What could be the most powerful typhoon in decades is threatening the country's southwest.

Weather officials expect the typhoon to develop to emergency-warning level as it approaches or makes landfall in the Kyushu region from Sunday to Monday.

Japan Meteorological Agency official Nakamoto Yoshihisa said, "The large and very powerful Typhoon Haishen is expected to intensify to emergency-warning level as it nears the regions of Okinawa early on Sunday and Amami later the same day."

Japanese Land Ministry official Takamura Yuhei said, "There is an increasing risk of flooding from large rivers in Kyushu. There is also the danger of flooding in regions other than Kyushu."

The Meteorological Agency is warning of record-breaking winds, high waves, storm surges and unprecedented heavy rains.

Weather officials say Typhoon Haishen was 160 kilometers south of Minami Daito Island in the Pacific Ocean on Saturday morning. It was moving north-west at 15 kilometers per hour.

It has a central atmospheric pressure of 920 hectopascals and is packing maximum winds of more than 180 kilometers per hour near the center -- and gusts of up to 252 kilometers per hour.

The typhoon is affecting major transport networks. The operator of the Kyushu Shinkansen says services may be partially suspended on Sunday and cancelled all day Monday.

Airlines have canceled more than 80 domestic flights for Saturday. Most are to and from the southern parts of Kyushu and Okinawa.

North Korean media say authorities have punished local senior officials for failing to evacuate residents ahead of Typhoon Maysak. The storm made landfall on Thursday in the country's east, causing dozens of casualties.

State-run Korean Central Television said the typhoon inundated roads in the city of Wonsan and damaged crops across the country.

Ruling Workers' Party newspaper, Rodong Sinmun, reported on Saturday that Wonsan and the province of Kangwon also suffered dozens of casualties due to the typhoon.

The paper also reported local party and municipal officials were severely reprimanded for their failure to follow the party's policy, examine buildings at risk, and evacuate residents.

It said officials were accused of negligence and lack of responsibility.

The report provided few details, such as the exact numbers of deaths and injuries.

North Korea has been hit by a series of extreme weather events in recent weeks, including torrential rains and typhoons. In a rare move, Korean Central Television broadcast all night when typhoons Bavi and Maysak struck the country.

State TV warned on Friday that Typhoon Haishen may soon make landfall in the country's northeast, bringing heavy rain and strong winds.

The International Atomic Energy Agency says Iran has begun providing access to sites where it is suspected of storing nuclear material. It also says Iran continues to increase its stockpile of low-enriched uranium.

The IAEA distributed a new report on Iran's nuclear development to board members on Friday.

The report says that after a visit to Tehran by IAEA Director General Rafael Grossi in late August, Iran agreed to provide inspectors access to two sites where it was suspected that nuclear material was stored. It says the IAEA has already visited one of them and will check the other this month.

The report also says Iran's stockpile of domestically produced low-enriched uranium has reached more than 10 times the amount allowed under the 2015 nuclear deal between Iran and world powers.

The IAEA is scheduled to brief board members on the latest information on September 14.

Iran's continued nuclear development while being conciliatory on IAEA inspections could trigger criticism from the United States and other countries.

The defense ministers of China and India have agreed to continue dialogue in their first talks since a deadly military clash in a disputed border region in June.

Chinese defense minister Wei Fenghe and his Indian counterpart Rajnath Singh met in Moscow on Friday.

Twenty Indians died in the June fighting. Tensions remain high after scuffles started breaking out in some areas late last month.

China's defense ministry says Wei insisted that India bears full responsibility for the situation.

The Chinese minister also reportedly said the sides should seek a solution through dialogue, and that they need to ease the tensions as early as possible to maintain peace and stability in the region.

Indian and other media say Singh responded that Chinese troops tried to change the status quo. He also reportedly stressed the importance of continuing dialogue to resolve the issue.

Efforts to address the problem will prove challenging because many parts of the 4,000-kilometer border are not demarcated.

The Japan Para Athletics Championships opened on Saturday in Kumagaya, Saitama Prefecture, near Tokyo, with measures against the coronavirus in place.

The two-day event was originally scheduled for May but was postponed due to the pandemic.

No athletes' families or spectators are allowed at the venue as some para athletes are at greater risk of developing serious conditions should they be infected with a virus.

Disinfectants have been distributed to all athletes taking part in the event. The competition wheelchairs have been disinfected.

On Saturday morning, long-jumper Takada Chiaki, who has qualified for next year's Tokyo Paralympics, won an event for the visually-impaired.

Helped by a caller who guided her using his voice and clapping, Takada jumped 4.46 meters, 2 centimeters short of her own event record.

The event is seen as a key test for holding next year's Tokyo Paralympics safely.

The British Museum says it has purchased 103 rediscovered drawings by Japanese artist Katsushika Hokusai and they are available to see online.

The museum said on Thursday that the drawings resurfaced in Paris last year after they had been forgotten for decades.

They were previously owned by French collector and jeweler Henri Vever. They were put up for auction in 1948 and are believed to have been in a French private collection since then.

The Museum says the drawings were created in 1829 as illustrations for an unpublished book called "Great Picture Book of Everything."

It was widely believed that Hokusai was not active at that time due to his wife's death and also because he had suffered a minor stroke.

It was about two years before he began publishing the famous print series, "Thirty-six Views of Mt. Fuji."

The museum says that he was "in fact entering a new burst of creativity."

The drawings are planned to be on display as part of a future exhibition.
