Japan is bracing for yet another powerful typhoon in what's been a busy storm season. Weather officials say Typhoon Jebi could strike the Shikoku region on Tuesday.

Ryuta Kurora of the Japan Meteorological Agency said, "Typhoon Jebi is expected to make landfall while maintaining very strong power. Extreme winds are expected not only in western Japan, but also wide areas of the country from north to east."

The agency officials say the "very strong" typhoon was 240 kilometers off Okinawa's Minami-daitojima Island as of 3PM on Monday.

They say residents in western and eastern parts of Japan are expected to see torrential downpours.

Typhoon Jebi may be another serious blow to Japan's archipelago as recent storms have battered wide areas of the country.

Officials are urging people to stay alert and check often for updates on the typhoon's path.

Leaders from China and 53 African countries will discuss strengthening their ties in what's been dubbed the Forum on China-Africa Cooperation that starts in Beijing on Monday.

The 2-day conference will be one of the largest international conferences scheduled in China this year. Chinese President Xi Jinping is to make an opening address.

At the previous 2015 forum, China announced 60 billion dollars in funding for the continent, and is expected to make a similar announcement this year.

Africa's rapid economic growth and rising population have made the region a major target of investment from across the globe.
Beijing is actively promoting infrastructure projects in the region under its Belt and Road initiative.

But some African countries are worried that China's growing presence is hurting their local industries.

Massive loans from China are also raising concerns over accumulating debts.

The China-Africa summit began in 2000 under the initiative of Beijing. Participants must have diplomatic ties with China. Excluded is Eswatini, the former Swaziland, which maintains diplomatic relations with Taiwan.

The theme of this year's forum is building a community for a shared future. China is intent on spreading its Belt and Road initiative further across the African continent.

Chinese President Xi Jinping has called on African nations to join the "Belt and Road" initiative to create a huge economic zone.

Xi gave a speech on Monday at a meeting of Chinese and African leaders and business representatives ahead of the opening of the Forum on China-Africa Cooperation later in the day.

China's state-run Xinhua news agency reported that Xi called the initiative a common road for prosperity for the people of China and Africa.

Xi said China attaches no political conditions to its investment in Africa and will not interfere with internal politics of the recipients. He also said China plans to simplify the procedures for infrastructure projects, trade and investment between China and Africa.

He added that the government supports investment by African companies in China and vice versa.

China wants to invite African countries to the "Belt and Road" initiative to benefit from their continuing economic and population growth.

The president is also making the pitch at his one-on-one meetings with visiting African leaders.

The forum is held every 3 years. Leaders from 53 African countries are taking part in the 2-day event.

Japanese Prime Minister Shinzo Abe has expressed hope that his upcoming summit with Russian President Vladimir Putin will lead to progress in peace treaty talks and resolving the issue of 4 Russian-held islands.

Abe told governing coalition officials in Tokyo on Monday that he will meet Putin on the sidelines of the Eastern Economic Forum that will be held next week in Vladivostok in Russia's Far East.

Abe said he wants to have candid talks with Putin on such matters as joint economic activities on the 4 islands and humanitarian measures for former Japanese islanders.

Russia controls the 4 islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

Abe said he wants to discuss the details of the 8-point bilateral economic cooperation plan along with urgent international issues such as North Korea.

The prime minister also disclosed that arrangements are underway for a summit with Chinese President Xi Jinping, who will also attend the forum.

A suspected serial killer who confessed to the murders of 9 people has been transferred to police custody in Tokyo after 5 months of psychiatric evaluation.

Prosecutors are expected to indict him for murder and others charges next week in a case that shocked Japan.

Takahiro Shiraishi was arrested last October and admitted to killing the mostly young women he contacted on social media. Human remains were found in his apartment in Zama City, Kanagawa Prefecture, near Tokyo.

The Tokyo District Public Prosecutors Office ordered the psychiatric evaluation of Shiraishi in April to assess if he can be held criminally responsible.

People familiar with the matter say the examination indicates the crimes were premeditated. They say no discrepancies were found in the accounts he gave about the killings.

On Monday, Shiraishi was transferred to the Takao Police Station from the Tokyo Metropolitan Police Department headquarters.

A court in Myanmar has issued a highly-anticipated verdict in the case of 2 journalists charged with violating Myanmar's Official Secrets Act. A judge sentenced them to 7 years in prison.

Reuters journalists Wa Lone and Kyaw Soe Oo were arrested in December while investigating a massacre of Rohingya Muslims in Rakhine state.

The 2 pleaded not guilty and said they were ensnared in a police trap to stifle their reporting.

One of the arresting officers testified there was an order to entrap the journalists by giving them official documents so they could be charged.

Fighting broke out between Rohingya militants and Myanmar security forces in Rakhine state 1 year ago.

The security forces then started a crackdown that drew international condemnation.

Since that time, an estimated 700,000 Rohingya have fled violence in Myanmar to neighboring Bangladesh.

Last week, a UN report said the commander-in-chief of Myanmar's military and 5 other generals should be tried for crimes against humanity, war crimes and genocide.

A Japanese government survey shows companies enjoyed record-high pretax profits in the April-to-June period.

The survey by the Finance Ministry covered about 30,000 companies with market caps of more than 10 million yen, or roughly 90,000 dollars.

The businesses logged a combined 238 billion dollars in pretax profits in the quarter. This excludes extraordinary items, such as income from sales of assets.

The latest figure marks a rise of 17.9 percent from the same period last year in yen terms. It's the highest for a 3-month period since 1954.

Strong sales of semiconductors for automobiles helped push the number up.

Corporate investment in facilities and equipment surged 12.8 percent to 96 billion dollars. It marked the 7th straight quarterly increase. Chipmakers upped their production.

The Finance Ministry also released the figures for all of fiscal 2017 through March. Corporate pretax profits rose 11.4 percent to more than 750 billion dollars. That's the biggest rise since 1960.

Retained earnings also rose nearly 10 percent to 4 trillion dollars, another record.
