US President Donald Trump has nominated conservative Amy Coney Barrett for the Supreme Court to replace liberal Ruth Bader Ginsburg, who died earlier this month.

Trump announced his pick at the White House on Saturday. He said "she is a woman of unparalleled achievement, towering intellect, sterling credentials, and unyielding loyalty to the Constitution."

The 48-year-old Barrett is currently a federal appeals court judge.

US media report that she is a devout Catholic and mother of seven. She is reported to be critical of abortion and gun control.

If confirmed by the Senate, Barrett would expand the conservative majority at the Supreme Court to 6-3.

Trump's choice is seen as a bid to regain ground in the presidential race by appealing to evangelical Christians, his key support base, and other conservatives.

Some observers also say the president was quick to name a conservative successor because he has in mind the possibility that the election results could be contested in court.

The Democrats are calling for mail-in voting to prevent the spread of the coronavirus. But Trump has insisted that mail-in ballots are vulnerable to fraud.

With just over a month remaining before the election, Democratic presidential nominee Joe Biden says the winner of the election should name the new justice.

US IT giant Google has decided to ban election ads on its platform for an unspecified period after polls close for the US presidential election on November 3.

The decision, made before Sunday, is being seen as an attempt to prevent post-election confusion. Some observers say the results could be delayed because of the time needed to count the unprecedented number of mail-in ballots due to the coronavirus pandemic.

NHK has learned that Chinese Foreign Minister Wang Yi is expected to visit Japan as early as next month to meet his Japanese counterpart, Motegi Toshimitsu.

A meeting with Japanese Prime Minister Suga Yoshihide is also being arranged. It would be Suga's first face-to-face talks with a senior Chinese official since assuming the post.

The moves follow a telephone conversation between Suga and Chinese President Xi Jinping on Friday.

They underscored the importance of high-level communication, including between the leaders, and agreed to work closely together.

Japan's prime minister will likely meet US Secretary of State Mike Pompeo when he visits Japan early next month.

The meetings with US and Chinese officials would come amid growing tensions between Washington and Beijing.

Suga places the Japan-US alliance at the core of his diplomacy, and he also seeks to maintain communication with China with the goal of building stable relations.

The prime minister is expected to convey his intentions to Wang at their meeting.

Japanese actor Takeuchi Yuko has died in an apparent suicide. She was 40 years old.

Sources say her family found her motionless in her home in Tokyo's Shibuya Ward around 2 a.m. on Sunday.

She was later pronounced dead at a hospital.

Tokyo police say the situation led them to suspect that she took her own life.

Takeuchi appeared in numerous movies and TV dramas. She won an actress award from the Japan Academy Film Prize Association. She was the heroine of an NHK drama series that started in 1999 and appeared in an NHK historical drama that was aired in 2016.

Japan has seen a succession of apparent suicides by actors and a reality show star in recent months.

A 30-year-old actor was found dead in his home in July. A 23-year-old reality show star died the following month.

A 36-year-old actor and an 80-year-old actor both died this month.

United Nations Secretary-General Antonio Guterres has called for the world to reverse course and return to a common path to nuclear disarmament.

Guterres released a statement for the International Day for the Total Elimination of Nuclear Weapons. The UN designated September 26 to mark the first high-level meeting on nuclear disarmament at the UN Assembly in 2013.

Guterres said that states possessing nuclear weapons "increasingly choose to pursue strategic competition over cooperation."

He added that the dangers posed by nuclear weapons are becoming more acute.

He urged such states to "return to real, good-faith dialogue to restore trust and confidence, reduce nuclear risk and take tangible steps in nuclear disarmament."

The UN chief stressed that "the death, suffering and destruction caused by the atomic bombing in Hiroshima and Nagasaki must not be repeated."

Guterres also supports the efforts being made to achieve the elimination of nuclear arms by the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons. The next meeting is scheduled to be held in January.

French police have opened an anti-terror investigation after a man and a woman were stabbed on a street in Paris.

The attack occurred on Friday near the former offices of satirical weekly Charlie Hebdo that were stormed by Islamic extremists in 2015. The assault killed 12 people.

Local media say the two victims are employees of a TV production company in the same building. French authorities say they were seriously wounded, but their lives are not in danger.

Police detained two men at separate locations near the site. Some local media outlets say one is an 18-year-old from Pakistan.

When the trial for the 2015 attack began earlier this month, Charlie Hebdo reprinted controversial cartoons of the Prophet Muhammad that previously sparked protests by Muslims.

The weekly has since received threats from organizations and individuals claiming to be Islamic extremists.

French Prime Minister Jean Castex visited the scene of Friday's attack and pledged to use all possible means to fight terrorism.

Lebanon's prime minister-designate has stepped down after a month of fruitless attempts to form a non-sectarian cabinet .

Former ambassador to Germany Mustapha Adib was appointed prime minister late last month by Lebanon's president.

The previous government of Prime Minister Hassan Diab resigned after a huge explosion in the capital Beirut on August 4.

Adib told reporters on Saturday that he was quitting because it had become clear that the kind of cabinet he wanted to form was bound to fail.

Various religious groups and sects are competing for political power in Lebanon.

Local media report that disagreement with Shiite Muslims over the appointment of a finance minister was a major stumbling block for Adib.

Lebanon desperately needs foreign financial assistance, especially after the devastating explosion.

France has shown willingness to help, but President Emmanuel Macron made clear that Lebanon must reform itself and set up a government capable of receiving aid as soon as possible.

A French start-up supported by a regional government is to build a plant to produce hydrogen with zero emissions.

The project was announced at a news conference on Saturday at the planned coastal site near the city of Nantes in western France. The Lhyfe start-up says hydrogen will be generated from seawater using electricity supplied by a nearby wind power farm.

The firm says this will be the first hydrogen plant in Europe to fully use renewable energy.

The plant is expected to start operating in May next year. The maximum daily output of one ton will be supplied to hydrogen buses in the area.

Hydrogen-powered automobiles and planes that do not emit carbon dioxide are being developed globally. Most methods of producing hydrogen emit greenhouse gases. The plant will contribute to the de-carbonization of the economy as it will not generate any CO2.

Lhyfe CEO Matthieu Guesne told reporters that hydrogen produced with fossil fuel is no different from gasoline, and that's why it's important to use a process that does not emit any greenhouse gases.
