South Korean envoys have returned from Pyongyang after a 2-day visit.

The delegation arrived at an airport near Seoul on Tuesday evening. Blue House National Security Office chief Chung Eui-yong led the group sent by President Moon Jae-in.

The envoys are to hold a news conference after briefing Moon on their Monday meeting with North Korean leader Kim Jong Un.

Moon maintains that North Korea and the United States should resume their talks for denuclearization before he can attend inter-Korean talks.

US researchers say North Korea may be continuing to operate its 5-megawatt reactor and resuming production of plutonium, core material for nuclear weapons.

A group at Johns Hopkins University published its analyses of satellite images of the nuclear facility in Nyongbyon on its website "38 North" on Monday.

The images were taken on February 17th and the 25th.

The researchers say steam vapor from the generator hall and river ice-melt near the reactor are signs that it is operating.

They say cooling water discharges are usually another telltale sign, but they were not observed this time.

They suspect that engineers may have extended the discharge pipe into the river to hide the signature.

The researchers have been saying since last year that the nuclear reactor has been restarted.

Japan's Defense Minister Itsunori Onodera has expressed strong concern over the rise in China's defense budget this year.

The Chinese government released its budget report on Monday. It shows that military spending for this year will reach 1.1 trillion yuan, or 175 billion dollars. That's up 8.1 percent from a year ago.

Onodera told reporters on Tuesday the large defense spending increase indicates that China is expanding its military strength rapidly and extensively, while boosting its maritime presence.

He said the trend, coupled with China's lack of transparency, has become a serious security concern for the surrounding region including Japan, as well as for the international community.

He said some have noted that details of the budget remain unclear, and that it makes up only a portion of the country's entire military spending.

He said Japan will monitor China's defense policies closely while coordinating with other countries concerned in urging it to boost transparency and abide by international codes of conduct.

The US threat to impose tariffs on steel and aluminum imports is casting a shadow on the outlook for the talks to renegotiate the North American Free Trade Agreement.

US, Canadian, and Mexican officials finished their 7th round of talks on NAFTA in Mexico City on Monday.

US Trade Representative Robert Lighthizer expressed dissatisfaction in a news conference, saying there was not as much progress as he had expected.

Meanwhile, Canadian Foreign Minister Chrystia Freeland said her country would view any trade restrictions on its steel and aluminum as "absolutely unacceptable."

She said that should restrictions be imposed, Canada will take appropriate measures to defend its trade interests and workers.

Earlier on Monday US President Donald Trump tweeted, "Tariffs on Steel and Aluminum will only come off if new & fair NAFTA agreement is signed."

He has said he plans to impose a 25 percent tariff on steel imports and 10 percent on aluminum, possibly this week.

US media say the tweet was aimed at winning concessions from Canada and Mexico. But so far that has not happened, and friction between the US and its trade partners appears to be growing.

US President Donald Trump's plans to impose tariffs on steel and aluminum imports has been opposed to by a senior member of his own party.

House Speaker Paul Ryan urged the White House not to proceed with the president's proposals in a statement issued on Monday.

Trump has so far indicated that he has no intention of backing down. He said that China, Russia and the European Union have "trade barriers far worse than tariffs."

He added that "the biggest problem is China," stressing his critical stance against the country's overproduction of steel.

Trump also said he does not think the move will trigger a trade war. His comment came just days after he tweeted that trade wars were good and easy to win.

Mount Shinmoe, a volcano in southwestern Japan, has erupted explosively for the first time in 7 years. Japan's Meteorological Agency is warning people not to go near the mountain.

The first eruption took place around 2:30 PM on Tuesday. Smoke spewed up 2,100 meters from the mountain's crater, and air vibrations from the volcanic activity were observed.

Twenty minutes later, after more explosive eruptions, smoke reached a height of 2,300 meters.

The mountain in the Kirishima range straddles Kagoshima and Miyazaki prefectures. Minor eruptions had been occurring at the volcano since Thursday.

Shinmoe last erupted explosively in March 2011.

The agency is keeping its alert level at 3 on a scale up to 5. It's warning of flying volcanic rocks within roughly 3 kilometers of the crater and pyroclastic flows, or fast currents of hot ash and rocks, within 2 kilometers.

It's also telling people downwind to exercise caution against volcanic gas and falling ash and small rocks, and saying windows could be shattered by air vibrations.

Kobe Steel says its president and CEO Hiroya Kawasaki will step down on April 1st.

The company made the announcement on Tuesday, one day after its board of directors accepted Kawasaki's offer to resign from the posts.

At a news conference on Tuesday, Kawasaki again apologized for misconduct by the company and group firms.

Kobe Steel admitted in mid-October that it falsified inspection data for some of its metal products to make their strength appear to meet customer specifications.

Kobe Steel now says its misrepresented products were shipped to 605 customers in and outside Japan. It says that as of February 1st, it had identified no issues requiring that customers stop using the products or that the firm immediately issue a recall.

The Japan Wrestling Federation has decided to ask 3rd-party lawyers to interview people involved in the alleged harassment of 4-time Olympic gold medalist Kaori Icho.

Federation officials held a closed-door ethics meeting on Tuesday and discussed how to deal with the case.

The move follows the sending of a letter outlining the alleged harassment to a Cabinet Office committee in January. The letter, sent by a lawyer for a person close to the federation, said a senior federation official ordered Icho to be banned from using a training facility, among other forms of harassment. The federation and the official have denied the claims. Icho has also denied any involvement in the complaint.

A member of the ethics committee, Hitoshi Kanamori, told reporters that it will decide on the lawyers in a few days. Kanamori said they are expected to conduct interviews for 2 or 3 weeks before reporting back to the committee.

Kanamori said they have yet to decide who to interview, but that the lawyers will question whoever necessary.

Icho became the first woman to win 4 consecutive Olympic gold medals in an individual event when she topped the 58-kilogram weight class at the Rio Olympics in August 2016.

Japanese agricultural officials have started to host seminars on ways to protect plant varieties bred in Japan from unauthorized transfer overseas.

The agricultural ministry says many types of fruits and vegetables developed in Japan are being grown in other countries without permission. Such produce includes strawberries in South Korea and grapes in China.

About 80 people, including officials of nursery companies and patent attorneys, attended a seminar in Tokyo on Tuesday.

The ministry officials said Japan-bred varieties being grown overseas are then exported to other countries, causing losses to Japanese producers.

They said that developers of new varieties should register them in foreign countries as well to secure the rights to grow them there. The officials also explained specific procedures to do that.

The ministry plans to hold the seminars across the country.
