Recovery efforts are ongoing in Hokkaido following last week's massive earthquake. Now, residents are coping with some of the coldest temperatures of the season.

It was about 5 degree Celsius on Tuesday morning.

Nearly 2,000 people are still living in evacuation shelters. Those that had been sleeping on the floor were given cardboard to insulate them from the cold and make it a bit more comfortable.

Last Thursday, a magnitude-6.7 quake struck near the town of Atsuma. The death toll now stands at 41.

Many of the fatalities were caused by massive landslides. More than 650 people were also injured.

6,000 homes are still without water, and it's unclear when service will be restored. Water is being delivered in the meantime.

So far Japan's government has pledged to spend nearly 5 million dollars to help people with relief efforts.

Japan's northern island of Hokkaido is still suffering from electricity shortages after Thursday's strong earthquake shut down its main power plant.

Hokkaido Electric Power Company is rushing to bring the Tomato-Atsuma thermal plant -- the largest power plant in the prefecture -- back online.

Industry Minister Hiroshige Seko said on Tuesday the plant will not return to full operation until November at the earliest.

He said: "We originally thought that it would take more than a week to get the plant back online. But we now think that it's going to take longer than that."

Power company officials have restarted other thermal plants that were temporarily halted. But Hokkaido's total output is still below normal levels.

To make up the shortfall, the utility is asking businesses and households to cut their power use by 20 percent.

The company is also considering whether to use electricity generated during tests of a new thermal plant which has not yet opened.

A test run for the new plant, which runs on liquefied natural gas, is scheduled to take place next month, ahead of its official opening in February.

Company officials plan to check whether there will be any safety or regulatory issues if electricity generated from its test run is sent to households or companies.

Meanwhile, the utility is offering relief measures, including deadline extensions for paying electricity bills.

This applies to both businesses and households in Hokkaido that were affected by the earthquake.

At one point, nearly 3 million households lost power.

The administration of Russian President Vladimir Putin organizes the international forum.

More than 5,000 people from about 60 countries and territories are attending the 3-day forum. Japanese Prime Minister Shinzo Abe will be among them.

Chinese President Xi Jinping will also take part for the first time. China is sending a 600-member delegation. That's 3 times last year's figure.

During a session held in the morning, an executive at China's largest online retailer Alibaba Group and the head of Russia's postal business discussed international cooperation over online transactions.

In the afternoon, Putin and Xi will hold a summit meeting.

Russia's quadrennial military exercise also kicked off in the region of Siberia on Tuesday, timed to coincide with the forum. China's military has joined in the drills for the first time.

These moves will give Russia and China an opportunity to showcase their close relations, amid worsening friction with the United States.

Japanese Prime Minister Shinzo Abe and Russian President Vladimir Putin have concluded their meeting in Russia's Far East. They agreed to draw up a schedule of joint economic projects on the islands known as the Northern Territories.

Abe said, "We agreed on the details and how to implement the projects. They cover five areas --aquaculture, greenhouse agriculture, developing tours, wind power, and waste reduction."

Abe said the path to future cooperation on the islands is growing clearer.
Russia controls the islands. Japan claims them.

Abe said that Japan will dispatch business missions to the islands.

Putin said, "I'm satisfied that we were able to form a roadmap. We also agreed to hold the third business mission by the end of the year."

Abe pledged that Japan will work closely with Russia to address North Korean issues.

He told Putin that Japan hasn't ruled out the possibility of economic cooperation with the North if the issues are settled comprehensively and diplomatic ties are normalized.

The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

Japan's Prime Minister Shinzo Abe and South Korean Prime Minister Lee Nak-yon have confirmed they will work together for the denuclearization of North Korea.

The 2 leaders met on the sidelines of the Eastern Economic Forum in the Russian city of Vladivostok on Tuesday.

Abe said regional peace and stability must be realized through the complete denuclearization of North Korea. He said he hopes to continue working closely with South Korea and the United States.

Lee responded that South Korea has never forgotten that earnest global cooperation is required to achieve denuclearization on the Korean Peninsula.

Lee also expressed hope for some progress to be made toward peace and denuclearization on the peninsula at the inter-Korea summit scheduled to take place from September 18th.

He said the talks may also contribute to the resumption of dialogue between the United States and North Korea. He added that his country will brief Japan about every new development between the 2 Koreas.

Abe noted that it's extremely important to manage difficult issues in order for the relationship between Japan and South Korea to move forward. He was apparently referring to outstanding bilateral issues, including the subject of those referred to as comfort women.

Lee replied that South Korea hopes to cooperate on difficult issues, and help to prudently resolve them.

The new US special envoy on North Korea is in Seoul meeting with top officials just a week before the planned inter-Korean summit.

Stephen Biegun met South Korean Foreign Minister Kang Kyung-wha on Tuesday. They were supposed to discuss strategies for denuclearizing North Korea.

Biegun also held separate talks with the Special Representative for Korean Peninsula Peace and Security Affairs.

Lee Do-hoon said, "We held in-depth talks on how to move North Korea's denuclearization forward and ensure peace takes root on the Korean Peninsula. We also confirmed the importance of cooperation between our countries."

Biegun said, "I agree with everything you said. We have a very strong working relationship. And I am looking forward to achieving this process successfully working closely with our friends and allies in here in South Korea."

Biegun is also scheduled to discuss North Korea's denuclearization during his upcoming visits to China and Japan.

White House National Security Adviser John Bolton has strongly warned the International Criminal Court not to prosecute American soldiers over their actions during the war in Afghanistan.

Bolton delivered a speech in Washington on Monday.

A prosecutor belonging to the court in The Hague asked for authorization last November to start an investigation into alleged detainee abuse and other war crimes committed by US personnel in Afghanistan.

Declaring that he was speaking on behalf of President Donald Trump, Bolton said the United States will use any means necessary to protect its citizens from unjust prosecution by what he called an illegitimate court.

Bolton warned that if the court decides to move ahead, Washington will ban its judges and prosecutors from entering the United States, and freeze any funds they hold in the country.

Bolton's remarks underscore President Trump's policy of putting American people first, ahead of the November mid-term elections.

But observers say such a tough condemnation of an international court of war crimes and crimes against humanity is expected to have repercussions.

The new UN human rights chief has called for an international mechanism to hold Myanmar accountable for the persecution of the minority Rohingya people.

Michelle Bachelet delivered her first address at the UN Human Rights Council, which opened a session in Geneva on Monday.

Bachelet, a former Chilean president, referred to the council's independent mission that reported finding strong evidence of genocide in Myanmar and called for a trial of its military generals.

She said attacks and persecution of the Muslim Rohingya appear to be continuing in Rakhine state.

Bachelet called for an international mechanism to collect and analyze evidence, in order to hold fair and independent trials in national and international courts.

More than 700,000 Rohingya are estimated to have fled to neighboring Bangladesh to escape violence by Myanmar security forces.

The Human Rights Council session runs until September 28th to discuss various rights issues.

They include China's alleged mass detention of minority Uighur residents in the Xinjiang Uygur Autonomous Region on the pretext of countering terrorism.

The United States withdrew from the council in June, accusing it of being biased against Israel. Iceland is taking its place.

The operator of the typhoon-hit Kansai International Airport in western Japan is working to reopen Terminal 1.

The terminal has been closed due to a power outage after it was flooded by Typhoon Jebi a week ago. The operator aims to resume operations in part of the terminal by the end of the week.

All Nippon Airways is repairing vehicles used for towing luggage trollies on Tuesday. About 200, or about 60 percent of the total, broke down in the flooding.

The airline says the vehicle's parking space for maintenance work was covered by about 80 centimeters of water.

Repair work is also underway at a cargo storage building where the roof was blown off and equipment was damaged by flooding.

An ANA official said the airline is doing everything it can to restart cargo operations because the flights are an important part of western Japan's economy.
