The leaders of Japan and France have agreed to strengthen security cooperation with the aim of realizing a free and open Indo-Pacific region.

Japan's Prime Minister Shinzo Abe met French President Emmanuel Macron in Paris on Wednesday.

Abe said Japan wants to work with France, noting they are both Pacific nations as France has territories in the South Pacific.

The leaders agreed to step up security cooperation, including the expansion of joint drills between Japan's Self-Defense Forces and the French military.

They also confirmed that it is important to fully implement the sanctions on North Korea based on UN Security Council resolutions, and to pave the way for denuclearizing the North and resolving the issue of the abductions of Japanese nationals by the North.

They agreed to work to prevent North Korea from evading the sanctions.

Abe pledged to take up the issue of simultaneously achieving economic growth and correcting economic disparities at the G20 summit that Japan will host next year.

The leaders confirmed that both countries will work together to lead the discussions, as France will host the G7 summit in 2019.

Abe and Macron also agreed that a visit to Japan by the French president should be arranged at an early date.

A Japanese destroyer has made a port call in Singapore after taking part in drills with India and the Philippines.

Japan's Maritime Self-Defense Force invited media to its largest destroyer, the Kaga, on Thursday at a naval base in Singapore.

Journalists were allowed to see the ship's control room and other facilities.

The 248-meter-long destroyer can carry 14 helicopters.

It has a system for detecting and intercepting cruise missiles and supersonic anti-ship missiles.

The Kaga has been deployed in the Indian Ocean and the South China Sea since August to take part in exercises with the Indian and Philippine navies.

Speaking to reporters, Rear Admiral Tatsuya Fukuda, the commander of the MSDF's Escort Flotilla 4, called the ship's deployment part of Japan's "free and open Indo-Pacific" strategy.

Fukuda also said its objective is to ensure safety of sea lanes and establish maritime security in the region.

He said the MSDF hopes to deepen cooperation with Singapore's navy.

The force's participation in joint military exercises in the Indo-Pacific region comes as China is increasing its maritime activity there.

US President Donald Trump's administration has begun the process of pulling out of an international postal pact, saying its postal rate system unfairly benefits China.

A senior White House official said on Wednesday that the administration has notified the Universal Postal Union, or UPU, of its intention to withdraw from the treaty.

The official said when packages weighing up to 2 kilograms are sent from China to the US, the shipment cost inside the US is set at an unfairly discounted rate. The official said this has led to the decline in US manufacturing.

The UPU was established in 1874 to coordinate worldwide postal systems, including postal rates.

The official said that under the UPU, international shipping costs for China and developing nations are lower than the rates for countries such as the US and Japan.

The official said the US will ask for a renegotiation of the pact with other member nations and will formally withdraw from it if no agreement is reached after one year.

The official expressed the view that a US withdrawal would not have a serious impact on postal rates.

US media outlets say the move may fuel the escalating trade dispute between the US and China.

The Universal Postal Union says it regrets the US decision to pull out of the international pact.

The UPU said on Wednesday that it will seek to meet representatives of the US government to further discuss the matter.

It said the UPU remains committed to the attainment of the noble aims of international collaboration by working with all its 192 member countries to ensure that the treaty best serves everyone.

China has reacted to a US decision to pull out of the Universal Postal Union, or UPU. The United States called the union's practices unfairly advantageous to China.

Chinese Foreign Ministry Spokesperson Lu Kang told reporters on Thursday that the US may have its own idea, but doesn't need to bring up China as a reason to withdraw from the international organization.

Lu called the US decision regrettable, adding that China will consistently safeguard multilateralism and continue to take part in and support the UPU's work.

Japan has protested to Russia for the third time this month over the country's military drills in waters near the 4 Russian-held islands claimed by Japan.

On Tuesday, Russia notified Japan that it will conduct missile firing drills from Wednesday until October 31st.

Chief Cabinet Secretary Yoshihide Suga told reporters on Thursday that the government had lodged a protest through diplomatic routes. He said the exercises could lead to a Russian military build-up on the 4 islands. He said the drills are incompatible with Japan's stance on the islands.

Suga suggested that the matter should be fundamentally addressed by resolving the territorial issue between Japan and Russia.

He added that the government will tenaciously continue negotiations based on its policy of concluding a peace treaty with Russia by resolving the issue of sovereignty over the islands.

Russia controls the islands of Kunashiri, Etorofu, Habomai and Shikotan. Japan claims them. The Japanese government maintains that the islands are an inherent part of Japan's territory. It says they were illegally occupied after World War Two.

A Japanese seismic damper maker says it will disclose on Friday some of the buildings where potentially faulty products have been installed.

Tokyo-based KYB and its subsidiary have admitted that they falsified pre-sale test results of their quake shock absorbers that were sold between March 2000 and September this year.

The products have been installed in nearly 1,000 structures across Japan, spreading concerns among their owners and users.

KYB said on Thursday it will make public the names of the buildings whose owners and constructors have consented to the disclosure.

Many such buildings will likely be those housing government offices and tourist facilities that are open to the public.

KYB added that it will continue to publicize the names of affected buildings every week after obtaining approval from their owners and constructors.

The owners of some buildings in which KYB-made dampers are installed are complaining that the firm has yet to respond to their inquiries to ask if the devices were affected by the data fabrication.

The maker says it is preparing to promptly answer such inquiries.

Japan's Internal Affairs and Communications Ministry has launched fresh efforts to protect personal information amid a spate of data leaks by overseas IT giants.

A panel of experts held an inaugural meeting on Thursday to tighten regulations to protect personal data, following similar moves in Europe and elsewhere.

Ministry officials told the panel that US-based IT giants such as Google, Apple, Facebook and Amazon are keeping large amounts of personal data on Japanese clients obtained through their social networking and online retailing services.

They also pointed out that Japanese customers are mostly unaware how such data is being used.

They said existing rules cannot adequately cope with such problems since they are only designed to regulate domestic carriers.

Referring to a recent incident of a massive security breach at Facebook, a representative of a consumer group said the company is slow to respond to affected customers in Japan. The head of the group said user safety and security should be given top priority in working out new regulations.

The panel is expected to compile a draft report before March next year, the end of the current fiscal year.

A memorial service took place in Thailand to remember people who died while building the Thai-Burma Railway during World War Two.

About a hundred people took part in the service in Kanchanaburi, a town in the country's west.

The railway was built to supply the Imperial Japanese military. It's believed that about 13,000 prisoners of war died amid harsh working conditions and infectious disease. They were not the only ones.

Britain's Prince Richard says "an estimated 200,000 civilian laborers also worked on the railway. Chiefly, forced labor brought from Laos and the Dutch East Indies, all conscripted in Siam and Burma.It is thought that between 80,000 to a 100,000 of them died in the course of the project."

Ceremony officials highlighted the importance of remembering. Julian Evan, a director of Commonwealth War Graves Commission, says "when these last veterans died people who can remember being here, we have to keep their memory alive for their children, their children's children, for future generations. Because as people have often said, those who do not remember their history are condemned to repeat it. So our cemetery's memorials are a reminder of the cost of war."

The Thai-Burma Railway is often referred to as the "Death Railway" because so many people died during its construction. Thai authorities are currently trying to have it listed as a UNESCO World Heritage site.

Investigators in Turkey have searched the home of the Saudi consul general in Istanbul for clues about the fate of a missing journalist feared to have been killed in the consulate building.

Jamal Khashoggi was a major critic of the Saudi Arabian government. He was last seen entering the consulate on October 2nd.

Turkish investigators carried out their investigation at the Saudi consulate through early Tuesday. They entered the home of the consul general some 200 meters away on Wednesday.

The consul general reportedly abruptly left the country before the search began.

The Wall Street Journal on Wednesday quoted sources familiar with the matter as saying the journalist was killed in the office of the consulate chief the day he entered the building.

After the consul general was urged to leave the room, the Saudi security team dismembered Khashoggi's body.

The details were reportedly made known through an audio recording. The US newspaper reported that Khashoggi was never interrogated.

The Saudi government continues to deny its involvement.

US Secretary of State Mike Pompeo, who held talks with Saudi Arabia's King Salman and Crown Prince Mohammed bin Salman earlier this week, has expressed readiness to wait for the results of an investigation Saudi authorities are carrying out.

Tokyo's Shibuya Ward is asking people not to disturb others when celebrating Halloween.

In recent years, the scramble crossing in front of Shibuya Station and the nearby streets have become a gathering point for partygoers on the night of October 31st.

The ward decided to make the appeal because residents have complained about noise late into the night and the huge amount of garbage left by the revelers.

Officials will use social media to remind people wearing costumes to avoid gathering in the area in the days before Halloween and to go home while the trains are still running.

They will also ask shops near Shibuya Station to refrain from selling alcoholic drinks in bottles.

The mayor of Shibuya ward says he's very grateful that many people are visiting Shibuya, but the behavior of some of them during Halloween has reached a level that cannot be overlooked. He adds that partygoers shouldn't forget their manners.
