The Japan Meteorological Agency says the storm is moving over the Sea of Japan and that it is traveling north-northeast at 50 kilometers per hour.

Kyushu Electric Power Company says about 3,900 homes in southwestern Japan are without power. A woman in Fukuoka Prefecture fell and broke her leg due to the powerful winds.

Officials at Japan's Meteorological Agency warn that Typhoon Kong-rey, now classified as a severe tropical storm, will bring extremely high winds to northern Japan as well as to the Hokuriku region.

The storm is over the Sea of Japan as of Saturday afternoon and heading northeast at a speed of 50 kilometers an hour.

It is packing winds of up to 100 kilometers an hour, with gusts reaching 150 kilometers an hour near its center.

Weather officials say the storm will change to a low pressure system before dawn on Sunday, but it's expected to stay on a path toward northern Japan.

In northern Kyushu, winds will reach 100 kilometers an hour with gusts up to 165 kilometers an hour through Sunday.

Across from Chugoku to Hokkaido regions, maximum winds of 90 kilometers an hour are forecast.

At sea, very high waves up to 8 meters are expected. In the Tohoku region, meteorologists are warning of storm surge from approaching Kong-rey.

Officials also say the unstable atmosphere around Kong-rey will bring localized heavy rains to the Pacific side of western Japan and northern Kyushu on Saturday, and to northern Japan on Sunday.

They are also warning of landslides and flooding as well as lightening and tornadoes.

Typhoon Kong-rey, now classified as a severe tropical storm, is causing record high temperatures for October in wide areas across Japan.

The Meteorological Agency says unusually hot temperatures were recorded on Saturday mainly in the Hokuriku, Shikoku and Chugoku regions as hot southern air was drawn to the typhoon.

In Sanjo City in Niigata Prefecture, the temperature hit 36 degrees Celsius -- the highest ever in Japan for October. Other cities in Niigata also saw the thermometer rise above 35 degrees.

Takamatsu City in the Shikoku region registered 34 degrees.

Weather officials are calling on people to take precautions against heatstroke.

Tokyo's famous Tsukiji food market permanently shuts at noon on Saturday, bringing the curtain down on 83 years of trade.

The market is often dubbed the "kitchen of Japan." At the start of the final day, wholesalers' representative Takeshi Yoshida acknowledged the unity shown by everyone at the market to overcome difficulties.

He said he wants to see the same at the replacement market, which opens in the nearby Toyosu waterfront area on Thursday.

Dealers and bidders performed a hand-clapping ritual to express their gratitude for the market, and to wish for success at the new site.

A bell was rung at 6 AM, prompting dealers to start the bidding on frozen tuna.

The relocation of Tsukiji market was initially scheduled for November 2016. However, it was delayed by nearly 2 years due to concerns about soil contamination and other problems at the new site, where a gas plant once stood.

Tsukiji market will be demolished by February 2020. The about 230,000-square-meter site will be used as a parking lot for the Tokyo Olympics and Paralympics.

Authorities in Hong Kong have rejected a visa renewal for a journalist with the British-based Financial Times who presided over a speech by an anti-Beijing politician.

The Foreign Correspondents' Club of Hong Kong said that authorities denied the work visa renewal application for its first vice president, Victor Mallet.

In August, Mallet chaired an event at the club that was addressed by the head of the Hong Kong National Party, who advocates independence from China for the former British colony.

The office of the Chinese government in Hong Kong criticized the club for what it called "abuse of freedom of speech".

Last month, Hong Kong authorities banned the pro-independence party for allegedly violating the territory's Basic Law, which says that it is an inseparable part of China.

The foreign correspondents' club has requested a full explanation for the visa decision, which it has described as an extraordinary move.

It says Hong Kong is governed by the rule of law, and is a place where freedom of speech is protected by law because of the "one country, two systems" principle.

Pro-democracy groups critical of the mainland government say they believe pressure from Beijing may have been behind the move. They say it could jeopardize freedom of the press.

The president of the International Criminal Police Organization, known as Interpol, has gone missing while on a trip to his native China.

Interpol is headquartered in the central French city of Lyon. Prosecutors there told NHK on Friday that Meng Hongwei has gone missing and local police have launched an investigation.

France's AFP news agency reports a family member of Meng alerted police after she lost contact with him when he left Lyon for China late last month.

The agency quoted investigative sources as saying that he did not disappear in France.

Interpol officials are not commenting, saying the organization is aware of the news but the matter is between French and Chinese officials.

Interpol was established to promote cooperation of police organizations around the world to respond to cross-border crimes.

Meng assumed the post in November 2016 as the first Chinese President of Interpol. His term lasts through 2020. He was China's vice minister of public security before taking the post.
