Japanese Prime Minister Suga Yoshihide and Vietnamese Prime Minister Nguyen Xuan Phuc are holding talks in Hanoi. They are expected to discuss strengthening regional security and boosting economic ties.
It's Suga's first overseas trip since taking office last month. The visit comes just weeks before Vietnam is set to host the Association of Southeast Asian Nations summit.
On Sunday, Suga said he wants to reaffirm ties with ASEAN -- emphasizing Japan's policy of creating a free and open Indo-Pacific region based on the rule of law.
China has been steadily increasing its maritime activity in the South China Sea.
On the economic front, Suga is expected to discuss how to strengthen Japanese supply chains in Vietnam amid the coronavirus pandemic.
Further relaxing entry restrictions between the two countries are also likely to be on the agenda.

Vietnam seeks to strengthen security and economic ties with Japan amid territorial disputes with China in the South China Sea.
Increased US involvement in the region is raising concerns about an escalation of tensions.
Vietnam has welcomed Japan's intention to establish a free and open Indo-Pacific region based on the rule of law and contribute to its peace and prosperity.
Hanoi intends to strengthen ties with Tokyo through defense cooperation.
Vietnam's economy has been hit hard by the coronavirus pandemic. Its growth from January through September dropped to the lowest level in 10 years.
The Vietnamese government hopes the visit by Japanese Prime Minister Suga Yoshihide will help attract more investment from Japan.
Vietnam would also like to receive more support from Japan to modernize the country's roads, railways and other infrastructure, as well as medical systems.
Japan is the largest recipient of overseas Vietnamese workers. Vietnam's leaders are expected to ask the Japanese delegation for further cooperation.

US President Donald Trump and Democratic presidential candidate Joe Biden campaigned in key states on Sunday with just over two weeks to go until Election Day.
Trump took part in an event held at a church in the western state of Nevada on Sunday morning.
Nevada was won by the Democratic Party in the 2016 presidential election. It is one of several key states that the Trump campaign wants to flip.
He then attended a closed-door gathering of his supporters in California.
Trump returned to Nevada in the evening for a large rally in the state.
His Democratic rival Joe Biden spoke at a rally in the southern state of North Carolina, a battleground state. He said, "I'm running as a proud Democrat, but I will govern as an American president. No red states, no blue states. Just the United States."
He promised that he will work hard for those who didn't support him and those who did, which he said is the job of the president.
The former vice president said, "Early voting started on Thursday. Don't wait. Go vote today."
Biden maintains a lead over Trump in national opinion polls with the election.
Trump stepped up efforts to rally support by campaigning in four states over the weekend.

Bahrain and Israel have agreed to establish diplomatic relations in a historic deal brokered by the United States.
Bahrain invited US and Israeli delegations to its capital, Manama, on Sunday for talks on normalizing ties.
After discussions, Bahrain and Israel announced that they have agreed to cooperate in a range of areas, including communications and agriculture.
Last month, the Arab kingdom signed agreements with Israel to normalize bilateral ties with mediation by the administration of US President Donald Trump.
Bahrain maintains close ties with the US, hosting the US Fifth Fleet Command that oversees the Persian Gulf.
Bahrain's government is apparently aiming to step up pressure on its longtime foe, Iran, through cooperation with the US and Israel.
But a majority of Bahrainis are Shia Muslims, who account for a majority of Iran's population. Many oppose the normalization of relations between Bahrain and Israel.
It is uncertain whether Bahraini leaders, who are minority Sunni Muslims, can proceed with procedures toward normalization.

Japan's exports and imports continued to recover last month from a pandemic downturn. The overall figures remained negative compared to last year, but the declines are getting smaller.
Exports were down 4.9 percent in September from a year ago. The negative figure still shows a path of recovery from May, when it plunged nearly 30 percent.
Exports to the United States increased for the first time in 14 months. Shipments to China, the world's second largest economy, jumped 14 percent for a third-straight month of gains. Exports to the European Union still show a drop of 10.6 percent, but the figure is smaller than previous months.
Imports also tumbled 17.2 percent, which was nonetheless an improvement from August.
Japan posted an overall trade surplus for the third-straight month. It stood at 675 billion yen, or about 6.4 billion dollars.

Major Japanese electronics manufacturers have opened online showrooms to support sales amid the coronavirus pandemic. They are betting on digital technology to compensate for slumping customer traffic at their bricks-and-mortar outlets.
Panasonic launched an online showroom using virtual reality technology in September. It is a digital recreation of an actual location in Tokyo that showcases products for corporate clients.
Customers are invited through a video-conferencing system. They can observe the movements of robotic arms, or listen to an explanation of facial-recognition technology while watching a video clip.
Sony sales staff this month started introducing products online with handheld cameras from a showroom for business clients.
Kajio Keizo, an official at the Sony's Brand Strategy Department, says he hopes overseas customers get a sense of their products with the remote presentations when they cannot easily come to Japan.
Sony's virtual tours enable customers to find out more about products including its professional video cameras, and the Aibo dog-shaped robot.

A landslide hit a military barracks in Vietnam on Sunday, burying 22 army personnel. Rescuers have recovered 12 bodies.
The Vietnamese government says the search and rescue operation is continuing in Quang Tri Province.
Downpours brought by a low-pressure system have caused floods and landslides in central Vietnam since the beginning of this month, and further heavy rain is expected. Disaster management authorities say at least 60 people had been killed and four were missing as of Saturday.
The US embassy in Vietnam says it will provide 100,000 dollars to support disaster relief. The Japanese government says it will send emergency relief supplies.

The former Soviet republics of Azerbaijan and Armenia are accusing each other of breaching a second ceasefire agreement over the disputed Nagorno-Karabakh region.
Azerbaijan and Armenia initially agreed to stop fighting starting on October 10. But clashes continued. That prompted Russia to broker another ceasefire. It was due to take effect on Sunday.
Armenia reported several hours after the ceasefire was supposed to have been implemented that artillery attacks by the Azerbaijani military had caused deaths and injuries. In turn, Azerbaijan accused Armenia of carrying out mortar attacks.
More than 800 people, including 96 civilians, have died on both sides since the first military clash occurred on September 27.
Concern is mounting among the international community over Armenia and Azerbaijan's failure to implement two ceasefire agreements.
It is unclear whether the two sides will be able to move forward with humanitarian measures, such as the exchange of prisoners of war and the handing over of bodies.

People in France took to the streets on Sunday to pay their respects to a junior high school teacher who was killed in a suspected terrorist attack.
The teacher was targeted in a knife attack outside Paris on Friday by an 18-year-old Russian-born man of Chechen origin.
Prosecutors are treating the case as an act of terrorism, saying it may be linked to the teacher's showing a caricature of the Prophet Muhammad as part of a class on freedom of expression.
At a square in eastern Paris, people offered flowers to the male victim, and held up signs declaring that they, too, are teachers.
One junior high school teacher said she is deeply saddened, adding that freedom of expression should be protected.
Another woman said she came, as a French citizen and a Muslim, to say "No" to terrorism.
In 2015, Islamic extremists conducted a fatal attack on the Paris headquarters of the Charlie Hebdo magazine after it published a caricature depicting the Prophet Muhammad.
Last month, a man from Pakistan stabbed two people outside the former Charlie Hebdo office after the magazine republished the caricature.
