any time, although it is inside the no-entry zone and the evacuation order remains in place. But people cannot stay overnight.
