Six new loudspeakers with recording in multiple foreign languages have also been added.
Public announcements were disrupted by the underground disaster prevention facility getting flooded last time.
The number of Chinese and Korean-speaking staff has been doubled to 16 to deal with foreign tourists.
Koji Ishikawa who heads the company's Kansai Airport Operation Unit says the blackout that happened last time caused anxiety among passengers.
He says his team will work to get information to as many people as possible this time.

A magnitude-7.5 temblor struck the island on Friday afternoon, local time. A tsunami that reached 3 meters hit the towns of Palu and Donggala.
Many people are likely trapped under collapsed buildings.
170 aftershocks have been recorded so far. Roads leading to affected areas were cut off, hampering relief operations.
Donggala is also believed to have suffered heavy damage from the tsunami. However, the extent of destruction remains unknown, due to the poor conditions of communications.
The disaster agency chief told media reporters that the number of victims could increase further.
