Japan's Meteorological Agency has issued a heavy rain emergency warning for parts of the Izu Islands south of Tokyo after the area was battered by Severe Tropical Storm Chan-hom.
Nakamoto Yoshihisa of Japan Metrological Agency says "We've issued a heavy rain emergency warning for Miyake Village and Mikurajima Village after an unprecedented amount of rain fell. There's a possibility that an emergency warning will be issued for other areas as well."
One area in Miyake Island was hit by more than 80 millimeters of rain per hour. Elsewhere in the Izu Islands, landslides have been reported on Hachijojima Island.
The rain has also caused landslides in Mie Prefecture.
Local governments throughout the affected regions have already issued evacuation orders and advisories.
Strong winds are also expected in western Japan through Saturday, and on the Pacific side of eastern Japan through Sunday.
More than 10 domestic flights were canceled on Saturday. Airlines are calling on passengers to get the latest information from their websites.

Azerbaijan and Armenia have agreed to a ceasefire in the conflict over the Nagorno-Karabakh region.
The agreement was reached after more than 10 hours of talks in Moscow between the countries' foreign ministers. The meeting, mediated by Russia, was the first diplomatic contact between the sides since the latest flare-up in fighting over the disputed region last month.
Russian Foreign Minister Sergey Lavrov announced after the talks that Azerbaijan and Armenia agreed to a ceasefire starting on Saturday at noon, local time.
He explained that the purpose of the deal is to exchange prisoners and the bodies of people killed in the conflict.
He also said the specifics of the ceasefire will be agreed separately.
More than 420 people have been killed since the fighting erupted between the former Soviet republics on September 27.

The organizer of the US presidential debates says the second meeting between President Donald Trump and his Democratic challenger Joe Biden, scheduled for next week, is cancelled.
The Commission on Presidential Debates says there will be no meeting on October 15, because the campaigns of the two candidates have announced separate plans for the day.
The organizer had earlier said it would hold the debate in a virtual format. But Trump rejected it.
The commission says it will go ahead with the third debate slated for October 22, because both candidates have agreed to take part, and that it will likely be the final meeting.

US President Donald Trump says he will skip next week's virtual debate with Democratic presidential candidate Joe Biden.
Trump was speaking by phone with a Fox TV program on Thursday, responding to a statement just issued by the Commission on Presidential Debates.
The statement said the second debate, scheduled for October 15, will take place with the candidates in "separate remote locations" to "protect the health and safety of all involved."
Trump said the online style is "not acceptable" to his campaign, calling the format "ridiculous." He said he is not going to waste his time or "sit at a computer" for a virtual debate.
The Trump campaign said in a statement, "For the swamp creatures at the Presidential Debate Commission to now rush to Joe Biden's defense by unilaterally canceling an in-person debate is pathetic."
The statement added, "We'll pass on this sad excuse to bail out Joe Biden and do a rally instead."
The Biden campaign released a statement expressing the candidate's willingness to participate in the virtual debate. But he later told reporters of his intention to wait and see how the situation develops. He said the president "changes his mind every second."
Questions began to swirl over whether the debate would go ahead as planned after Trump contracted the coronavirus.

Twitter is imposing new restrictions and adding warning labels to prevent the spread of misinformation about the US presidential election.
Twitter said in a statement on Friday that from October 20 to at least the end of the US election week, global users will be encouraged to pause and think before they "retweet."
The company said that users pressing "retweet" will first be directed to the "quote tweet" button and encouraged to add their own commentary.
The social media platform will also flag tweets that declare premature victory and remove any that urge people to interfere with the election process through acts of violence.
With less than a month before the election, a number of US voters are expected to opt for mail-in ballots due to the coronavirus pandemic.
The results could be delayed because of the time needed to count the unprecedented number of mail-in ballots that are expected.
Russia allegedly meddled in the 2016 US presidential election using social media platforms.
Other social media companies have also tightened measures against political advertisements and spreading misinformation about the election.

Two former fighters of the Islamic State militant group have pleaded not guilty to charges of conspiring to kill four Americans in Syria.
Alexanda Kotey and El Shafee Elsheikh appeared via video link for a hearing at the US District Court in Virginia on Friday.
The two were indicted this week in connection with the hostage-taking and deaths of four Americans from 2012 to 2015. Both have been stripped of their British citizenship.
They are accused of being "leading participants" in a hostage-taking scheme targeting American and European citizens.
The indictment papers also refer to their involvement in the 2015 killings of Japanese nationals Goto Kenji and Yukawa Haruna.
The next hearing has been set for January 15.

The Canadian military has dispatched a vessel to the East China Sea to identify North Korean activities that possibly violate United Nations sanctions.
The Canadian government announced this week that it has sent a military frigate and a carrier-based helicopter to the area.
It said an air corps operating from the US Kadena Air Base in Okinawa will join the mission from November.
In a statement, Canadian Defense Minister Harjit Sajjan said, "As a Pacific nation, Canada continues to work with our partners and allies in the Asia-Pacific to maintain peace and security in the region."
A report released by the UN Security Council last month pointed out that North Korea has repeatedly violated sanctions. It said the country has stepped up illicit ship-to-ship transfers of refined petroleum products and other goods in the East China Sea and other waters.
The sanctions also include a ban on North Korea's coal exports. An international coalition led by Japan and the United States is looking out for possible transfers.
Japanese diplomatic sources say cooperation with Canada will also help to counter China's increased maritime activities in the East and South China seas.

Japan's labor and welfare ministry has started studying ways to encourage more men to take paternity leave.
A ministry survey last year showed that 7.48 percent of eligible men took paternity leave compared to 83 percent of women.
The ministry plans to discuss the creation of a program that would allow men to take leave more easily right after their child is born.
The ministry will also consider increasing the number of times they can take leave. Currently, men are granted a second period if they take no more than eight weeks off starting from the time their child is born.
The ministry says it will study ways to encourage businesses to publicize the rate of workers who take childcare leave.
