Japan's Defense Ministry has taken legal action aimed at resuming work to go ahead with the US base relocation in Okinawa Prefecture, southwestern Japan.

Japan and the United States agreed to relocate the US Marine Corps Futenma Air Station in densely-populated Ginowan City to the less-populated district in Nago City, both in Okinawa Prefecture. But the prefectural government revoked a landfill permit for the new US Marine Corps base in August.

On Wednesday, the ministry filed with the land and infrastructure minister a request for an injunction to temporarily suspend the revocation of the landfill permit. It also filed with the minister a request to review the matter, with the aim of annulling the approval revocation.

Both moves are based on the administrative complaint review act.

Okinawa Governor Denny Tamaki has denounced the central government's latest action to resume work to move a US military base in the southern Japanese prefecture.

In August, Okinawa revoked a landfill permit for building the facility to replace the US Marine Corps Futenma Air Station.

On Wednesday, the Defense Ministry filed with the land minister requests for an injunction to suspend the permit revocation and to review the matter with the aim of annulling the revocation.

In response, Tamaki told reporters later in the day that the steps came just 5 days after he asked Prime Minister Shinzo Abe and Chief Cabinet Secretary Yoshihide Suga to seek a resolution through dialogue.

Tamaki said the government has ignored the will of Okinawa's people expressed in its recent gubernatorial election. He said such a government attitude can never be accepted.

The governor said the prefecture will continue to seek dialogue with Tokyo but will consider countermeasures if the revocation is suspended.

Japanese Prime Minister Shinzo Abe and Spanish Prime Minister Pedro Sanchez have agreed to step up cooperation on a wide range of issues including the promotion of multilateral free trade.

Abe met Sanchez in the Spanish capital of Madrid on Tuesday on the first leg of his 5-day European tour.
He is in Europe to attend a summit of the Asia-Europe meeting known as ASEM in Belgium.

At their first summit, the 2 leaders noted that this year is the 150th anniversary of diplomatic relations between their countries and they agreed to elevate ties to a "strategic partnership."

Abe and Sanchez reaffirmed their commitment to fighting protectionism, including all unfair trade practices.

They also agreed that they will support a rules-based multilateral trading system and the reform of the World Trade Organization including its monitoring and dispute settlement functions.

Regarding North Korea, the prime ministers said they are committed to fully implementing sanctions on the country based on UN Security Council resolutions and to work for denuclearization.

They reaffirmed the importance of maintaining a free and open maritime order based on the principles of international law.

Australia's parliament has passed legislation on the Trans-Pacific Partnership free trade pact as a step toward putting the 11-country deal into effect.

The legislation was approved by a vote of 33 to 15 on Wednesday.

The country is expected to finish domestic procedures on the deal, following Mexico, Japan and Singapore.

Prime Minister Scott Morrison issued a statement saying the landmark agreement is one of the most comprehensive trade deals ever concluded, and offers significant advantages for Australian exporters.

The deal takes effect 60 days after at least 6 of the 11 countries complete their domestic procedures.

New Zealand, Canada and Vietnam are aiming at completing the work this year.

The administration of US President Donald Trump has notified Congress that it intends to start trade talks with Japanese officials. The negotiations are expected to begin as early as January.

US Trade Representative Robert Lighthizer made the notification on Tuesday. This paves the way for the administration to start the talks early next year, following a 90-day notification period required by US law.

The US aims to win concessions from Japan on cars and farm goods to reduce the US trade deficit.

Lighthizer acknowledged in the notification letter that the trade deficit in goods with Japan was 68.9 billion dollars in 2017.

In a separate statement, Lighthizer said that under President Trump's leadership, his office will continue to expand US trade and investment by negotiating separate trade agreements with Japan and others.

Late last month, Japanese Prime Minister Shinzo Abe agreed with Trump to negotiate a bilateral trade deal.

Japan has been insisting on holding multilateral talks, but the US threatened to impose higher tariffs on imports of automobiles from Japan to get the country to the negotiating table.

The US administration will also start talks with the European Union and Britain, following the recent conclusion of trade deals with Canada and Mexico.

The president of the World Economic Forum is calling on countries and industries to work together to tackle global challenges.

Borge Brende spoke with NHK in Tokyo on Tuesday. He said he's concerned that many nations don't share the same mindset on issues such as climate change, poverty and plastic pollution.

He said the international community needs to display the same solidarity that it used to address the 2008 financial crisis.

Brende said, "To solve the big challenges that we're seeing globally today, we need to collaborate and corporate, and that spirit we'd like to see at our next meeting in Davos."

Brende also said the world needs to be ready for the fourth industrial revolution, which will involve a fusion of technologies and the rise of artificial intelligence.

He said he hopes the new Tokyo research center built by the World Economic Forum will play a key role. "I hope that our platform that is multi-stake holder, businesses, government and civil society, can be a platform where we secure increased cooperation and finding solutions on the most pressing issues in the world."

China wants Japan and South Korea to help it construct a power grid for East Asia. The country made the call at an international symposium in Beijing on Tuesday.

A Chinese organization that promotes a power-grid interconnection initiative hosted the event. Representatives of utilities and research institutions from about 20 countries in Asia and Europe took part.

China is a global leader for generating wind, solar and other renewable energies.

The country is planning to form a power grid version of its "Belt and Road" initiative. The eventual goal is to enable Asia and Europe to interchange their electricity supply.

The project aims to use advanced power-transmission lines that produce only small amounts of loss.

Chinese representatives reported that power demand in East Asia will continue to grow, mainly in the large-volume users of Japan, China and South Korea.

They say an international power grid in the region, including Russia, would be an effective way to handle that growth. The network would also incorporate solar and wind energies.

Transmitting electricity over national borders in East Asia entails political risks, as countries would become dependent on each other.

The participants promised to urge their governments to discuss ways of dealing with these risks.

Japan's Fair Trade Commission is considering conducting a survey on deals between domestic businesses and global IT giants.

The commission plans to draw up this year basic rules for ensuring fair business competition as IT giants such as Google, Apple, Facebook and Amazon expand their influence in global data services and e-commerce.

Secretary General Akinori Yamada said on Wednesday that the commission is discussing the matter with the Economy, Trade and Industry Ministry and others.

Yamada cited a growing need to examine trade practices with IT giants known as "platformers" to make sure they are not forcing domestic businesses into unfair deals.

An exhibition in Paris showcasing art from Japan's prehistoric Jomon Period was previewed to media on Tuesday.

The event was held at a Japanese cultural center in the French capital on the eve of the public opening.

The exhibition is part of "Japonismes 2018," a series of cultural events showcasing Japanese culture in France.

A total of 64 pieces will be on show, including dogu clay figures and pottery designated as Japanese national treasures and important cultural assets.

There are 6 national treasures on display. One of them is a clay figure excavated from a site in the northern Japanese prefecture of Hokkaido that features elaborate patterns and a tranquil facial expression.

Another is a 45-centimeter-tall figure known as the "Jomon Goddess," unearthed at another site in northern Japan.

The head of Japan's Cultural Affairs Agency, Ryohei Miyata, said the country's message for the future can be found in Jomon art and that he wants people from around the world to come and see.

The exhibit will run from October 17th to December 8th.
