The United States, Britain, France and Italy have issued a joint statement urging rival armed groups to stop military action as fighting in the capital city of Tripoli grew fierce.

The North African country's interim government says that renewed fighting which began about a week ago has claimed lives of at least 39 people and wounded 119 others.

It says that civilians were among the casualties including 2 children who were killed by a missile which hit their house.

An international airport outside Tripoli was closed on Friday. Fighting also forced migrants and asylum seekers in a detention center to be moved to a safer place.
Libya has been in turmoil since Muammar al-Qadhafi's regime fell in 2011.

The interim government based in the west including Tripoli, and an armed group in the east, have been battling each other.

After international mediation, they agreed to hold parliamentary and presidential elections in December.
But renewed fighting in and around Tripoli highlights the country's precarious situation.

The Saudi-led coalition forces fighting insurgents in Yemen have admitted they made a mistake in an airstrike that has killed dozens of people, including children.

The coalition carried out the air strikes on a bus used for a school excursion on August 9th killing 51 people, including 40 children.

The coalition announced on Saturday that the airstrike was unjustified and it pledged to hold accountable anyone who contributed to the error.

In Yemen, the fighting between the coalition supporting the government and Houthi rebels backed by Iran has intensified since mid-July.

The escalation has resulted in an increasing number of civilian casualties.

The bus attack has drawn condemnations from the international community. A UN panel of human rights experts earlier said that the coalition's air strikes may constitute war crimes. The panel also believes Houthi opposition forces may be responsible for human rights violations.

Japanese Foreign Minister Taro Kono has left for a 6-day tour of 3 former Soviet countries in the Caucasus region, as well as Germany.

Kono will become the first Japanese cabinet minister to visit Armenia and Georgia. He will also make the first trip to Azerbaijan by a Japanese foreign minister in 19 years.

Kono is hoping to strengthen relations with these Caucasus countries. He says they are geopolitically important, being located between Asia and Europe.

Kono wants to agree with his counterparts to work together to stabilize the region, which is experiencing conflicts, and to create an environment favorable to Japanese companies.

Kono also plans to ask for cooperation to completely denuclearize North Korea and resolve the issue of Japanese nationals abducted by the North. The 3 countries have all diplomatic ties with North Korea.

In Germany, Kono is scheduled to meet Chancellor Angela Merkel. He hopes to confirm cooperation in maintaining free trade in a time of intensifying trade tensions between the US and China.

Weather officials say a powerful typhoon could come very close to western and eastern Japan and might make landfall on Tuesday.

The country's Meteorological Agency says Typhoon Jebi was heading northwest over southern waters at a speed of 20 kilometers per hour as of noon on Sunday.

Jebi has a central atmospheric pressure of 935 hectopascals, packing winds of up to 180 kilometers per hour near its center.

The typhoon is expected to gradually change path northward and approach the Daito Island region of Okinawa Prefecture on Monday.

Then Jebi will likely come very close to the Japanese archipelago and make landfall on Tuesday.

Strong winds and high waves are expected in Okinawa on Monday, and in western and eastern Japan along the Pacific coast on Tuesday.

Torrential rain may hit parts of western and eastern Japan beginning Tuesday, and northern Japan is expected to see rain and winds intensify on Wednesday.

Weather officials are urging people to stay tuned to updates on typhoon information.

People are cleaning up homes and farm land in the city of Nanao, Ishikawa Prefecture on the Sea of Japan coast, where previous heavy rains caused rivers to overflow.

More than 60 homes and warehouses were flooded in the city, including the home of a 95-year-old resident, Bunpei Iwao, who lives close to the Hiyogawa River.

About 20 neighbors and relatives replaced tatami mats and removed earth and sand from his home.

Iwao's grandson said he would like the local government to help, as he has to go back to work on Monday.

A man who grows rice near a flooded river says he cannot harvest the rice with the water remaining in his fields.

He said he is worried about another typhoon approaching.

Experts attending a symposium in Tokyo voiced their opposition to a plan to introduce daylight saving time ahead of the 2020 Olympic and Paralympic Games.

Sunday's event was held by the Japan Institute of Law and Information Systems, which consists of experts in information security and IT technology.

Professor Tetsutaro Uehara at Ritsumeikan University said in his opening speech that there is not enough time to prepare the IT infrastructure for the change, which he says would take 4 to 5 years.

He also said some home appliances connected to the Internet are difficult to adapt, and seismometers set up across the country need to be replaced, which will have an impact on the disaster prevention system.

An IT industry organization says it is concerned about the fact that such a discussion is happening without sufficient scientific and economic analyses, and at a time when the EU is considering abolishing the time change.

While some argue that daylight saving reduces energy consumption and is an effective measure against global warming, others say it could adversely affect the economy and peoples' lives.

Uehara says he would like to accurately convey the grounds that it cannot be introduced before the games.

An international triathlon event is taking place on Sado Island in the Sea of Japan. The 30th competition has drawn more than 2,000 athletes aged between 19 and 84 from Japan and abroad.

The event's longest race started at 6 AM on Sunday with 986 competitors.

The race consists of 4 kilometers of swimming, 190 kilometers of cycling, and 42.2 kilometers of running. The total distance of 236 kilometers is the longest of any race in Japan. The course runs around the island.

3,000 residents are participating as volunteers, handing out drinks to athletes and cheering them on.
