A US court has temporarily blocked the Trump administration's order that would have banned downloading and updating video-sharing app TikTok in the country.

The US District Court for the District of Columbia issued a preliminary injunction on Sunday, just hours before the ban was set to take effect.

The Trump administration calls Chinese-owned TikTok a possible threat to national security. It says the Chinese government could gain access to the personal information of Americans.

The app's Chinese operator had filed a lawsuit against the administration's order.

The court acknowledged part of the argument made by a TikTok lawyer who had said in a Sunday morning hearing that the ban was "unprecedented" and "irrational."

But the court did not agree to block a more comprehensive ban scheduled for November.

After the ruling, TikTok said in a statement that it was pleased with the decision.

The US Commerce Department said it "intends to vigorously defend the Executive Order and the Secretary's implementation efforts from legal challenges."

US and Chinese authorities are examining a partnership agreement between the Chinese operator ByteDance and US firms, including software company Oracle.

But the Chinese and US firms are divided over control of a new US entity.

TikTok says it hopes to continue talks with the US government to conclude the deal.

The New York Times reports that US President Donald Trump paid no income taxes for 10 of the 15 years before he won the presidency. He has denied the report.

The US newspaper says it has obtained tax-return data extending over more than two decades for Trump and companies that make up his business organization. The daily published its analysis of the data on Sunday.

The report says Trump paid 750 dollars in federal income taxes in 2016, the year he won the presidential election. The report says he paid another 750 dollars in 2017, when he took office.

The Times says Trump paid no income taxes at all in 10 of the previous 15 years, largely because he reported losing much more money than he made.

Trump told reporters at the White House on Sunday that the report is "totally fake news."

Trump said people will learn much more if they look at public filings he has made. He expressed his willingness to release his tax-return data after authorities' audit is done.

Recent US presidents have voluntarily made their tax-return documents public. But Trump has so far declined to release his data, saying he is under audit.

The New York Times had previously reported that Trump's tax returns from 1985 to 1994 showed massive losses that allowed him to avoid payment in 8 of the 10 years.

The newspaper says additional articles on Trump's tax documents will be published in the coming weeks.

US Democratic presidential candidate Joe Biden has strongly opposed President Donald Trump's nomination of a conservative judge for the Supreme Court.

Biden spoke to reporters on Sunday in the eastern state of Delaware. Trump nominated Amy Coney Barrett on Saturday to replace liberal Justice Ruth Bader Ginsburg, who died earlier this month.

Biden commented on Trump's desire to have Congress confirm his nominee ahead of the November presidential election. Barrett's confirmation would expand the top court's conservative justice majority to 6-3.

Biden warned that a more conservative top court could strike down abortion rights and the health insurance program known as Obamacare.

The Senate is scheduled to start the confirmation process on October 12.

Biden urged Senate Republicans and Democrats to "stand strong" for US democracy. He said the upper chamber must not act on nomination until the American people finish the process of selecting the next president and Congress.

Biden also reiterated his demand that the winner of the presidential election should nominate the new justice.

Some observers say Trump went ahead with the nomination to prepare for the possibility that the election outcome could be contested in the courts.

Chinese authorities are intensifying their crackdown in the Inner Mongolia Autonomous Region on ethnic Mongolians who are staging protests against measures to reduce education in their native language.

The central government has decided that language classes for the first and seventh grades should teach Chinese, rather than Mongolian, from the new school term that began this month.

It has also been decided that classes in other subjects will be switched to Chinese in phases from next year.

Mongolians are concerned that their language could be lost. Local residents say demonstrators and parents of children who boycotted classes have been detained.

A former teacher told NHK by phone that many people have been arrested for allegedly staging illegal rallies and treated like political prisoners.

She said teachers who oppose the new policy are threatened with dismissal or pay cuts.

A US-based organization, Southern Mongolia Human Rights Information Center, estimates that more than 4,000 Mongolians have been "under some form of police custody" since late August.

Back on September 3, a Chinese Foreign Ministry spokesperson said a country's official language is a symbol of national sovereignty, and that learning and using it is people's right and obligation.

The spokesperson stressed that education in Inner Mongolia will continue to be taught in the two languages.

A partisan divide at the US Congress is preventing an additional coronavirus relief bill from being passed into law. The deadlock is raising concerns that the struggling airline industry could begin massive job cuts.

The government has already approved 25 billion dollars' worth of aid to help preserve jobs at airlines facing financial difficulties due to the pandemic. The budget for the programs is scheduled to expire at the end of this month.

The airline industry needs further financial support. But there is little prospect that Congress can agree to pass an extra relief package owing to a rift between the Republicans and Democrats.

The partisan chasm has been widening over issues such as President Donald Trump's nomination of a conservative judge for the Supreme Court.

Airlines caution that without additional assistance from the government they may pare a huge number of jobs.

American Airlines and United Airlines plan to lay off or furlough a total of at least 30,000 workers. The move may affect the companies' operations worldwide.

Analysts fear that Congress failing to approve the extra package soon enough could increase the scale of job losses even further as it would also provide aid for small businesses to preserve jobs.

The 28-year-old Shodai has won his first title in the Autumn Grand Sumo Tournament, with 13 wins and two losses.

Shodai, who holds the third-highest rank of Sekiwake, clinched the Emperor's Cup on the final day on Sunday by beating his immediate runner-up, rank-and-file Tobizaru.

The two Yokozuna Grand Champions, Hakuho and Kakuryu, were absent from the tournament due to injuries.

Shodai has repeatedly been among the frontrunners over the past year before his first win in this tournament.

Shodai is the first wrestler from southern Japan's Kumamoto Prefecture to win a tournament.
