The foreign ministers of Japan and South Korea have agreed that, based on past lessons, their nations need to maintain maximum pressure on North Korea in order to denuclearize the country.
Japan's Taro Kono met South Korea's Kang Kyung-wha in Washington on Saturday.
They agreed that applying maximum pressure is necessary, as past talks with North Korea did not lead to denuclearization.
Kono reiterated Japan's readiness to help cover initial costs if North Korea accepts inspectors from the International Atomic Energy Agency.
Kono also asked South Korea to take up the issue of Japanese abducted by North Korea in an expected summit between South Korean President Moon Jae-in and North Korean leader Kim Jong Un.
Kono underscored Japan's stance of seeking to resolve North Korea's nuclear, missile and abduction issues in a comprehensive way.
On the issue of those referred to as comfort women, the ministers agreed their nations will deal with it properly, while working to build a future-oriented bilateral relationship.
After the meeting, Kono told reporters that he believes North Korea will act toward denuclearization in phases.
He said Japan, the US and South Korea will respond in a coordinated manner, so that no differences will emerge in their positions.

Sweden's foreign minister has told her North Korean counterpart that Pyongyang needs to dismantle its nuclear and missile programs in line with UN Security Council resolutions.
The Swedish Foreign Ministry issued a statement after 3 days of talks in Stockholm between Margot Wallstrom and Ri Yong Ho ended on Saturday. It said that they also discussed regional security issues related to South Korea, Japan and the United States.
Wallstrom described the talks as "good and constructive."
The discussions covered the role of the Swedish embassy in Pyongyang, which represents American interests in North Korea.
But it was not clear if the fate of US citizens who are held captive in North Korea was part of the discussions.
Earlier Prime Minister Stefan Lofven indicated he is willing to act as an intermediary to facilitate the US-North Korean summit that's scheduled to take place by the end of May.

Muraoka came away from her first run in second place, as many strong contenders struggled. The 21-year-old lost her balance during her second run, but managed to finish third.
The results are determined by the combined disability-factored time of 2 runs, giving her the silver.
Germany's Anna-Lena Forster won the gold, while Austria's Heike Eder took the bronze.
Muraoka has won medals in all her previous 4 events, including a gold in the giant slalom. That's the most medals a Japanese athlete has ever won during a single Winter Paralympics. In the Summer Games, swimmer Mayumi Narita won 8 medals at the 2004 Athens Paralympics.

But Li's clout will be relatively limited compared to former premiers under the new leadership configuration.
As head of the administrative branch, Li will carry out structural reform of the economy, focusing more on quality than speed. He will also tackle environmental issues such as air pollution.
Li is expected to take part in a 3-way summit of Japan, China and South Korea. A date has not been set for the meeting that will be hosted by Japan.
Observers say Li will have less influence than his predecessors as Xi's close ally, Wang Qishan, has been appointed vice president. Wang is expected to be deeply involved in implementing key policies.
Yang Xiaodu, the deputy secretary of the Communist Party's Central Commission for Discipline Inspection, was elected as the head of the newly-established national supervisory commission.
The organization will be the country's supreme anti-corruption watchdog, and will monitor all public officials.
Yang will also promote Xi's anti-corruption campaign.

Japanese automakers are expanding their IT-savvy manpower in the new business year by hiring mid-career workers.
The move comes as the firms try to speed up the development of self-driving technology and electric vehicles.
Honda Motor will increase its mid-career employment to 700 workers. That's up 18 percent from this business year.
Nissan Motor will hire 800 mid-career workers, the same level as the current business year. This means the company will recruit more mid-career workers than new college graduates for the second straight year.
Toyota Motor also plans to boost its mid-career employment. The company says a self-driving technology development firm it set up in Tokyo this month will hire engineers both in Japan and from abroad, to employ a total of 700.
Competition for IT-savvy personnel is expected to intensify, as IT companies are also developing self-driving and electric vehicles.
