Japan's Defense Minister Itsunori Onodera has revealed the Ground Self-Defense Force's Iraq activity logs that were said to be discarded were actually found in March of last year, but that the discovery was not reported to Tomomi Inada who was then defense minister.

The Defense Ministry had explained that the Ground Staff Office searched for the logs from February to March last year, but could not find them.

Onodera told reporters on Wednesday that the Iraq activity logs were found on hard disc on March 27th, last year, during a ministry investigation of logs on peacekeeping operations in South Sudan.

He expressed deep regret that the discovery had not been reported to top ministry officials.

US President Donald Trump says he hopes to use negotiations to reduce America's trade deficit with China.

Trump was speaking to reporters at the White House on Tuesday.

He said he has great respect for Chinese President Xi Jinping, calling him a "tremendous person."

Trump also said US-China relations are good, and that he intends to keep them that way. But he added that the US has a problem with the country.

Recent tariff announcements by the United States and China have stoked fears of a trade war.

America's trade imbalance with China last year was a record-high 375.2 billion dollars, accounting for nearly half of the total US trade deficit.

Levies of 25 percent will be slapped on 106 items including soybean and automobiles.

China has responded to US tariffs on Chinese products with a threat to lodge a complaint with the World Trade Organization.

Foreign Ministry spokesperson Lu Kang made the announcement on state-run China Central Television on Wednesday.

He said the tariffs run counter not only to Chinese and US interests, but to the prosperity of the world at large.

He called the US move a serious violation of WTO principles, and said China plans to take its case to the international trade body.

Lu said China will announce countermeasures of equal force and scale in the coming days.

North and South Korea have postponed for one day their working-level talks scheduled for Wednesday.

The 2 sides are to meet at the truce village of Panmunjom on Thursday to discuss security and the protocol for an inter-Korean summit on April 27th.

North Korea had requested the delay late on Tuesday. South Korea notified Pyongyang on Wednesday morning that the request had been accepted.

South Korea also said it has accepted the North's proposal to hold a separate working-level meeting on Saturday to discuss setting up a hotline between their leaders.

The 2 sides had agreed to set up the hotline to help reduce military tensions and to have consultations. They had also agreed to have the leaders hold their first phone conversation before the summit.

South Korean Unification Ministry spokesperson Baik Tae-hyun says the North gave no reason for the postponement. He added that he sees no change in the North's preparations for the summit, citing the Saturday working-level meeting on the proposed hotline.

North and South Korea are also considering holding another ministerial-level meeting, their third this year.

Myanmar says it plans to accept inspections by the United Nations Security Council over Rohingya minority people.

The UN estimates that more than 670,000 Rohingya, an ethnic minority in Myanmar, fled to Bangladesh after fighting broke out last year between Rohingya militants and Myanmar security forces in the western state of Rakhine.

Many of the refugees say they suffered persecution by the forces and are reluctant to return to Myanmar. Securing their safety and protecting their human rights are key issues.

Myanmar government officials say they plan to invite a delegation from the UN Security Council in about a month to monitor preparations in Rakhine to accept returnees. Such acceptance would be Myanmar's first of a UN Security Council delegation over Rohingya.

Myanmar's government has so far repeatedly rejected inspections by the UN Human Rights Council and others, triggering suspicion that it may be trying to hide its abuse of human rights.

Ahead of a rainy season in the region, there are growing concerns about infectious diseases or flooding among Rohingya living in refugee camps in Bangladesh.

The focus of attention is whether acceptance of UN Security Council inspections would heighten transparency of the situation surrounding the refugees and promote their return to Myanmar.

Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan have taken part in a ceremony to mark the official start of construction work on Turkey's first nuclear plant.

Putin and Erdogan watched the event at the Akkuyu plant via a video link from the presidential office in Ankara on Tuesday. The plant is in the southern province of Mersin.

It will be built by Russia's state nuclear energy agency Rosatom, which is aiming to launch operations in 2023.

Putin said the plant marks a new step in Turkey's economic development. Erdogan said he was witnessing a historic moment thanks to Russia's cooperation.

Turkey has decided to purchase Russia's S-400 surface-to-air missile system despite being a member of the North Atlantic Treaty Organization. Turkey also imports natural gas from Russia.

Russia's construction of Turkey's nuclear plant underscores the deepening ties between the 2 countries.

They are also working together to broker a ceasefire in Syria. Russia backs President Bashar al-Assad's administration, while Turkey supports anti-government forces.

Putin and Erdogan will be joined by Iranian President Hassan Rouhani in Ankara on Wednesday to discuss ways to end the conflict in Syria.

Japan's government has compiled a draft outline of its cybersecurity strategy for the next 3 years. It aims to strengthen protective measures in the run-up to the 2020 Olympics and Paralympics in Tokyo.

Chief Cabinet Secretary Yoshihide Suga and other members of the Cybersecurity Strategic Headquarters met at the prime minister's office on Wednesday.

The draft points out that cyberattacks targeting government offices and companies are becoming more serious and sophisticated ahead of the Tokyo Games.

The draft says the government will work with private firms to boost preventive measures such as sharing of information on cyberattacks and developing countermeasures.

It also says the government will establish a highly reliable information system to ensure the safety of new technologies including those for virtual currency trading and self-driving vehicles.

The outline says the government will expand the subjects of special protection for important infrastructure such as electricity and water supply.

It also proposes efforts to manage personal information safely.

The government plans to finalize a new cybersecurity strategy based on the draft around this summer.
