US President Donald Trump says he will restart his re-election campaign, which has been suspended since he tested positive for the coronavirus. He and his Democratic rival Joe Biden are reaching out to hotly contested swing states.

Trump delivered a speech from a White House balcony to several hundred supporters on Saturday. It was his first public appearance after his three-day hospital stay.

Trump plans to hold rallies in the battleground states of Florida, Pennsylvania, and Iowa from Monday to Wednesday. He is keen to return to rallies, which he regards as his forte, as Biden keeps a lead over him in recent polls.

But some are voicing skepticism that Trump has fully recovered from COVID-19.

The White House released a memo on Saturday by Trump's doctor, saying that the results of the president's PCR tests suggest he is no longer considered a transmission risk by currently recognized standards.

Biden visited a job training facility in Pennsylvania on Saturday. He criticized Trump for his poor response to the pandemic and said the last thing people need is a president who exacerbates challenges. He also said that he will create jobs with infrastructure projects and through other means.

Both campaigns are planning rallies and more TV ads in swing states.

Police in Thailand say a collision between a freight train and a bus has left 18 people dead and 35 injured in the eastern province of Chachoengsao.

The collision occurred at a railway crossing in a thinly populated area on Sunday morning. Those who died were the driver and passengers of the bus.

Investigators say the bus was carrying about 60 people from a neighboring province for a religious ceremony at a Buddhist temple near the accident site.

The crossing has no barriers. The train driver is said to have seen the bus from about 300 meters away, and to have applied the brakes, but did not manage to avoid the collision.

Police believe the bus driver failed to notice the oncoming train.

A ceasefire between Azerbaijan and Armenia came into effect on Saturday. But both countries have already accused the other of violating the truce.

The two former Soviet Union countries were engaged in heavy fighting for almost two weeks over the Nagorno-Karabakh region. The ceasefire brokered by Russia went into effect at noon Saturday, local time.

But Armenia stated that an area in the southern part of the country was attacked with missiles after the ceasefire was in place.

Azerbaijan also announced that its troops around the region and a city in the western part of the country were shelled.

The two countries both denied that they violated the ceasefire.

Azerbaijan's Foreign Minister Jeyhun Bayramov is said to have told Turkish counterpart Mevlut Cavusoglu by phone on Saturday that the ceasefire is only temporary and for humanitarian purposes, such as exchanging prisoners. Cavusoglu has reportedly said that the ceasefire is an important step, but it cannot replace a lasting solution.

North Korea has displayed what appears to be a new type of intercontinental ballistic missile at a military parade in the capital, Pyongyang.

The country held the event in the predawn hours on Saturday at Kim Il Sung Square in central Pyongyang.

The first North Korean military parade in two years marked the 75th anniversary of the founding of the ruling Workers' Party.

North Korean leader Kim Jong Un delivered an address, saying that the country will continue to strengthen the war deterrent, the righteous self-defense means, to contain and control all the dangerous attempts by hostile forces, including their sustained nuclear threat.

But he avoided direct criticism of the United States.

The parade showcased a Hwasong-15 ICBM, which Pyongyang claims can hit anywhere in the US mainland.

It was followed by what is believed to be a new type of ICBM on a transporter vehicle having 11 wheels on one side, two more than that for the Hwasong-15.

The parade also included a new type of submarine-launched ballistic missile, or SLBM, which was labeled as the Pukguksong-4.

The US and other militaries are conducting an analysis of the newly disclosed North Korean weapons.

US space agency NASA has announced that the launch of the first operational flight of the private-sector spacecraft Crew Dragon has been delayed to no sooner than early-to-mid November.

NASA and the US firm SpaceX planned to launch the spacecraft with a Falcon 9 rocket on October 31. The firm developed the spacecraft that will carry a crew of four including Japanese astronaut Noguchi Soichi to the international space station.

NASA says that the additional time will allow the company to complete hardware testing and data reviews as the company evaluates unexpected behavior of the Falcon 9 first stage engine gas generators observed in a recent rocket launch.

NASA is expected to commission the spacecraft to regularly shuttle astronauts to and from the international space station.

NASA says it has a strong working relationship with SpaceX and they would know more about the findings on the engines within the coming week.

Japanese electronics makers are developing projection systems to encourage social distancing.

Hitachi's new device locates people with sensors and projects a video of fish swimming around them in a 2-meter-wide circle. The fish escape if people get too close to others.

Mitsubishi Electric began selling equipment in April that projects an animation on the floor to remind people to check if a facility is too crowded. It also advises them to board elevators in small groups.

A system developed by Panasonic warns people when an event venue is becoming too crowded by changing the color of the lighting.

The devices are designed to help children and foreigners who cannot read Japanese and to urge them to take steps to prevent the spread of the coronavirus.

The competition to develop such systems is intensifying as people adapt to a new normal in their daily lives.

The Tokyo Metropolitan Government says it confirmed 146 new cases of the coronavirus on Sunday.

The number topped 100 for the sixth day in a row.

The ages of those infected range from under 10 to over 80.

The total number of confirmed cases in the Japanese capital now stands at 27,715.

Patients in serious condition total 24 -- the same figure as Saturday.

A main event of a long-running festival usually held in western Japan has been cancelled due to the coronavirus pandemic.

The Danjiri Festival features men in happi coats hauling large wooden carts resembling shrines called "danjiri" through the narrow streets of the city of Kishiwada in Osaka Prefecture.

The tradition stretches back over 300 years. But the main event has been canceled this year amid the coronavirus pandemic, as it would likely draw large crowds.

Only related shinto rituals took place. Float event managers received paper decorations bearing the chief priest's prayer for good harvest at a local shrine.

Then local people decorated the floats with the paper as usual. Local residents played Japanese drums and flutes to create a festive mood.

City officials say the last time the main event was cancelled was in 1945, immediately after World War Two.

A float event manager said the festival cheers up the local people. He said it is disappointing that the float event was cancelled, but that he was happy to have taken part in the shinto rituals.

Railway workers in the northern Japanese city of Sapporo are tuning up a traditional snowplow to get ready for the first snow of the season.

The tram is equipped with sasara, rotating bamboo brushes that remove snow from tram rail tracks. They have been used during snowy months in the city since 1925.

Tram drivers mounted the brushes on the tram at a train depot on Sunday morning. And they checked to see if the brushes rotated without problems in a test run.

Driver Hashida Ryosuke says railway workers will work hard to ensure the tracks are cleared of snow to make tram passengers feel safe.

The sasara snowplow normally operates between mid-November to March the following year.
