Foreign ministers of the 10-member Association of Southeast Asian Nations will have a meeting via a video link on Wednesday. They are expected to issue a statement aimed at addressing escalating tensions in the South China Sea.

Their key topics will include the disputed sea, which is claimed by countries including China and some ASEAN members.

The United States has expressed a view that that Beijing's maritime claims across most of the South China Sea are "completely unlawful."

The two countries have been trading accusations over each other's actions in the region.

In July, the US Navy deployed aircraft carriers to the sea. In the following month, the Chinese military test-fired ballistic missiles toward the sea.

A draft joint statement obtained by NHK expresses the member states' concerns over the land reclamations, activities and serious incidents in the area, which have eroded trust and confidence, and increased tensions.

Later this week, the East Asia Summit Foreign Ministers' meeting and the ASEAN Regional Forum will be held. The US and China are expected to take part in the two events.

China's President Xi Jinping and foreign minister Wang Yi on Tuesday implicitly criticized the United States.

Xi attended a ceremony at the Great Hall of the People in Beijing to honor people who contributed to keeping the virus in check.

He said that selfishness, scapegoating and confusing right and wrong will not only hurt a country and its people, but harm citizens of all countries. Xi was apparently referring to US President Donald Trump who accuses Beijing of allowing the coronavirus to spread on a global scale.

Wang spoke at an international information technology forum in Beijing.

He said targeting the leading firms of other countries on the pretext of security is a form of bullying.

The comment comes after the United States stepped up its restrictions on Chinese IT firms, such as Huawei and TikTok operator ByteDance.

Observers say the Chinese government wants to counter the US tendency to take a tougher stance against Beijing as the US presidential election approaches.

Medical experts in Japan have drawn up recommendations for coronavirus treatment options.

The Japanese Society of Intensive Care Medicine and the Japanese Association for Acute Medicine compiled the first guideline of its kind after analyzing reports from across the world.

The guideline offers a strong recommendation for the use of steroid dexamethasone on patients with moderate to severe symptoms, but also strongly advises against using it in mild cases.

It gives a weak recommendation on remdesivir for patients with moderate to severe symptoms.

Remdesivir, the first medicine approved in Japan for coronavirus patients, is not recommended for mild cases so far, because its efficacy for them has not been proven.

The two organizations say they will publicize the guideline on their websites and keep updating it.

The president of the Japanese Society of Intensive Care Medicine, Nishida Osamu, said the guideline was made by organizing a wide-range of information about coronavirus treatments. He hopes that it will help doctors to treat patients.

Nine leading drug makers throughout the world have issued a joint statement vowing to put safety first in developing coronavirus vaccines.

Companies including British-based AstraZeneca and US-based Pfizer issued the declaration on Tuesday.

They say they will "always make the safety and well-being of vaccinated individuals our top priority."

The companies add they will "only submit for approval or emergency use authorization after demonstrating safety and efficacy through a Phase 3 clinical study that is designed and conducted to meet requirements of expert regulatory authorities such as FDA."

Coronavirus vaccines currently under development have not yet passed the final phase of clinical trials.

But China and Russia have already authorized their use, and US authorities have suggested they too would approve emergency use of the vaccines.

It has been pointed out that governments around the world are rushing to develop a vaccine against the new coronavirus in order to boost their standing in the international community.

Observers have noted in the US, pharmaceutical companies may be under political pressure to speed up applications for approval ahead of the presidential election in November.

The declaration appears to be an effort to address concerns about political interference by giving top priority to safety.

The World Economic Forum surveyed about 20 thousand people in 27 countries, including Japan, from July to August this year.

26 percent of the respondents said that they are concerned about the vaccine's impact on their health and are reluctant to get vaccinated. Securing safety is a major challenge.

NHK has learned that more than 2,600 people have died over the ensuing years after being evacuated from their hometowns following the meltdowns at the Fukushima Daiichi nuclear power plant in March 2011.

NHK contacted local governments in Fukushima Prefecture and found that at least 2,670 people, about 10 percent of the original population, had died as of August. More than 26,500 people lived in seven municipalities near the plant. Where they lived have been designated no-entry zones for nearly nine and a half years because radiation levels remain high.

By municipality, 895 people from Okuma Town have died, 792 from Futaba Town, 576 from Namie Town, 362 from Tomioka Town, 32 from Iitate Village, 12 from Katsurao Village, and one from Minamisoma City.

The Japanese government is conducting decontamination work and rebuilding infrastructure in some areas with the aim to allow residents to return in two or three years.

But there is no concrete plan to make other parts, or 92 percent of the no-entry zone, habitable again, despite the strong hope of residents to return home.

Analysts are expecting new iPhones that can run on 5G networks will generate higher demand.
