UN Secretary-General Antonio Guterres will attend a ceremony in Nagasaki next week to mark the 73rd anniversary of the US atomic bombing of the city.
He will be the first UN chief to attend the annual ceremony on August 9th.

The UN announced on Tuesday that Guterres will visit Japan from August 7th to the 9th. He is scheduled to meet Nagasaki Mayor Tomihisa Taue and several hibakusha, or atomic bomb survivors.

On August 9th, he will visit the Nagasaki Atomic Bomb Museum and give a speech at the memorial ceremony.

The UN has been calling for nuclear disarmament. But talks between the United States and Russia have stalled. The 2 nations possess 90 percent of the world's nuclear weapons.

The UN is also concerned that the rift between the nuclear and non-nuclear countries continues to deepen despite the adoption of the Treaty on the Prohibition of Nuclear Weapons in July last year.

Japan's government has set up an office to handle next year's abdication of Emperor Akihito and the enthronement of Crown Prince Naruhito.

The office, which launched on Wednesday, is staffed by 26 officials from the Cabinet secretariat and the Cabinet Office.

Prime Minister Shinzo Abe stressed the importance of the series of ceremonies starting in February, 2019 -- the 30th anniversary of the Emperor's reign, his abdication, the Crown Prince's ascension and the proclamation of the next-in-line.

Abe described the ceremonies as national events that mark a turning point in history.

He asked the office staff to ensure that the ceremonies remind the Japanese people of the long history and tradition of the imperial household.

Abe said he also wants the ceremonies to be special and celebrated by people around the world.

The government plans to set up a committee headed by the prime minister and a task force headed by the chief cabinet secretary later this year to decide on the details of the ceremonies.

Aviation authorities are investigating a Mexican passenger plane crash in the country on Tuesday. The accident left more than 80 people injured but no one was killed.

An Aeromexico passenger plane crashed right after takeoff on Tuesday afternoon in a field near an airport in the northern state of Durango. The plane tried to make an emergency landing but failed and was engulfed in flames.

The aircraft was heading for Mexico City with 103 passengers and crew members on board.

Video footage shows black smoke rising from the crash site as the fire is extinguished. The ceiling of the fuselage has been lost.

Durango Governor Jose Rosas Aispuro told reporters that a gust of wind hit the plane as it was taking off. He added that the plane's left wing hit the ground and both engines tore loose.

Passengers also said heavy rain was falling at the time of the accident.

The doomed aircraft, an Embraer 190 made by Brazil's Embraer, was about 10 years old. It joined Aeromexico's fleet 4 years ago.

Embraer said it will cooperate in the investigations and has sent a team of experts to the site of the accident.

Japan's Chief Cabinet Secretary Yoshihide Suga says he considers that the man appearing in an online video is a missing Japanese journalist.

The video was posted on the internet on Monday. It shows a man in an orange robe, with 2 armed militants wearing masks standing behind him. The purported detainee was speaking in Japanese for about 20 seconds.

The man is believed to be Japanese freelance journalist Junpei Yasuda, who went missing after entering Syria in 2015.

Suga said the government regards ensuring the safety of Japanese nationals abroad as its overriding duty, and it continues to make utmost efforts to seek Yasuda's release by using various channels.

The Bank of Japan has made some adjustments to its approach to monetary easing to reduce adverse effects of the prolonged stimulus scheme.

But it still remains unclear whether the bank can achieve its 2 percent inflation target.

BOJ policymakers decided on Tuesday to tweak the monetary policy by allowing some gains in the yield of its benchmark 10-year bond.

Long-term interest rates have been guided to around zero percent under the BOJ's massive easing policy introduced 5 years ago.

The central bank's latest decision aims to alleviate negative side effects of the policy, including lower profits at financial institutions and slow government bond transactions.

In its latest economic outlook report, released on Tuesday, the BOJ forecasts inflation at 1.6 percent in fiscal 2020.

The bank will continue to pursue its loose monetary policy, saying that if the country's business conditions continue improving, it will push up wages, and inflation will be closer to the 2 percent target.

Totan Research Chief Economist Izuru Kato welcomed the BOJ's decision to adjust its ultra-loose monetary policy, considering the fallout.

But he also said the BOJ's strategy is a "failure" because the central bank has been unable to achieve its inflation target 5 years after announcing it.

Kato said the global economy will likely start slowing down within the next several years, and with that in mind the BOJ should better prepare itself to prop up the domestic economy.

Officials from Japan and other US trading partners have confirmed that they will continue to work together to avoid an auto-tariff hike that Washington is considering.

Delegates gathered on Tuesday at a vice-ministerial-level meeting in Geneva, Switzerland. They represented Japan, the European Union, Canada, Mexico, and South Korea.

Japan's Foreign Ministry and other sources say they shared information on an agreement made at last week's US-EU summit to avert an escalation of trade friction.

The administration of US President Donald Trump is looking to raise levies, saying huge auto imports pose a national security threat.

The officials also discussed proposed changes to the World Trade Organization. Washington has demanded reforms to the body in order to correct unfair trade.

Japanese officials will use information from the meeting to prepare for new trade talks with the US. The 2 sides will hold the first round of discussions on Thursday next week in an aim to establish a framework for what they call "free, fair, and reciprocal" trade.

The death toll among Tokyo residents from suspected heatstroke hit 96 last month.

The Tokyo Metropolitan Police Department and others said the victims were in their 40s through 90s. The figure is nearly 4 times that of last year at 25.

In one such case, sisters aged 93 and 84 were found dead at a public housing unit in Kita Ward. When a visiting caregiver found them, the window was open. There were no air-conditioners.

In another case, the wife of an 84-year-old man found her husband dead in their house in Sumida Ward with his head down on a desk. The room was also without an air-conditioner.

The Tokyo Fire Department is urging people to keep well hydrated and use air-conditioners appropriately.

The Japanese government has launched a new center for ministries and agencies to share intelligence on international terrorism.

It was set up at the Cabinet Secretariat on Wednesday. A ceremony to mark the occasion took place at the prime minister's office.

Chief Cabinet Secretary Yoshihide Suga said Japan needs to prepare against terrorist threats with the international community as it gets set to host major events like the 2020 Olympics and Paralympics.

He stressed the need for a government-wide effort to swiftly share intelligence and analysis, eliminating boundaries between ministries and agencies.

The center is staffed by officials from the Foreign Ministry, the National Police Agency, and 9 other ministries and agencies.

It is placed under a liaison office to collect information on international terrorism, headed by Deputy Chief Cabinet Secretary Kazuhiro Sugita.
