US President Donald Trump and Democratic candidate Joe Biden have just wrapped up the first of three face-to-face debates. The Supreme Court, the economy and the coronavirus pandemic were among the top issues during the 90-minute debate.

Both Biden and Trump started off with measured tones, but the conversation quickly devolved -- with both interrupting and accusing each other of lying. One of the most heated moments came when Trump defended his handling of the pandemic.

Trump said, "We got the gowns. We got the masks. We made the ventilators. You wouldn't have made ventilators. And now we're weeks away from a vaccine. We're doing therapeutics already. Fewer people are dying when they get sick. Far fewer people are dying. We've done a great job."

Biden said, "The President has no plan. He hasn't laid out anything. He knew all the way back in February, how serious this crisis was. He knew it was a deadly disease. What did he do? He's on tape as acknowledging he knew it. He said he didn't tell us or give people a warning of it because he didn't want to panic the American people."

The two also clashed over racial discrimination and violence that has rocked the country in recent months.

Biden criticized Trump's heavy handed response, labeling the President a "racist."

Biden said, "This is a president who has used everything as a dog whistle to try to generate racist hatred. Racist division. This is a man who in fact, you talk about helping African Americans, one in 1,000 African Americans has been killed because of the coronavirus. And if he doesn't do something quickly by the end of the year, one in 500 will have been killed, one in 500 African Americans."

Trump said, "You go to very many places. Look at Oakland. Look at what happened in Oakland. Look at what happened in Baltimore. Look what happened, frankly, it was more violent than what I'm even seeing now. But the reason is that the Democrats have run these cities. Don't want to talk like you about law and order. Are you in favor of law and order?"

Trump also defended himself over a recent New York Times story reporting he paid little federal income taxes. He also cast doubt on mail-in ballots -- and did not explicitly say he would refrain from declaring victory until results were independently verified.

The death toll from three days of heavy fighting between Azerbaijan and Armenia over a disputed territory has reached 100, including 16 civilians. Russian President Vladimir Putin has urged a ceasefire.

The fighting between the two former Soviet republics over the Nagorno-Karabakh region erupted on Sunday. The area lies in western Azerbaijan, but is mainly populated by ethnic Armenians.

Putin spoke to Armenia's Prime Minister Nikol Pashinyan by telephone on Tuesday, their second such talks since the crisis unfolded. Russia holds a strong influence in the region.

Putin expressed serious concerns over the situation and called for an immediate halt to the hostilities.

Pashinyan said on Tuesday that Turkish troops in Azerbaijan have been leading military operations. Turkey, another regional power, expressed its willingness to offer full support to Azerbaijan.

But Azerbaijan's President Ilham Aliyev countered that Turkey is not a party to the conflict in any form and there is no need for its involvement.

The UN Security Council is urging Armenia and Azerbaijan to resume dialogue to end the latest round of heavy fighting over disputed territory.

Niger's UN ambassador, who serves as Security Council president, read out a press statement on the conflict following an emergency session on Tuesday.

In the statement, council members expressed concern at reports of large-scale military actions, condemned the use of force by both sides, and regretted the loss of civilian lives.

The council members also backed UN Secretary-General Antonio Guterres' call for an immediate halt to the fighting.

They expressed full support for a central role of the Organization for Security and Cooperation in Europe in resolving the conflict.

The council urged Armenia and Azerbaijan to work with the OSCE for a resumption of dialogue.

Fighting broke out on Sunday over the Nagorno-Karabakh region. The area in western Azerbaijan is mainly populated by ethnic Armenians.

The death toll on both sides from three days of fighting has reportedly reached 100, including civilians.

At the UN General Assembly on Tuesday, representatives of Armenia and Azerbaijan traded accusations over which side started the conflict.

The ruling emir of Kuwait has died at the age of 91. Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah is remembered as a neutral mediator in the Middle East.

State-run TV said on Tuesday that Sheikh Sabah passed away the same day in the United States where he had been receiving treatment since July.

Sheikh Sabah has ruled the oil producing nation since 2006, when his half brother died following a reign of nearly 30 years and a successor stepped down after only 10 days due to health reasons.

Sheikh Sabah engaged in neutral diplomacy amid the rivalry between Iran and Saudi Arabia. He served as mediator when Saudi Arabia and its allies cut off diplomatic ties with Qatar in 2017.

The emir also promoted the development of public infrastructure, as he tried to wean off Kuwait from its heavy dependence on oil revenues.

However, the projects have stalled due to a decline in oil prices and the coronavirus pandemic.

Sheikh Sabah will be succeeded by his 83-year-old half brother, Crown Prince Sheikh Nawaf Al-Ahmad Al-Sabah.

Japanese Prime Minister Suga Yoshihide has held talks by telephone with Russian President Vladimir Putin, the first since Suga took office earlier this month.

The talks lasted for about 20 minutes from shortly past 7 p.m. on Tuesday. Suga later explained the outcome of the talks to reporters.

Putin congratulated him on becoming prime minister.

Suga expressed hope for the further development of bilateral relations, including the singing of a peace treaty.

He proposed to Putin that they put an end to the issue of Japan's Northern Territories rather than passing it on to the next generation.

Russia controls four islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

Suga quoted Putin as saying that he intends to continue dialogue on all bilateral matters.

The two leaders confirmed their willingness to meet face to face in the near future to discuss their countries' bilateral ties.

Suga said he got the sense from Putin that there is a strong possibility that they will be able to discuss various issues frankly.

He went on to say that he will persevere with the aim of achieving Japan's goal of resolving the territorial issue and concluding a peace treaty.

Russia says President Vladimir Putin and Japan's Prime Minister Suga Yoshihide have confirmed their intention to continue efforts to enhance bilateral ties. But it makes no reference to peace treaty negotiations that include a territorial issue.

Russia's presidential office made the announcement on Tuesday after the two leaders held their first talks by telephone earlier in the day.

It says, "Both parties noted the progress achieved in the past years in developing the Russia-Japan dialogue and cooperation in politics, trade, economic, cultural and humanitarian affairs."

The office says, "Both sides confirmed mutual intention to continue the efforts with regard to promoting the entire spectrum of Russia-Japan relations in the interests of the two nations and the Asia-Pacific Region in general."

It says, "The prospects for cooperation in the field of healthcare, including the development of a coronavirus vaccine, were discussed."

The announcement suggests Russia is putting priority on economic and healthcare relations as it does not specifically mention bilateral peace treaty talks. The negotiations include the territorial issue of four Russian-controlled islands claimed by Japan.

The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two. Japan calls the islands the Northern Territories.

Prior to the phone conversation, Russia revealed that it had started military drills on the Kuril Islands. The island chain includes the Northern Territories.

Russia said more than 1,500 soldiers were taking part in military drills on two islands. They are Etorofu and Kunashiri, both part of the Northern Territories.

An expert on Russian diplomatic affairs says the country aims to demonstrate that there's no change to its stance on the islands.

NHK has learned the Japanese government will likely boost economic aid for remote, inhabited islands close to the country's maritime borders.

Seventy-one remote islands have the government's special designation as areas that should be kept inhabited to help protect Japan's territorial waters and exclusive economic zones.

The designation cuts sea and air fares for routes to the islands. This is to help prevent the islands from becoming uninhabited.

But the islands have recently been reeling from economic implications of the coronavirus, such as a fall in tourist numbers.

In response, the government will likely expand subsidies to shore up employment and tourism businesses on the islands.

The money may be spent to build accommodations where people can telework and enjoy the islands' allure on days off and after work.

Another possible initiative is helping create travel packages that involve chartered flights to the islands.

The Cabinet Office plans to include more than 6 billion yen, or roughly 57 million dollars, for the programs in its budget request for the fiscal year starting next April.

North Korea has reasserted its stance that the issue of the abduction of Japanese nationals by Pyongyang has been resolved.

The North Korean Foreign Ministry's research institute for studies of Japan posted the views on the ministry's website on Tuesday.

The remarks came as Japanese Prime Minister Suga Yoshihide met the same day with the families of abductees for the first time since he assumed office earlier this month.

North Korea accused Japan's former Prime Minister Abe Shinzo of pursuing "the most extreme hostile policy, as compared to all of his predecessors, aimed at isolating and stifling" Pyongyang politically and economically.

The statement criticized Suga's government for "making a queer scene of begging here and there for a solution to the abduction issue with a stupid wish, aping Abe's attempt."

It said the "abduction issue was long resolved in an impeccable and irreversible manner" thanks to Pyongyang's sincerity and efforts.

Suga told the abductees' families in the meeting that he will spearhead efforts and use every opportunity to break the deadlock on the abduction issue.

North Korea's remarks are apparently aimed at keeping Suga's government in check.

Japanese automakers had another tough month in August. Their production at home and abroad was down 12 percent from a year earlier.

The output from 8 major firms totaled 1.86 million units. New car sales worldwide remain sluggish because of the coronavirus pandemic but the year-on-year production drop is easing.

The output in China is leading the recovery trend, partly due to government subsidies for buyers of new cars.

One of Japan's largest drone exhibitions is underway near Tokyo, showcasing remote-controlled craft designed for a variety of roles.

More than 100 organizations have brought their latest innovations to Japan Drone 2020 in Chiba.

One is a drone jointly developed by a university and an architect's office. It can carry a person and has successfully transported 100 kilograms of payload in a test flight. The developers are aiming to use it at disaster sites.

Another drone developed by a Tokyo-based start-up is designed for use in fishing. It sails under wind power while detecting schools of fish by radar.

The CEO of the developer, Everblue Technologies, Noma Tsunetake says drone technology is becoming more widespread and will be used to automate, or to create unmanned systems for sectors that currently depend on manpower.

Global deaths from the coronavirus have topped one million. According to Johns Hopkins University in the US, the number of fatalities stood at 1,000,555 as of 1:00 UTC on Tuesday.

The United States had the highest number, at 205,031, followed by Brazil, at 142,058, and India, at 95,542.

About 5,000 people have been dying around the world every day since April this year.

The death toll from COVID-19 is now on a par with that of the Hong Kong flu pandemic of 1968, which killed one million people according to the US Centers for Disease Control and Prevention.

The 1957 Asian flu pandemic had an estimated 1.1 million fatalities.

The deadliest flu pandemic in the 20th century was the Spanish flu, which ravaged the world from 1918 to 1919, causing an estimated 50 million deaths.

The World Health Organization says the plague, also known as the Black Death, is thought to have killed over 50 million people in Europe in the 14th century.

An emergency response expert at the WHO says more measures are needed against the coronavirus as the global death toll could reach two million.

US President Donald Trump has announced plans to distribute 150 million coronavirus test kits to states in the coming weeks. The move comes as the first presidential debate draws closer.

Trump said at the White House on Monday that the plan will lead to a "massive and groundbreaking expansion" in US testing capacity.

The federal government will purchase the kits and offer them to states for use at schools that are aiming to reopen, elderly care homes and other facilities.

The test was developed by a US firm and is said to be able to return results in 15 minutes.

Biden's campaign posted on Twitter a video claiming that elementary school teachers and firefighters paid more income tax than Trump did.

Trump's tax records could become one of the leading issues of the election. In the previous race four years ago, Trump's appeal to blue-collar workers was considered a factor behind his victory.

A second day of heavy clashes between Azerbaijani and Armenian troops continued into the night on Monday, with the death toll topping 90, including civilians.

The two former Soviet republics have been in conflict for more than three decades, with disputes focused on Nagorno-Karabakh, a mainly ethnic Armenian autonomous region in western Azerbaijan.

The latest clashes erupted on Sunday and have already claimed 95 lives, among them 11 civilians, according to the military and other sources.

Top leaders of China's Communist Party will hold a key policy meeting next month to discuss a long-term vision.

On Monday, China Central Television and other media outlets reported on a decision made by the party to hold the fifth plenary session of the party's central committee from October 26 to 29 in Beijing.

More than 300 top officials, including President Xi Jinping, will attend the meeting.

The 14th Five-Year plan -- a blueprint for economic policies and major projects between 2021 and 2025 -- and long-term goals for the period through 2035 are expected to be on the agenda.

In 2015, China made becoming a world leader in high tech one of its goals.
But tensions with the United States have since intensified as Chinese firms have been locked in fierce competition with American rivals in the development of 5G and other technologies.

The focal point of this session's long-term goal is also about high tech field but it remains to be seen what strategy will be presented.

Japan's Chief Cabinet Secretary Kato Katsunobu says the government is watching with concern the human rights situation of Uighurs in China.

Kato was speaking to reporters on Monday about China's policy for the Xinjiang Uygur Autonomous Region. Last week, Chinese President Xi Jinping indicated at a meeting to discuss Xinjiang policies that Beijing will continue to exercise ideological and religious control in the region.

China faces accusations from the international community that it is unjustly detaining Uighurs.

Kato said he believes it's important for universal values such as freedom, human rights and the rule of law to be respected in the international community, including China.

China's Foreign Minister Wang Yi is expected to visit Japan as early as next month to hold talks with his Japanese counterpart, Motegi Toshimitsu.

Kato said Japan will convey its position on the Xinjiang issue to China through such an opportunity.

Japanese telecom giant Nippon Telegraph and Telephone plans to launch a takeover bid worth about 38 billion dollars to acquire a 100 percent stake in its wireless subsidiary NTT Docomo.

The boards of both companies were due to discuss the matter at meetings on Tuesday.

NTT currently owns about 66 percent of the mobile carrier which is the most profitable part of the NTT group.

Sources say that NTT has decided to take full control of Docomo by acquiring the roughly 34 percent of outstanding stock in the company.

NTT hopes to gain more profit from the wireless carrier, which has the most subscribers in Japan.

NTT also plans to strengthen its alliance with other group companies that offer corporate telecommunication services and operate internationally.

NTT is aiming to boost its competitiveness in the fields of 5G and other next-generation communications.

The move comes as Japan's Prime Minister Suga Yoshihide said he wants to see lower mobile phone rates in the country.

NTT Docomo will be delisted from the Tokyo Stock Exchange once the tender offer is completed.

An operator of a bullet-train network in Japan has developed a computer system to keep trains safe from severe flooding. Officials at East Japan Railway say their technology ensures Shinkansen trains can be moved.

The system's development took place after a typhoon last October.

Heavy rain flooded a river and nearby rail yard in central Japan, damaging 10 bullet trains. All were scrapped.

The computerized system can predict a rise in a river's water level. The data is based on weather forecasts for the local area during a day-and-a-half-long period.

The system generates an alert for triggering preparation activities, like gathering train crew members and drawing up evacuation destinations.

There is also a warning level indicating when trains should be moved away from dangerous areas.

South Korean prosecutors have decided not to indict justice minister Choo Mi-ae over allegations she pressed the military to give special favors to her son.

The Seoul Eastern District Prosecutors Office announced on Monday that it dropped the charges against Choo and her son.

A major opposition party alleged in January that she pressured the military to grant her son extended leave from his mandatory military service in 2017. Choo was the chair of the ruling Democratic Party at the time.

The prosecutors said the leave was granted appropriately and that it's hard to believe there was external pressure.

In South Korea, prominent figures often come under scrutiny for allegations of favoritism related to the country's conscription and education system.

In October of last year, former justice minister Cho Kuk resigned amid allegations that his children were given preferential treatment to get into prestigious schools. Cho was one of President Moon Jae-in's close allies.

The prosecutors' decision not to indict Choo is widely viewed as a relief for Moon's government.

South Korean President Moon Jae-in has welcomed an apology from North Korean leader Kim Jong Un over the fatal shooting of a South Korean fisheries official by North Korea's military.

Moon called for the reopening of bilateral communication lines which have been suspended since June.

Lawmakers of South Korea's largest opposition party have denounced Moon for his handling of the shooting incident.

Conservative media accused Moon of accepting North Korea's actions and failing to hold North Korea accountable over the killing of a South Korean national.

The Japanese Embassy in Indonesia says a Japanese man has died and others have suffered from poisoning symptoms after drinking moonshine in the country.

Embassy staff say the reports started coming in this month. They found several Japanese nationals living in and around the capital Jakarta vomited and suffered other poisoning symptoms after consuming illegal alcohol. One, a man in his 40s, has been confirmed to have died.

The victims are thought to have acquired illegal liquor in plastic bottles from acquaintances.

Embassy officials released pictures of what the bottles look like and are strongly warning Japanese expats not to consume the moonshine.

Over 80 percent of the Indonesian population is Muslim. The religion prohibits consumption of alcohol. But it is available in supermarkets and restaurants in the country.

The consumption of inexpensive moonshine by locals has been a big problem for Indonesia. In 2018, more than 50 people died from drinking bootleg alcohol.

A US court has temporarily blocked the Trump administration's order that would have banned downloading and updating video-sharing app TikTok in the country.

The US District Court for the District of Columbia issued a preliminary injunction on Sunday, just hours before the ban was set to take effect.

The Trump administration calls Chinese-owned TikTok a possible threat to national security. It says the Chinese government could gain access to the personal information of Americans.

The app's Chinese operator had filed a lawsuit against the administration's order.

The court acknowledged part of the argument made by a TikTok lawyer who had said in a Sunday morning hearing that the ban was "unprecedented" and "irrational."

But the court did not agree to block a more comprehensive ban scheduled for November.

After the ruling, TikTok said in a statement that it was pleased with the decision.

The US Commerce Department said it "intends to vigorously defend the Executive Order and the Secretary's implementation efforts from legal challenges."

US and Chinese authorities are examining a partnership agreement between the Chinese operator ByteDance and US firms, including software company Oracle.

But the Chinese and US firms are divided over control of a new US entity.

The US newspaper says it has obtained tax-return data extending over more than two decades for Trump and companies that make up his business organization. The daily published its analysis of the data on Sunday.

The report says Trump paid 750 dollars in federal income taxes in 2016, the year he won the presidential election. The report says he paid another 750 dollars in 2017, when he took office.

The Times says Trump paid no income taxes at all in 10 of the previous 15 years, largely because he reported losing much more money than he made.

Trump told reporters at the White House on Sunday that the report is "totally fake news."

Trump said people will learn much more if they look at public filings he has made. He expressed his willingness to release his tax-return data after authorities' audit is done.

Recent US presidents have voluntarily made their tax-return documents public. But Trump has so far declined to release his data, saying he is under audit.

The New York Times had previously reported that Trump's tax returns from 1985 to 1994 showed massive losses that allowed him to avoid payment in 8 of the 10 years.

United Nations Secretary-General Antonio Guterres has called for the world to reverse course and return to a common path to nuclear disarmament.

Guterres released a statement for the International Day for the Total Elimination of Nuclear Weapons. The UN designated September 26 to mark the first high-level meeting on nuclear disarmament at the UN Assembly in 2013.

Guterres said that states possessing nuclear weapons "increasingly choose to pursue strategic competition over cooperation."

He added that the dangers posed by nuclear weapons are becoming more acute.

He urged such states to "return to real, good-faith dialogue to restore trust and confidence, reduce nuclear risk and take tangible steps in nuclear disarmament."

A French start-up supported by a regional government is to build a plant to produce hydrogen with zero emissions.

The project was announced at a news conference on Saturday at the planned coastal site near the city of Nantes in western France. The Lhyfe start-up says hydrogen will be generated from seawater using electricity supplied by a nearby wind power farm.

The firm says this will be the first hydrogen plant in Europe to fully use renewable energy.

The plant is expected to start operating in May next year. The maximum daily output of one ton will be supplied to hydrogen buses in the area.

Hydrogen-powered automobiles and planes that do not emit carbon dioxide are being developed globally. Most methods of producing hydrogen emit greenhouse gases. The plant will contribute to the de-carbonization of the economy as it will not generate any CO2.

Lhyfe CEO Matthieu Guesne told reporters that hydrogen produced with fossil fuel is no different from gasoline, and that's why it's important to use a process that does not emit any greenhouse gases.

On North Korea's abductions of Japanese nationals, Suga said the issue must be resolved as soon as possible because of the advancing age of the victims' families.

He also said that as the new Prime Minister of Japan, he is ready to meet with North Korean leader Kim Jong Un without any conditions.

The World Health Organization has indicated that as many as 2 million people could die from the coronavirus before vaccines are available.

The Chinese government says more than 600 million doses of coronavirus vaccines are expected to be made available by the end of this year.

A senior official at China's Ministry of Science and Technology said at news conference on Friday that four of the 11 potential vaccines under development in China are in the final phase of clinical testing and that the trials are going well.

Wu Yuanbin said the final-phase trials are being conducted outside China as well.

He said two of the four potential vaccines, being developed by state-backed China National Biotec Group, have been administered to more than 35,000 people in the Middle East. He said no conspicuous problems have been identified.

He said a potential vaccine being developed by Sinovac Biotech is in the final-phase trial in South America and Southeast Asia, and the one being jointly-developed by CanSino Biologics and a People's Liberation Army laboratory is also in the final-phase trial in Asia and Europe.

A specialist at the conference said a side effect called ADE, in which virus activity is enhanced due to a vaccine, has not been reported.

The director of the National Health Commission's Development Center for Medical Science and Technology, Zheng Zhongwei, said China will likely be able to produce 610 million doses of vaccination by the end of this year.

He added the country's production capacity will reach more than 1 billion doses in 2021.

Observers say China is trying to boost its international clout by highlighting the progress it has made in vaccine development.

China's defense ministry says its two aircraft carriers have separately conducted regular exercises. The drills are believed to be a response to growing pressure from Washington on Beijing's maritime activity in the South China Sea.

Ministry spokesperson Tan Kefei said the drills were aimed at testing equipment performance, checking the training levels of troops, and enhancing the ships' capabilities to complete missions. The ships are called the Liaoning and the Shandong.

The Chinese Communist Party-affiliated newspaper, The Global Times, published an English article on the exercises on Thursday.

The report says the Shandong embarked on a training voyage in the Bohai Sea starting on September 1 and that the Liaoning was also spotted sailing in the Yellow Sea in early September.

The article adds, "This was the first time that the general public came to know that China had two active aircraft carriers out at sea for apparent simultaneous exercises."

The Chinese military has been boosting its naval capabilities in recent years. In 2012, the Liaoning became China's first aircraft carrier to enter formal service. The Shandong became the second last December.

China has justified moves by Hong Kong authorities to restrict coverage by freelance journalists and online media outlets.

The territory's police notified media unions of an amendment to its policy on media coverage on Tuesday.

Under the new rule, the police will only recognize news organizations that are internationally known or that are registered with the government.

Chinese Foreign Ministry spokesperson Wang Wenbin told reporters on Thursday the new policy would help guarantee the rights of accredited media and journalists.

He added that foreign media and reporters in Hong Kong will be guaranteed of their rights as long as they abide by the territory's laws and regulations on reporting.

Many freelance reporters and online media outlets enjoy public support because of the role they have played in covering the pro-democracy protests.

Media unions have come out against the new policy, saying it could have a serious impact on freedom of press in the territory.

Protests are growing in the United States, over the decision not to charge officers with the killing of Breonna Taylor in a botched police raid. The Black woman was shot multiple times in her apartment in the state of Kentucky.

Unrest broke out after a grand jury decided to indict only one of three white officers, who burst through Taylor's door using a "no-knock" warrant.
He will be charged with endangering her neighbors.

The state's attorney general says other charges won't be laid, because the officers were justified in using force to protect themselves. Taylor's boyfriend first opened fire.

Kentucky Attorney General Daniel Cameron said, "We must mourn. We must also do everything we can to prevent it from happening again. Today, consistent with that view, I'm announcing that I will create a task force to review the process for securing, reviewing and executing search warrants in Kentucky."

The death of the Black medical worker contributed to months of social unrest and protests against racial injustice and police brutality.

As the announcement was made, hundreds -- once again -- took to the streets, demanding justice for Taylor.

Demonstrations in the city of Louisville turned violent, with police confirming two officers were shot.
One is undergoing surgery but neither is in life-threatening condition.
One suspect is in custody.
The National Guard has been called in, and the city remains under curfew --- as the wave of protests spills into other cities.

In New York, demonstrators marched, chanting Taylor's name and demanding further action.
An FBI investigation remains ongoing.

The city of Louisville settled a civil lawsuit over Taylor's death last week, and will pay her family 12 million dollars.

The International Labour Organization estimates that the coronavirus pandemic wiped out over 17 percent of the world's working hours during the second quarter of this year.

The Geneva-based UN agency issued a report on Wednesday. It said the projected decrease is equivalent to 495 million full-time workers losing their jobs.

The figure for the April to June quarter marks a drop of 17.3 percent compared with the October to December quarter, or before the spread of the virus.

The latest estimate marks a drop of 3.3 percentage points compared with what the agency predicted in June.

North and South America have been the most affected, with a loss of 28 percent.
This is followed by a loss of 17.5 percent in Europe and Central Asia, and 15.2 percent in the Asia-Pacific region.

The ILO says global labor income between January and September is estimated to have declined by 10.7 percent, amounting to 3.5 trillion dollars, from the same period last year.

Director-General Guy Ryder stressed the need for economic measures over the long term, saying support for jobs and incomes should be sustained into next year.

The government of Japan may ease restrictions on entry into the country by people from around the world next month.

At present, people from 159 countries and territories are denied entry in principle. But the government is holding talks to ease restrictions with more than a dozen nations and territories where the infection is under control. The government has already resumed travel for businesspeople from Vietnam, Taiwan and elsewhere.

The government intends to consider allowing entry by businesspeople as well as medical professionals, teachers and others who are qualified for medium or long-term stays.

The government is planning to ask those people to take virus tests and have 14 days of self-isolation after arriving in Japan.

It is also poised to allow entry by privately-financed foreign students, in addition to state-sponsored students who have already been admitted to Japan.

The government intends to limit the number of people to be allowed entry for the time being, and plans to gradually raise the cap while expanding the virus testing system at airports.

Chinese President Xi Jinping has expressed support for the United Nations and implicitly criticized US President Donald Trump's "America First" policy by saying unilateralism will be rejected.

In Belarus, Alexander Lukashenko has been sworn in without prior notice, despite mass protests over the president's claim of victory in an election in August.

Lukashenko claimed victory for a sixth term after the August 9 vote. Opposition groups say it was rigged, and protests have continued for well over a month.

Lukashenko's inauguration had effectively been put on hold. But he took his oath at the Palace of Independence in Minsk on Wednesday, where he said an unprecedented challenge had been thrown at the statehood, but a revolution did not take place.

His main rival in the August election, Svetlana Tikhanovskaya, who has since fled the country to avoid persecution, posted a video message online.

She called herself the only elected leader of the Belarusian people.

She said the people did not give Lukashenko a new mandate, and the so-called inauguration was a farce.

While Russia has expressed its support for Lukashenko, the European Union maintains it does not recognize him as the legitimate president of Belarus, calling the election fraudulent.

Johns Hopkins University says coronavirus deaths in the United States have now climbed above 200,000. The US has been hit worse than any other nation, and that is sparking criticism of President Donald Trump, as the country inches closer to the election.

More than 6.8 million cases have been confirmed since the pandemic began.

There were no signs of a decline in August, and fresh outbreaks have been reported in several states recently.

Trade ministers from the G20 have vowed to do everything in their power to revive a global economy battered by the COVID-19 pandemic.

The ministers held a virtual meeting on Tuesday. Japanese trade minister Kajiyama Hiroshi said G20 nations must unite now more than ever, rather than each pursuing their own interests in this crisis.

NHK has learned that the US manufacturer of the Aegis Ashore says the land-based missile defense system will be too costly to convert to offshore use.

In June, Japan's government scrapped a multibillion-dollar plan to deploy the Aegis Ashore due to opposition from local municipalities and other reasons. The Defense Ministry is now considering creating an offshore alternative. It is seeking modifications to radars and other equipment by the manufacturer.

Government sources told NHK that the US firm said the modifications are technically possible but will be costly and therefore irrational.

Observers say the Aegis Ashore would need a large-scale overhaul to its design to become able to withstand ocean waves.

The Defense Ministry has yet to specify a plan and make a budget request for the coming fiscal year. But costs including those for the construction of ships are expected to be high.

European aviation giant Airbus says it plans to use hydrogen to power zero-emission passenger planes.

The company launched the move on Monday, and expects the aircraft to be in service by 2035. That comes as airlines face growing pressure over climate change.

Airbus unveiled images of three potential planes. One would be able to carry 200 people nearly 4,000 kilometers. A smaller turboprop model would be able to travel more than 1,800 kilometers with 100 passengers.

A third eye-catching aircraft has its wings blended into its body.

They would be powered by modified gas-turbine engines that burn liquid hydrogen.

Airbus also called on governments and industry to help improve infrastructure for zero-emissions projects.

US President Donald Trump has signed an executive order imposing sanctions against entities and individuals involved in weapons trade with Iran.

Secretary of State Mike Pompeo made the announcement at a news conference on Monday. Treasury Secretary Steven Mnuchin was also in attendance.

The move came after the Trump administration declared on Saturday that it reimposed UN sanctions against Iran. The administration had earlier notified the Security Council that it had begun the process of restoring the sanctions, including a continued arms embargo on Iran.

But most UN Security Council member states say the US had no legal standing to take that action as Washington had withdrawn from the Iran nuclear deal.

Pompeo said he would "take the first action under this new executive order by sanctioning the Iranian Ministry of Defense and Armed Forces Logistics, and Iran's Defense Industries Organization and its director."

He also said the US is sanctioning "the previous president of Venezuela, Nicolas Maduro," who has forged close ties with Iran.

Pompeo said his country will keep up the maximum pressure campaign against Tehran "until the Iranian regime comes to the table and accepts a real deal for changing its behavior."

Observers say the US appears ready to almost single-handedly keep pressuring Iran. But, they say the move will likely draw a backlash from Russia and China.

Iranian Foreign Minister Mohammad Javad Zarif dismissed the latest sanctions as "nothing new."

Speaking at an online event hosted by a US think tank, Zarif said he doesn't think they will have any significant impact on Iran.

The head of Iran's nuclear agency has asserted the US attempt to reimpose UN sanctions on Iran is invalid.

Ali Akbar Salehi was speaking in a video address to an annual general conference of the International Atomic Energy Agency that opened in Vienna on Monday.

The number of participants at this year's meeting was limited as part of measures to combat the coronavirus. Video messages from representatives of member countries were played at the venue.

Salehi referred to the US declaration that the Trump administration had reimposed UN sanctions that had been lifted with the 2015 nuclear deal between world powers and Iran.

He stressed that the United States has no authority to do so as it is no longer part of the accord.

Japan's main ruling Liberal Democratic Party is divided over when to hold a general election, after Suga Yoshihide took over as prime minister last week.

LDP leader Suga told reporters last week that he will prioritize the country's response to the coronavirus and its economic fallout.

He also said he will consider when to dissolve the Lower House for an election, with the terms of current members expiring in about a year.

Some LDP lawmakers say Suga is unlikely to seek an early dissolution as he has already selected a cabinet to deal with the challenges facing Japan.

They say the prime minister should focus on the fight against the pandemic as he vowed not to create a political vacuum.

But other lawmakers say time is limited for a dissolution as Japan is set to host the Olympic and Paralympic Games next summer before the mandate of current Lower House members expires in October.

Finance Minister Aso Taro says Suga should consider dissolving the Lower House early.

Other LDP members want the prime minister to dissolve the chamber for a snap election by the end of this year or January to take advantage of higher approval ratings for Suga's Cabinet in recent opinion polls.

Suga is expected to make a decision based on changes in the number of coronavirus infections and public support rates for his Cabinet.

Europe is grappling with a resurgence of coronavirus cases.

In Spain -- where the daily count of new infections has risen to more than 4,000 -- authorities on Monday introduced a partial lockdown of areas in and around the capital Madrid.

Police set up about 60 checkpoints on roads into the areas, requiring people to show a permit before entering or leaving.

Britain has the highest number of coronavirus-related deaths overall in Europe. Recently it saw more than 4,000 new cases confirmed per day.

Amid concerns over the coronavirus resurgence, stocks in European markets were hit by a wave of selling after trading opened on Monday.

The key index in Frankfurt fell by some 4.4 percent from the previous session's close. Paris stocks sank about 3.7 percent, and London was down 3.4 percent.

China's military has taken part in joint exercises in southern Russia, as Beijing and Moscow step up military cooperation.

Russia launched its large-scale Caucasus 2020 drills on Monday, mobilizing 80,000 personnel and 250 tanks and vehicles. The drills are held every four years in the country's south.

A total of 1,000 military personnel from China, Belarus, Myanmar and other countries are taking part this year.

The war games are being held under the assumption that a terrorist organization backed by an enemy country poses a threat. The exercises kicked off the first day with troops taking positions and using radio communications.

China has participated in military exercises in Siberia and the Russian Far East in the past. This is the first time it has joined exercises in the south, more than 5,000 kilometers from Beijing.

As part of Russia's military cooperation, it has assisted in the development of a Chinese anti-ballistic missile early-warning system.

China says it will take countermeasures against the United States for the visits by high-ranking American officials to Taiwan.

Foreign Ministry spokesperson Wang Wenbin on Monday called the visits a serious violation of the "One China" principle and a political provocation.

Wang said Beijing strongly opposes and denounces the visits because they destroy China-US relations as well as peace and stability on the Taiwan Strait.

He added that China will take countermeasures against the US and its officials without fail.

US Under Secretary of State Keith Krach visited Taiwan last week to attend a memorial service for former president Lee Teng-hui, who died in July.
Krach met with President Tsai Ing-wen during his stay.

Thailand and Chinese telecom giant Huawei have jointly launched a facility aimed at promoting next-generation mobile services in the Southeast Asian nation.

The opening ceremony for the "Thailand 5G Ecosystem Innovation Center" took place in Bangkok on Monday.

Thailand's Minister of Digital Economy and Society Buddhipongse Punnakanta attended in place of Prime Minister Prayut Chan-o-cha. He thanked the Chinese company for its cooperation in setting up the center.

The facility has equipment to test products, as well as booths where visitors can get a sense of how 5G services will work. These include exhibitions involving medical robots and face recognition-based surveillance systems.
Huawei is reportedly committing about 15 million dollars to the joint project and is sending engineers to Thailand to help personnel training.

The United States has been pushing other countries to refrain from using Huawei products citing security concerns. Despite the move, the Chinese company has been increasing its presence in Southeast Asia.

Buddhipongse said his country is open to cooperating with any country. He stressed that the government has been working for the interests of Thailand.
