Taiwanese authorities are investigating the derailment of an express train and the use of its automated operating system.

The Puyuma Express went off the tracks in the northeastern county of Yilan on Sunday evening, killing 18 people and injuring 190. 366 passengers were on board the 8-car train.

Police and railway officials carried out an investigation at the accident site. Train services resumed early on Monday using alternate tracks.

Media reports quote a Taiwan Railways Administration official as saying the train's automatic control system is suspected of being switched off.

It is not yet known if this led to the derailment.

Police and railway authorities are analyzing the train's data recorder.

Officials say the driver of the train had reported problems with its braking system.

Reuters news agency has quoted a senior Saudi official as saying that journalist Jamal Khashoggi was choked to death.

The Saudi government has explained that the journalist died after a fistfight inside its consulate in Turkey. It has arrested 18 suspects in connection to the killing.

Reuters reported the new account by a senior Saudi government official on how a group of Saudi nationals threatened Khashoggi that he would be drugged and kidnapped. The official told Reuters that they strangled him to death in a chokehold when he resisted.

The report came amid a massive international outcry over inconclusive explanations.

The official also said the Saudi attackers rolled up Khashoggi's body in a rug, took it out in a consular vehicle and handed it to a local cooperator for disposal.

And one of the operatives walked out of the consulate wearing the victim's clothes and eyeglasses to look like Khashoggi had left the building.

Turkish President Tayyip Erdogan says he will make a statement about the killing on Tuesday.

Saudi Arabia's Foreign Minister has told US media that the investigation of the death of journalist Jamal Khashoggi is still in its early stages.

Adel al-Jubeir made the remarks during his interview with Fox News that was aired on Sunday.

He said the Saudi government is currently investigating Khashoggi's death and that 18 people implicated in his slaying would be punished appropriately.

The minister called the killing "a rogue operation" and said that the individuals made a mistake when they killed the victim and tried to cover it up.

He emphasized that none of those involved in Khashoggi's death had close ties to Saudi Crown Prince Mohammed bin Salman.

Al-Jubeir noted that the Prince denied any involvement and did not have any knowledge of it.

He added that the relationship between his country and the United States is strategically very important in containing Iran's aggressive policies.

He said the bilateral ties will weather the incident once the truth is uncovered.

The foreign ministers of France, Germany and Britain have issued a joint statement condemning the killing of Saudi journalist Jamal Khashoggi.

French Foreign Minister Jean-Yves Le Drian, German Foreign Minister Heiko Maas, and their British counterpart Jeremy Hunt released the statement on Sunday.

It says nothing can justify this killing and they condemn it in the strongest possible terms. It also says defending freedom of expression and a free press are key priorities for the 3 countries, and the threatening, attacking or killing of journalists, under any circumstances, is unacceptable.

The statement says they ask for the investigation to be carried out thoroughly until responsibilities are clearly established and that there is proper accountability for any crimes committed.

The head of Japanese mega-bank MUFG Bank has canceled his participation in an investment conference in Saudi Arabia, amid the controversy over the killing of journalist Jamal Khashoggi.

Sources say President and CEO Kanetsugu Mike will pull out of the conference which starts on Tuesday. Saudi Crown Prince Mohammed bin Salman will host the forum, known as "Davos in the Desert."

The Japanese bank's decision follows the pulling out of a number of prominent figures, including the head of the IMF and the US Treasury Secretary.

MUFG Bank will become the first Japanese firm to cancel its CEO's participation in the conference.

However, sources say the bank plans to send a deputy president instead. They say the bank will also cancel an opening ceremony for its first branch in the country scheduled on Wednesday.

A Japanese government panel has found that ministries and agencies overstated the number of employees with disabilities by 3,700 as of June last year.

The team of lawyers and other experts began looking into the issue in September following revelations of false reporting of disabled hiring. The report on its findings was released on Monday.

Government offices, along with private businesses, are required by law to include a certain percentage of people with disabilities in their workforces.

But the report says the central government entities interpreted the rules arbitrarily and continued the practice for many years.

It says numbers were overstated by 28 ministries and agencies, or more than 80 percent of those covered by the investigation.

The National Tax Agency padded the largest number, 1,103, followed by 629 at the Land, Infrastructure, Transport and Tourism Ministry, 512 at the Justice Ministry and 332 at the Defense Ministry.

The report says the tax agency counted those with depression and other mental illnesses as being disabled even when they did not have disability certificates.

It says the land ministry included former employees in its quota. One of them reportedly quit about 10 years ago.

The panel criticizes the Ministry of Health, Labor and Welfare, saying it urged businesses to abide by the law while failing to grasp the situation at central government offices and give proper instructions.

The panel calls the situation "extremely serious." It urges the ministry to prevent a recurrence and to instruct other offices to ensure more people with disabilities get jobs.

The Japanese government plans to hire more than 4,000 people with disabilities by the end of next fiscal year so that it can meet the legally required quota of 2.5 percent of its workforce.

Officials of relevant government offices announced the plan on Monday. It comes after a panel of experts released a report on inflated numbers of disabled staff at ministries and agencies.

The plan calls for a government-wide unified recruitment examination for people with disabilities. The officials say the first examination will be given next February.

They also plan to set up a new system so that people with disabilities who are non-regular workers can become regular employees.

The officials also plan to extend assistance to local governments that have failed to achieve the quota.

Minister of Health, Labor and Welfare Takumi Nemoto urged ministries and agencies to make utmost efforts to improve the situation.

Nemoto said it is important not just to meet the legal quota but to expand opportunities for people with disabilities so they can fulfill their potential.

Chief Cabinet Secretary Yoshihide Suga said the government will hold a meeting of relevant ministers on Tuesday to approve the plan.

The cost of raising a child in Japan is weighing heavily on parents, according to a survey by an insurance company.

The survey showed that monthly spending on children reached 350 dollars on average.

However, some respondents said they need more money. They said they could spend an average of 200 dollars more a month on childcare.

Kindergarten and day care fees were the biggest burden, followed by tuition fees for private lessons.

The survey found that fathers tended to treat education fees as a burden, while mothers felt burdened by one-off recreational spending, including travel and birthday expenses.

Meiji Yasuda Life Insurance conducted the online survey on men and women with children up to the age of 6. More than 1,000 people responded.

Festivals from different regions of Japan are being held in Paris as part of Japonismes 2018, an exposition to promote Japanese culture.

The 3-day program began on Saturday at Jardin d'Acclimatation, an amusement park in the west of the French capital.

About 40 people dressed as samurai warriors paraded through the park to re-enact the battle preparations of a 16th-century warlord, Takeda Shingen. The parade is the highlight of an annual festival in Yamanashi Prefecture, central Japan.

A French cyclist who took part said Japan is a long way from France, but he feels closer to the country now.

Parisians also had a chance to view a festival from Kasugataisha shrine in the ancient capital of Nara.

Around 110 participants performed sacred dances while wearing clothes from a range of historical eras.

Japanese figure skater Satoko Miyahara has won Skate America, the first event of the season's Grand Prix series, for the second consecutive year.

Miyahara displayed skill and composure with her steps and spins as she topped the short program on Saturday and the free program on Sunday. Her jumps were almost flawless.

Her fellow Japanese figure skater Kaori Sakamoto finished second.
