Former Justice Minister Kawai Katsuyuki and his wife Anri have been arrested by prosecutors over an alleged violation of the election law. Both are lawmakers, formerly with the main ruling Liberal Democratic Party.
Prosecutors say Katsuyuki used 220,000 dollars of campaign funds in cash handouts to local politicians and other individuals to secure votes for his wife.
Anri ran in the Upper House election in July last year and won her seat.
She also allegedly handed out about 10,000 dollars in cash on her own.
After the election, the husband was appointed Justice Minister but was forced to resign when the scandal broke in a tabloid magazine last October.
Both appeared at the Diet on Wednesday.
Katsuyuki reiterated that he did not engage in any kind of shady political activities nor did he do anything illegal.
His wife refrained from commenting. She said, "I've been told by my lawyer not to say anything. I'm sorry."
The arrests come as the Hiroshima District Court handed down a suspended prison sentence of 18 months to Anri's secretary on Tuesday. He was charged with paying her campaign workers more than is legally allowed.
Prosecutors could file a lawsuit seeking to nullify her election win based on a guilt-by-association provision.
The Kawais on Wednesday submitted their notices of departure from the Liberal Democratic Party. But sources say that along with denying doing anything illegal, they also have no intention of resigning their Diet seats.

Prosecutors in the US state of Georgia have brought murder charges against a fired white police officer over last week's shooting death of a black man. Another officer faces lesser charges.
Rayshard Brooks was fatally shot in a restaurant parking lot in Atlanta on Friday when he tried to run away from the police after they tried to handcuff him.
Municipal authorities later discharged the officer who opened fire, Garrett Rolfe, saying the shooting was unjustified.
Prosecutors on Wednesday charged Rolfe with murder and other offenses. Another officer, who was at the scene, was charged with aggravated assault and other offenses.
Prosecutors said Brooks did not pose an immediate threat of death or physical injury to the two officers. They also claimed the officers failed to give Brooks medical treatment for over two minutes after he was shot.
Brooks' wife told reporters, "I am really hurt, and all I can think about is what if my husband was still here." She expressed hope that justice will be served.
Protests against what is seen as racial discrimination by police have been taking place across the United States since last month's death of George Floyd, an African-American man who was pinned down by a white officer in Minneapolis.

A brother of George Floyd, a black American man who died after a white police officer pinned him down and knelt on his neck, has called on countries to work to eliminate racism.
The UN Human Rights Council held a session in Geneva on Wednesday to discuss discrimination issues. George Floyd's younger brother Philonise Floyd delivered a speech to the council from the United States.
He said, "The way you saw my brother tortured and murdered on camera is the way black people are treated by police in America."
He called for help to eradicate discrimination.
Okaniwa Ken, ambassador of Japan's Permanent Mission to the International Organizations in Geneva, said it is essential that countries, including Japan, strive to eliminate racial discrimination, and that the international community encourage these efforts.
The United States did not join the discussion. The country withdrew from the council in 2018, saying what Washington called the council's "bias against Israel" had not been corrected.
George Floyd's death in the state of Minnesota last month triggered protests against racial discrimination in the United States and other parts of the world.

The foreign ministers of China and India have swapped accusations over Monday's deadly military clash along the disputed Himalayan border, while seeking dialogue to resolve the matter.
The Indian military said 20 of its troops were killed in the fight. The Chinese side also reportedly suffered casualties.
Chinese Foreign Minister Wang Yi and Indian External Affairs Minister Subrahmanyam Jaishankar held telephone talks over the issue on Wednesday.
China's Foreign Ministry reports that during their conversation, Wang strongly criticized India, saying its actions violated agreements on the border issue between the two countries.
The ministry also says Wang called on India to conduct a thorough investigation, strictly punish those responsible and immediately stop provocations.
China's Foreign Ministry said Wang told his counterpart both sides should "strengthen communication and coordination to properly address the border situation through existing channels."
India says Jaishankar claimed China tried to erect a structure on the Indian side, in violation of the agreement not to change the status quo.
The Indian side said both ministers agreed "neither side would take any action to escalate matters and instead, ensure peace and tranquillity as per bilateral agreements and protocols."
Indian media say it is the first time in 45 years that Indian soldiers have been killed in a clash between the countries.
The clash has triggered protests in India against China.

The US Open tennis tournament will be held on schedule from late August, but without spectators due to the coronavirus pandemic.
New York Governor Andrew Cuomo announced on Tuesday that the tournament will be held from August 31 through September 13.
He said, "It will be held without fans, but we can watch it on TV." He added the organizers will take extraordinary precautions to protect players and staff, including robust testing.
The United States Tennis Association issued a statement, "We recognize the tremendous responsibility of hosting one of the first global sporting events in these challenging times, and we will do so in the safest manner possible, mitigating all potential risks."
This year, the Australian Open, one of the four Grand Slam tournaments, was held in January and February.
But the French Open has been rescheduled from May to September, shortly after the US Open. The Wimbledon championship normally held from June was cancelled altogether.
