South Korea's government says it has proposed holding ministerial level talks with North Korea next week to discuss details of a planned inter-Korean summit.

The two Koreas have agreed to hold a summit of their leaders in late April on the South's side of the truce village of Panmunjom. It would be the first such summit in 10-and-a-half years and the 3rd overall.

South Korea's Unification Ministry on Thursday announced that it proposed holding a ministerial level meeting on March 29th on the North's side of Panmunjom. It hopes to discuss the date and agenda for the summit.

It says Unification Minister Cho Myoung-gyon will head South Korea's delegation, as he did in the high-level inter-Korean talks held in January.

The presidential office and the National Intelligence Service will each send a single official.

South Korea will dispatch an art troupe of about 160 members, including a pop singer and a girl group, to Pyongyang on March 31st.

North Korea says it will convene its parliament, the Supreme People's Assembly, on April 11th in Pyongyang, ahead of planned summit meetings with South Korea and the United States.

The country's state-run media reported the news on Thursday as a decision by the assembly's presidium.

North Korea decides its national budget, legal revisions and personnel changes in state organs at a plenary session of the assembly, which convenes once or twice every year.

During a session in 2012, the North amended its Constitution to declare itself a nuclear power. In last year's meeting, the Diplomatic Commission was reinstated for the first time in 19 years.

Since last year, the opening of the national assembly has been timed to coincide with the day when Kim Jong Un officially became the country's top leader 6 years ago.

The agenda for the upcoming session has not been disclosed.

Observers say the North's leadership may emphasize efforts to bolster the economy as the country marks 5 years since the adoption of the policy of simultaneously pursing nuclear and economic development. The leadership is believed to be eyeing the 70th anniversary of the country's foundation in September.

Pyongyang may also try to underscore its pro-dialogue posture, in view of the third inter-Korea summit, expected to take place in late April, as well as the first-ever US-North Korea summit, due to take place by the end of May.

The resolution adopted on Wednesday expresses determination to prevent the proliferation of nuclear and chemical weapons by the North.

It also calls on all member states to cooperate with the UN panel.

Britain's deputy UN ambassador Jonathan Allen told reporters that pressure from sanctions has brought about a recent political opportunity for dialogue. He added it is important to continue implementing sanctions against the North.

However, the latest annual report by the UN panel noted that Pyongyang has become increasingly adept at evading such sanctions.

The report pointed to the possibility that the North may be smuggling coal to countries such as China via a Russian port, while claiming the coal is produced in Russia. UN sanctions ban all exports of coal from the North.

Attention is focused on whether China and Russia, which have close ties with Pyongyang, will be able to get their regional businesses and governments to fully abide by the UN resolutions.

China is moving ahead with a plan to put its coast guard under the jurisdiction of its armed police force.

China's state-run Xinhua news agency on Wednesday unveiled a plan for a major restructuring of the Communist Party and state organizations.

According to the plan, the China Coast Guard will be under the administration of the People's Armed Police. The armed police force has been under the direct command of the Central Military Commission since earlier this year.

Observers note this may allow the coast guard to collaborate with the military to step up activities in the East China Sea.

China's coast guard vessels have repeatedly entered Japanese territorial waters near the Senkaku Islands in the East China Sea.

Japan controls the Senkaku Islands. China and Taiwan claim them. The Japanese government maintains that the islands are an inherent part of Japan's territory.

The restructuring plan will also grant more power to party institutions headed by President Xi Jinping that oversee such spheres as diplomacy and economic policy. The plan says the institutions will be responsible for deciding and promoting comprehensive policies.

Observers say the restructuring plan, which is scheduled to be implemented by the end of the year, will help consolidate Xi's grip on power and strengthen Communist Party authority.

Japanese Prime Minister Shinzo Abe will have lunch with former US President Barack Obama in Tokyo on Sunday.

Obama is due to arrive on Saturday for a 2-day visit to attend an international conference in Tokyo sponsored by a private organization. This will be his first visit to Japan since he left office in January of last year.

Chief Cabinet Secretary Yoshihide Suga said the luncheon meeting is an opportunity for the two to renew their friendship and won't be of a political nature.

Suga noted that Obama met Abe a number of times during his 8 years as the top US leader.

Obama last traveled to Japan in May 2016, when he became the first sitting US president to visit the atomic-bombed city of Hiroshima.

Abe last met Obama in December of that year, when they visited Pearl Harbor in Hawaii together to pay tribute to those who died in the Japanese attack on Oahu Island in 1941.

Japan's Meteorological Agency has started a system for issuing follow-ups to an early warning for an earthquake.

The early warning system detects seismic waves in a seismometer, called P-waves, which appear as small tremors. It then predicts whether there would be a powerful earthquake of an intensity of 5-minus or more on the Japanese scale of zero to 7.

Up to now, the early warning had been issued only once. But when a magnitude 9.0 earthquake hit northeastern Japan in March 2011, people in areas far from the seismic center, such as the greater Tokyo area, were not alerted.

The Meteorological Agency therefore began employing a new prediction method shortly before noon on Thursday.

The new method uses actual observation data of large seismic movements, including slower S-waves, which come after P-waves.

It then issues follow-up warnings to areas of up to 30 kilometers from the observation point.

The follow-ups will be made up to 90 seconds after the first seismic wave is detected.

The new method is expected to alert more people over a wider area when a huge earthquake of magnitude 8 or more occurs.

The Meteorological Agency says the new method can make accurate predictions even when the hypocentral region is spread out. They are urging people to be mindful of what they should do in what little time they have.

Fishermen have resumed harvesting freshwater clams in a lake in northern Japan that a US fighter jet released its fuel tanks into about a month ago.

They returned with their boats to Lake Ogawara in Aomori Prefecture early Thursday morning amid intermittent rain. They used special metal baskets to collect clams, a local specialty.

Fishing in the lake was banned after an F-16 from US Misawa Air Base jettisoned its fuel tanks into the water when its engine caught fire on February 20th.

A local fisheries association lifted the ban, saying tests by the central government had confirmed that the water was safe.

A fisherman said he was pleased to finally return, but was worried about the price the clams would fetch.

He said he hopes the US forces will never cause such trouble again.

A UN agency says China is in second place in a worldwide ranking of international patent applications in 2017. The country has topped Japan for the first time.
The agency says it's a matter of time before China takes the number-one spot from the United States.

The UN World Intellectual Property Organization says the US filed about 57,000 patent applications, staying in the top spot for 40 years. China followed at nearly 49,000.

Japan lost the number-two position it had kept for 14 years.

WIPO Director General Francis Gurry says, "The commercial, economic and geopolitical reality that we must take cognizance of is that China has arrived as a major technological competitor."

China's technology firms Huawei and ZTE were ranked first and second in terms of number of patents filed.

Nearly half the applications were from East Asia.
WIPO officials say China and Japan are the driving force.

Rising Japanese tennis star, Naomi Osaka, has defeated 23-time Grand Slam champion, Serena Williams, in the first round of the Miami Open.

Osaka is coming off her first career title at Indian Wells on Sunday. Williams returned to the court earlier this month after maternity leave.

Osaka said she was nervous going in to her first meeting with her childhood idol.

But Osaka shut down Williams with her service and return game. She hit 6 of her 7 service aces, knocking out the former world number one in straight sets.

Osaka will face the fourth-ranked Elina Svitolina from Ukraine in the second round.

Railway fans have flocked to Kyoto for a debut of new train cars that will take tourists to the ancient Enryaku-ji Temple in Mount Hiei.

After a commemorative ceremony, the first train departed Demachi-yanagi Station of the Eizan Electric Railway on Wednesday morning as railway fans took photos.

The cars, nicknamed "Hiei," are painted deep green to reflect the rich natural environment of the mountain. The shape of oval is featured in various parts of the cars in a bid to reflect the mysterious atmosphere of the holy site.

A 47-year-old man from the neighboring prefecture of Osaka said he particularly likes the oval-shaped windows and is looking forward to take a ride as soon as possible.

The Hiei makes 19 round trips on weekdays, except Tuesdays, and 12 round trips on weekends and national holidays.
