Japanese authorities and medical experts are urging special caution against heatstroke as scorching conditions continue in eastern and western Japan.

Weather officials say the mercury soared in wide areas of Japan on Thursday as powerful high-pressure systems brought punishing heat.

Kyoto City marked 39.8 degrees Celsius, the day's high on the archipelago, by 4:30 PM. Hirakata City in Osaka Prefecture had a high of 38.9 degrees.

Medical experts warn that the intense heat can be life-threatening. They advise people to refrain from exercising outdoors during the day and to use air conditioning. They also advise frequently drinking water and taking salt.
Experts say people in areas hit by torrential rain and floods this month should be extra cautious as harsher living conditions have added to risks of heatstroke.

Japan's space agency says its Hayabusa2 probe is shedding more light on the features of the asteroid Ryugu. It says the celestial body's surface temperatures range from 30 to 100 degrees Celsius.

Scientists at the Japan Aerospace Exploration Agency, or JAXA, disclosed the latest findings at a news conference on Thursday.

The explorer reached a point 20 kilometers from Ryugu on June 27th. The asteroid, which is roughly 900 meters in diameter, is about 300 million kilometers from the Earth.

The scientists say the latest observations show the asteroid's surface temperatures vary according to the amount of sunlight.

They say these temperature levels will not prevent the probe from exploring Ryugu's surface.

They also say that each area of Ryugu has 2 seasons, summer and winter, because the axis of its rotation is slightly tilted. The 2 seasons combined last for about 15 months.

The scientists expect that further observations of temperature changes will show whether the materials on the surface are sand or rock.

They plan to have Hayabusa2 descend to about 6,000 meters from the asteroid around Friday, and to 1,000 meters around August 7th to carry out more detailed studies. They hope to find a good location for a landing by the probe in September or October.

Hayabusa2 Mission Manager Makoto Yoshikawa says their research shows that Ryugu is scientifically very interesting.

Yoshikawa also says the probe has detected many rocks on the asteroid's surface. He says the researchers hope to find a flat place for the landing by making observations at a lower altitude.

A ministerial declaration urging countries to work together on technological innovation and development of renewable energy has been adopted at a UN global goals forum.

The ministerial-level meeting on the Sustainable Development Goals, aimed at eradicating poverty and economic disparities by 2030, was held at the UN headquarters in New York on Wednesday.

UN Secretary-General Antonio Guterres listed 4 challenges in achieving those goals --- mobilizing the power of young people, bringing greenhouse gases under control, expanding private investment, and utilizing technology. He sought cooperation from both developed and developing countries.

The adopted declaration stresses the need for stable food supply and political solutions to conflicts, among other efforts, to eliminate poverty.

The United States and Israel voted against the declaration. They were protesting its call to promote the World Trade Organization, described as a multilateral trade framework, and to remove economic barriers in occupied territories.

The operator of the Monju prototype fast-breeder nuclear reactor says a glitch has occurred in a device to remove nuclear fuel during an operation check for planned decommissioning work.

The Japan Atomic Energy Agency said an alarm went off and the device stopped moving at around 1:30 PM on Monday.

The operator said the trouble temporarily left a container to place nuclear fuel dangling in midair. It said there was no nuclear fuel in the container and that the container was manually moved to a safe position 2 hours later.

The operator says it found what resembled metallic dust attached near the motor powering the device and there was a burning smell.

The operator is looking into what caused the trouble, and is suspecting some abnormality in or around the motor.

The Monju reactor in Fukui Prefecture, central Japan, was once considered a pillar of Japan's nuclear fuel recycling policy. But the government decided in December 2016 to scrap it after a series of accidents and problems. A detailed plan for decommissioning the reactor was approved in March this year.

The Japan Atomic Energy Agency says the latest trouble will not affect its plan to start transporting nuclear fuel later this month from a temporary storage place to a storage pool.

The number of criminal offenses in Japan dropped to less than 400,000 in the first half of this year.

The National Police Agency said on Thursday that there were 398,615 cases of criminal offenses between January and June, down 11.6 percent from the same period last year. The figure for the whole of last year was the lowest since record keeping began in 1946.

The agency attributes the continued decline to a downward trend in the number of thefts, which make up over 70 percent of all criminal offenses.

However, the number of minors taken into custody or identified for their suspected roles in money transfer frauds more than doubled from last year to 368.

This figure accounts for nearly 30 percent of those taken into custody or identified for their suspected roles in this type of crime.

The National Police Agency cites the increasing use of security cameras and joint efforts for crime prevention with the private sector as factors behind the drop in the number of criminal offenses.

Volunteers are helping to clean and dry photos damaged in the record rainfall in western Japan this month.

They are members of a non-profit organization that was set up in the northeastern city of Sendai to restore photos that were damaged in the March 2011 tsunami.

Picture albums were sent by a resident of one of the hardest-hit towns -- Mabi in Okayama Prefecture. The volunteers carefully separated the pages to dry them.

The cleaned photos were transferred to new albums and will be returned to the owner.

Yumi Tanno, a director of the non-profit group, says photos from the rain-hit areas suffered relatively little damage because not much time has passed since they were exposed to water and mud.
She says the group wants to help those affected by the torrential rainfall in western Japan as many people offered to help Sendai after the March 2011 disaster.

Japan's trade balance is back in surplus for the first time in 2 months.

The Finance Ministry said on Thursday that the trade surplus in June stood at about 6.4 billion dollars.

Exports rose 6.7 percent, mainly due to increased shipments of car engines, auto parts and semiconductors to China. The surplus with the US rose by 0.5 percent, marking the first increase in 2 months.

Imports were also up but by a slower pace of 2.5 percent from a year earlier. Higher crude oil prices pushed up the figure.

US President Donald Trump has been urging Japan and other trade partners to reduce their trade surplus with the US.
