The foreign ministers of Japan and South Korea have agreed to work together closely and maintain maximum pressure on North Korea until it takes concrete steps toward denuclearization.
Japan's Taro Kono met South Korea's Kang Kyung-wha in Seoul on Wednesday.
Kono said Japan and South Korea must share information and coordinate policy in the run-up to the inter-Korean summit on April 27th and the US-North Korea summit expected to be held after that.
He stressed that the North should not be rewarded just for agreeing to dialogue, and that the global community should stick to this policy.
Kono asked that North Korea's abductions of Japanese nationals be discussed at the inter-Korean summit.
Kang said the abductions are a humanitarian issue along with that of families separated by the Korean War.
She said it's unclear what will be discussed at the summit, but that she understands the importance of the matter.
Kono also asked that South Korea firmly implement a 2015 bilateral agreement on those referred to as comfort women.

Abe attended a Lower House budget committee meeting on Wednesday.
Abe cited a comment by an advisory panel member on the zone. The member said the process of approving the school was crystal clear. The school was planned by Kake Educational Institution, which is run by Abe's close friend Kotaro Kake.
Abe also said no government officials have ever reported receiving any instructions from him regarding the school, including former Vice Education Minister Kihei Maekawa, who is criticizing Abe over the issue.
Abe stressed that the process to grant permission for the veterinary school was fair and free of any interference from him.
His comment comes a day after it was revealed that a document related to the veterinary school was found in Ehime. Ehime Governor Tokihiro Nakamura said it was a memorandum drawn up after prefectural officials visited the Prime Minister's Office in April 2015.
The memorandum says Abe's then secretary Tadao Yanase described the opening of the school as "a matter related to the prime minister."
Abe declined to comment on the document, but stressed that his former aide has denied making such a remark.
Asked when he learned about his friend's plan to open the veterinary school, Abe answered that it was not until January last year, as he has already explained. Lawmakers wanted to clarify whether he had been aware of the issue earlier.
Abe reiterated that he has never been consulted on the school issue by Kake, in response to a media report that said the prefecture's document noted that he and Kake talked about the veterinary school plan when they dined together.

A landslide in southwestern Japan has killed one person and left 5 others missing.
Police in the city of Nakatsu in Oita Prefecture were notified shortly after 4:00 AM on Wednesday that a landslide had engulfed several homes in a mountainous community about 20 kilometers from the city's center.
Police say a section of mountainside collapsed 200-meter wide and 200-meter long, burying 3 homes. 6 residents, aged from their 20s to 90s, were reported missing.
A 45-year-old man was found at the site of the landslide and confirmed dead. The search for the other 5 continues.
Municipal authorities have urged 19 residents in 8 households near the site to evacuate.

US President Donald Trump is stepping up coordination with French President Emmanuel Macron and British Prime Minister Theresa May on their countries' response to the suspected chemical attack in Syria.
Trump spoke with May on the phone on Tuesday. They condemned Syrian President Bashar al-Assad for his disregard for human life and agreed not to allow the use of chemical weapons to continue.
Earlier, Trump conferred twice on the telephone with Macron. They agreed to work closely together to consider a strong response to Syria.
Macron said on Tuesday that his country will continue technical and strategic discussions with the United States and Britain, and that they will announce their decision in the coming days.
He stressed that any action would be limited to targeting production facilities for chemical weapons.
The Associated Press says that joint military actions may be taken in response to Syria's alleged poison attack.
Observers say the Trump administration is bolstering cooperation with France and Britain to keep in check Russia's support of the Syrian government.

Europe's flight control coordinator has warned airlines to exercise caution in the eastern Mediterranean due to the possibility of airstrikes on Syria.
Eurocontrol issued the warning on Tuesday based on information of the European Aviation Safety Agency, the European Union's aviation regulator.
