Putin expressed his expectation for better mutual understanding next year between peoples of the 2 countries through exchange events.
The events are designed to pave the way for conclusion of a bilateral peace treaty, which includes the resolution of the Northern Territories issue. Russia controls the islands; Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory.
A variety of cultural exchange events are planned for next year, which is designated as Japan-Russia cross exchange year. The 2 leaders designated it in their summit in December 2016 to expand people-to-people exchanges.

Major western cities are tightening security on New Year's Eve on concerns over numerous terrorist attacks which have taken place in the US and Europe over the past year.
A heavy security presence is seen at venues of various events to celebrate the New Year.
London ramped up security at a New Year's fireworks event. Britain suffered a suicide attack near a concert venue in May and a bomb was detonated on a subway in September.
On Friday, security fences were set up and a helicopter hovered over the venue.
A police official says security personnel are keeping an eye on everything --both visible and invisible.
A Christmas market was attacked in the German capital of Berlin last year when a truck drove into crowds killing 12 people. One year on, an outdoor concert and other events are planned in the city for revelers celebrating New Year. Concrete roadblocks have been placed to prevent vehicles from entering event sites.
In New York, an improvised pipe bomb exploded earlier this month in an underground passage near Times Square. The square is a popular gathering spot for crowds to ring in the New Year. Police have mobilized more armed officers and sniffer dogs than last year.

Anti-government demonstrations continue in Iran. Clashes with police have been reported in the capital Tehran and elsewhere in the country.
The protest began in the northeastern city of Mashhad on Thursday with participants expressing frustration at rising prices and the high unemployment rate.
Protesters at Tehran University on Saturday lashed out at the supreme leader Ayatollah Ali Khamenei, chanting "Death to the dictator" as they faced police forces.
Footage from the western city of Dorud shows a demonstrator being carried away from the protest site. Some foreign media reported that at least two protesters were fatally shot by the police.
Interior Minister Abdolreza Rahmani Fazli has called on people through local media not to take part in illegal gatherings. The government has detained about 100 demonstrators so far.
Images of the protests have spread via social media, and some are urging citizens to take further action.

Competition is intensifying over the development of a new type of battery. It would enable electric vehicles to cover more than twice the distance that they currently can, using conventional batteries.
All solid-state batteries use solid electrolytes. They have a greater capacity to produce electricity, compared to conventional lithium-ion batteries that use liquid electrolytes.
Researchers say the new type of battery can, in addition, shorten the time required for a full charge from hours to minutes.
After one charge, electric vehicles powered by conventional batteries cannot run as long as gasoline-powered cars can.
Toyota Motor and Panasonic are jointly working to put the all solid-state battery into practical use by the early 2020's.
Nissan Motor and Honda Motor are also developing the new battery.
Non-automotive companies, such as Hitachi and Asahi Kasei, as well as battery manufacturer GS Yuasa, have initiated research in the field.
Professor Ryoji Kanno of the Tokyo Institute of Technology says many technical hurdles must be overcome before a manufacturing method can be established. He adds that more researchers and engineers are needed, in order to come up with various ideas.

The number of Japanese who became adults in 2017 was unchanged from the previous year, pausing a decline in the figure over recent decades.
The internal affairs ministry estimates 1.23 million people -- 630,000 men and 600,000 women -- turned 20 this year. They account for 0.97 percent of the population. The figure has been below one percent for 8 consecutive years.
The number of 20-year-old Japanese had been steadily falling since 1994, when 2.07 million 2nd-generation baby boomers came of age.
Ministry officials say the decline in people of this age group is expected to continue.

Firefighters in Tokyo are working to put out a blaze that broke out in a busy shopping and tourist district on Sunday.
The Tokyo Fire Department says it received a call about a fire at a commercial building in Shibuya Ward at around 1:30 PM. The building houses a restaurant and other facilities.
25 fire trucks responded. Authorities say firefighters rescued a man trapped in the building. They say flames were still seen between the 2nd and 4th floors.
The area, which has many fashion-related stores and restaurants, is about 300 meters north of JR Shibuya station. The fire attracted a crowd of onlookers, including locals and tourists.

Shrines and temples across Japan are busy making final preparations to welcome millions of visitors for the New Year.
Meiji Jingu shrine in Tokyo usually attracts more than 3 million visitors during the first 3 days of January.
The dog is next year's animal in the Chinese zodiac calendar. Shrine maidens made displays of dog-shaped bells. They also prepared wooden votive tablets and other good luck items.
One of the main gates is decorated with a 3.8-meter-long arrow amulet and a wooden plaque with a painting of a dog.
Visitors praying for good luck will be able to throw offerings of coins and banknotes into a large enclosure.
Meiji Jingu is reroofing its buildings ahead of its 100th anniversary in 2020. About 7,000 new copper plates now cover the roof of one of the halls.
A shrine official, Miki Fukutoku, says more foreigners have been coming to Meiji Jingu in recent years, and the shrine is taking steps to ensure that everyone will have a safe visit.

Japan's land ministry says this year has seen the highest number of land-related disasters in Japan in a decade.
The ministry says the number of landslides, mudflows and other earth-related disasters caused by heavy rain or snow melt in 2017 stood at 1,462. These disasters left 24 people dead or missing and destroyed or damaged about 700 homes in total.
370, or a quarter of the disasters, were caused by Typhoon Lan, which hit Tokyo and surrounding prefectures in October. Heavy rain in July in the northern Kyushu region was the second largest contributor with 307.
Fukuoka Prefecture in northern Kyushu had the largest number of land-related disasters at 235.
The ministry says this type of disaster affected all of Japan's 47 prefectures.
It says many typhoons moved from south to north along the Japanese archipelago, affecting wide areas across the nation.
It also blames a lingering active front on the Japan Sea coast that brought unusually heavy rainfall.

Buyers crowded Tokyo's Tsukiji wholesale food market on the last trading day of the year. The facility will be relocated to a new site next year after operating in its present location close to the fashionable Ginza shopping district for about 8 decades.
Sellers were busy from early Saturday supplying New Year's delicacies including seafood.
Tokyo Governor Yuriko Koike announced in June a basic plan to move the market southeast to Toyosu. On December 20th, a council set up by the Tokyo government and businesses decided to open the new premises on October 11th next year.
Workers participated in traditional year-end cleaning. Staff at one stall that has operated for 60 years in the market began washing down the refrigerators and floor after trading finished around 7 AM.
They celebrated the year's end with a brief hand-clapping ritual.
Company president Naohide Kametani said he worried about the market's future at the beginning of the year, but is relieved the relocation plan has been finalized.
He said he will continue to work hard next year to provide shoppers with excellent seafood.
The first auction of the New Year will be held on January 5th.

The US Defense Secretary says the schedule of joint military exercises between the US and South Korea will be adjusted for the upcoming Winter Olympics.
Jim Mattis spoke to reporters on Friday about the annual joint drills, which usually start in February or March.
The South Korean government proposed that the exercises be postponed, so as to not coincide with the PyeongChang Olympic and Paralympic Games.
Mattis said that rescheduling of the exercises will be, as always, subject to approval by both countries.
He said he is not pausing them because of a diplomatic issue or other reason, and that he doesn't currently anticipate such issues.
The US defense chief referred to international pressure on North Korea. He said there is a diplomatically-led effort with a lot of diplomatic support that has led to economic buttressing. He said it's not just words, but real activities.

China's top diplomat has reportedly said Beijing will work to pave the way for the leaders of Japan and China to visit each other's countries.
State Councilor Yang Jiechi met with the Secretary General of Japan's Liberal Democratic Party, Toshihiro Nikai, in Beijing on Thursday.
Nikai expressed hope that the visits will happen next year in an effort to improve bilateral relations.
He also asked Beijing to join a trilateral summit with South Korea in Japan.
Yang later met with Nikai again and expressed hope for an early trilateral summit. He said Beijing sees it as important and wants to work closely with South Korea.

Five of the 8 executive board members of the South Korean foundation that supports those referred to as wartime comfort women have made moves to resign.
The officials of the Reconciliation and Healing Foundation reportedly submitted their resignations to the South Korean government earlier this week.
The foundation was established by the South Korean government last year under the terms of an agreement reached with Japan in December 2015 to settle the issue of comfort women. Japan provided one billion yen, or about 9 million dollars, to the foundation.
Under its rules, the foundation is to be managed by at least 5 members of its executive board. The resignation of the 5 could stall the fund's activities.
One of the 5 board members told NHK the Moon administration has not allocated operational expenses for the foundation in the budget for the next fiscal year. The official said the foundation cannot continue without government support.
A South Korean Foreign Ministry task force concluded in a report released on Wednesday the 2015 deal failed to adequately take into account the opinions of victims.
South Korean President Moon Jae-in is expected to announce as early as next month how Seoul intends to handle the agreement.
Sources within the South Korean presidential office stressed on Friday that aside from comfort women and other issues of shared history, Seoul wants to cooperate with Tokyo on North Korea, which continues with its nuclear and missile development.

People across Iran have been protesting against their government.
Demonstrations that began Thursday in the northeastern city of Mashhad spread on Friday to cities nationwide.
About 300 people gathered in the western city of Kermanshah. Footage posted on the internet shows police using water cannons as youths hurl rocks at them.
Riot police were also called to deal with a protest in the central city of Isfahan.
Authorities have detained some of the demonstrators.
Iran struck a landmark 2015 deal with the United States and 5 other world powers. Tehran agreed to curb its nuclear program in return for the lifting of economic sanctions. But people are dissatisfied with inflation and high unemployment especially among young people.
Anti-government demonstrations are extremely rare in Iran, where speech is strictly regulated.

The secretary general of Japan's governing Liberal Democratic Party has requested that Chinese President Xi Jinping visit Japan next year.
Toshihiro Nikai made the request on Thursday during a meeting with Xi at the Great Hall of the People in Beijing.
He was on a visit to China along with Yoshihisa Inoue, secretary general of the junior coalition partner, Komeito.
Nikai expressed hope that the 2 countries will accelerate efforts to improve their relations and realize exchanges between their leaders next year. He said relations are clearly shifting toward improvement.
Earlier in the day, Nikai and Inoue held talks with State Councilor Yang Jiechi, a top Chinese diplomat.
Nikai said both countries face a common threat from North Korea. He said the Japanese people believe China will dissuade the North from pursuing its nuclear and missile development.
Yang said China will work with various partners and help realize a peaceful resolution of the issue through dialogue. He said this would be in the interest of China and Japan.
Before arriving in Beijing, the Japanese lawmakers visited the southern province of Fujian, and expressed support for China's Belt and Road economic initiative.
President Xi once served in a key post in Fujian, which is a hub for the initiative.

The council's sanctions committee has been studying the measure in response to a US request to impose a ban on 10 ships suspected of carrying petroleum and other products prohibited by UN Security Council sanctions resolutions. The ban is part of efforts to stem the flow of funds destined for the North's nuclear and missile programs.
Security Council sources indicated on Thursday that the port access ban is likely to be implemented as China recently agreed to the measure.
The US Treasury Department last month released photographs of one of the vessels, the Rye Song Gang-1, which it said depict an attempt to conduct a ship-to-ship transfer, possibly of oil.
UN Security Council sanctions resolutions adopted in September and December severely restrict exports of gasoline and other refined petroleum products to North Korea.
It will be the second port access ban by the Security Council related to North Korea.
Four other vessels were previously subject to the ban as they were suspected of transporting coal and marine products prohibited by a sanctions resolution adopted in October.

Former President Park Guen-hye decided in February 2016 to halt all operations at the Kaesong Industrial Complex in North Korea as part of sanctions against the North.
Ministry vice spokesperson Lee Eugene spoke to reporters on Friday after an expert panel released a report criticizing Park's decision.
The panel under the ministry blamed Park for unilaterally ordering the halt without sufficient grounds or discussion.
It also suggested the government resume operations if changes in the international situation allow it.
Lee said the government will humbly accept the report and will carry out reforms to gain public trust.
The administration of President Moon Jae-in favors dialogue with the North.
Also on Friday, about 120 South Korean firms that operated factories in the joint factory complex called on the government to resume its operations.
Business persons representing the companies read out a statement at a news conference calling for an apology from the government and a probe into Park's decision.

Japan lodged a strong protest, as it claims territorial sovereignty over the islands.
South Korean media report that 5 warships and patrol aircraft as well as F-15 fighter jets took part in Thursday's exercise, which practiced preventing the infiltration of external forces into the territory.
Kenji Kanasugi, the head of the Foreign Ministry's Asian and Oceanian Affairs Bureau, lodged a strong protest with the South Korean Embassy in Tokyo.
He told a senior embassy official that Japan cannot accept the activity as the islands are an inherent part of Japan's territory in terms of history and international law.
Kanasugi urged South Korea to stop the drill.
The Japanese Embassy in Seoul made the same complaint and request to South Korea's Foreign Ministry.
The South Korean Navy carries out the drills twice a year.
The last one was in June.

Kono said at a joint news conference that Turkey has strong influence in various regions. He said Japan praises Turkey for such policies as accepting many Syrian refugees.

Turkey strongly protests US President Donald Trump's recognition of Jerusalem as Israel's capital.
Kono conveyed to Erdogan Japan's position that a solution through negotiations is important.

The Indian Navy plans to build up its maritime capabilities in the face of China's increasing activities in the Indian Ocean.
The Navy is aiming to strengthen surveillance in the ocean's key sea lanes.
The move follows the commissioning earlier this month of a new submarine that has advance stealth capabilities. India plans to build to a total of 6 stealth submarines by 2020.
The country is also planning to build 6 nuclear-powered submarines with support from France within the same timeframe.
In addition, the Navy will increase the number of its aircraft carriers from one to 2.
Chinese submarines are believed to be active in the Indian Ocean for what China claims is anti-piracy operations.
Tensions rose from June for more than 2 months after China began road construction on the China-India border. Both countries deployed troops to the area and a faceoff ensued.
China then sent 14 naval ships to the Indian Ocean as an apparent show of strength.
The "Free and Open Indo-Pacific Strategy" advocated by Japan and the United States requires close cooperation with India.
India's Chief of the Naval Staff, Sunil Lanba, told reporters that he understands the role that other countries expect the Indian Navy to play.

A human rights monitoring group says more than 33,000 people were killed in the Syrian civil war this year and that one-third of them were civilians.
The Syrian Observatory for Human Rights released the results of its count of fatalities in the war on Thursday.
The group says about 10,500 civilians were killed, including children.
It says roughly 1,800 of them were killed by Islamic State militants and that some 5,500 lost their lives in attacks by President Bashar al-Assad's government forces, Russian troops and other parties.
The group says around 2,400 civilians were killed in airstrikes by the US-led international coalition.
It adds the tally of those killed in the war since turmoil began in 2011 has exceeded 340,000.
The observatory says a humanitarian crisis is still continuing in Syria as some towns have no access to supplies of food or medicine due to a siege by government forces.
The group is urging the international community to do more to resolve the situation.

South Korean President Moon Jae-in has said in a statement that the 2015 agreement between his country and Japan cannot resolve the issue of those referred to as comfort women.
The statement was released on Thursday. A South Korean Foreign Ministry taskforce issued a scathing report on Wednesday. It followed a 5-month review of the process that led to the bilateral agreement in December, 2015.
The report criticized the administration of former President Park Geun-hye for failing to adequately seek the opinions of the victims before reaching the deal. The agreement was aimed at resolving the comfort women issue "finally and irreversibly."
In the statement, read out by a spokesman, President Moon said it has been confirmed that there were problems during the negotiations, regarding the procedures and the content. He said the findings are regrettable.
Moon said he must make it clear again that the issue cannot be resolved by the deal.
At the same time, he expressed the hope that the 2 countries will become friends by overcoming their painful past. He vowed to establish "future-oriented relations" with Japan.
Observers say the Moon administration will take domestic opinions into account, as it carefully considers how to proceed.
Some people have expressed the concern that bilateral relations could suffer if Seoul decides to scrap, or renegotiate, the bilateral agreement.

Japanese Foreign Minister Taro Kono has sought support from Oman for Japan's efforts to ensure a "free and open Indo-Pacific region".
Kono held talks with Oman's Deputy Prime Minister Fahd bin Mahmoud al Said and Foreign Minister Yousuf bin Alawi bin Abdullah in Muscat on Wednesday.
Kono explained Japan's diplomatic stance of seeking to maintain the rule of law and freedom of navigation in the Indo-Pacific region.
Oman is situated at a strategically important location facing the Indian Ocean and the Strait of Hormuz, through which most of Middle East crude oil exports to Japan are shipped.
The deputy prime minister expressed his support for Japan's stance. Kono raised the issue of North Korea in separate talks with the foreign minister.
Kono asked Oman to fully comply with UN Security Council sanctions resolutions against the North and not to allow the country to earn foreign currency by sending its workers overseas. The minister replied that it is important to send a harsh message to Pyongyang.
Kono also told the minister that Japan wants to build closer relations with Oman as part of its efforts to deepen its commitment to the Middle East. Oman is one of the few Arab nations that maintain friendly ties with Iran.

People have marched in the Palestinian territories to express their gratitude for the UN General Assembly's adoption of a resolution that rejects changes in the status of Jerusalem.

Japan's Nuclear Regulation Authority has issued a virtual green light for the restart of 2 reactors operated by Tokyo Electric Power Company, or TEPCO.
Regulators unanimously endorsed Wednesday safety measures for reactors 6 and 7 set forth by TEPCO at the Kashiwazaki-Kariwa nuclear plant in Niigata Prefecture, on the Sea of Japan coast.
They say the measures meet new regulations introduced after the March 2011 accident at Fukushima Daiichi.
The regulators' decision marks the first time TEPCO is cleared to restart a reactor since the triple meltdown.
It's also the first time boiling-water reactors of the same type as those used at Fukushima Daiichi are approved to go back online.
The regulators adopted a draft assessment for the two units at Kashiwazaki-Kariwa in October. They then invited the public to express their views.
On Wednesday, the regulators acknowledged that some people believe TEPCO shouldn't be allowed to operate nuclear reactors because it caused the accident of March 2011.
But the regulators said their approval is based on more stringent inspections than at other nuclear plants. They concluded that TEPCO is capable of operating the reactors at Kashiwazaki-Kariwa.
The next step for TEPCO will be to obtain the consent of local authorities, but it's unclear when that will happen.
Niigata Governor Ryuichi Yoneyama has already indicated he will oppose the restart until his prefecture finishes investigating the 2011 nuclear accident. The probe is expected to last about 3 years.

Japan's Supreme Court has upheld a lower court verdict of acquittal for a former member of the Aum Shinrikyo cult.
A presiding justice as of Wednesday dismissed an appeal by prosecutors to reverse the verdict on former Aum member Naoko Kikuchi.
The 46-year-old was charged with assisting attempted murder in 1995 by transporting bomb-making materials for the cult. The cult sent a parcel bomb made from the materials to an office of the Tokyo Metropolitan Government, seriously wounding an employee.
Kikuchi was arrested in 2012.
The district court found her guilty and sentenced her to 5 years in prison, but she was acquitted by the high court.
Points of contention included whether Kikuchi was aware of the motive of the cult's senior members, and how the materials would be used.
The Supreme Court questioned the district court's view that Kikuchi intended to assist with attempted murder. It said she was only abstractly aware that some form of dangerous chemical would be produced from the materials.
The Supreme Court also said the higher court decision was problematic, as it reached a different conclusion than the district court without clarifying the irrationality of that ruling.
An official at the Supreme Public Prosecutors Office expressed regret that the appeal was rejected, but that the office takes the Supreme Court decision seriously.
The decision by the Supreme Court means 59-year-old Katsuya Takahashi is the only former Aum member still on trial.
He has appealed to the Supreme Court after being sentenced to life in prison for his role in the 1995 sarin gas attack on the Tokyo subway system and other crimes.

Peru's former leader Alberto Fujimori has expressed gratitude to President Pedro Pablo Kuczynski for granting him a medical pardon. Fujimori indicated he is willing to cooperate with Kuczynski.

The Treasury Department announced on Tuesday that the 2 members of North Korea's Workers' Party will be subject to its sanctions, including the freezing of assets in the US. They are the Deputy Director of the Munitions Industry Department, Kim Jong Sik, and the First Vice Director of the same department, Ri Pyong Chol.
US officials say Kim is reportedly a key figure in the efforts to switch from liquid to solid fuel. Ri is reported to be a key official in North Korea's intercontinental ballistic missile development.

Japan's industry ministry has launched a panel to consider responses to cyber threats known as supply-chain attacks.
Business executives and experts from economic organizations and universities took part in an inaugural meeting on Wednesday.
Industry Minister Hiroshige Seko said the expansion of networks has resulted in new, and more sophisticated, cyber-attacks.
He said his ministry aims to quickly come up with policies.
The attacks under discussion target a certain company through vulnerabilities in its supply-chain network, including its group firms and suppliers.
In May, Japanese businesses were among those worldwide that fell victim to such attacks.
Participants at Wednesday's meeting were told foreign companies are increasingly demanding their suppliers implement preventive measures.
The ministry plans to decide by next March what measures Japanese companies should require their contractors to take.

In 2011, US aircraft maker Lockheed Martin's network was compromised via a partner company, putting its design data for fighter jets at risk.
Last year, a probe by a cybersecurity company found that malware embedded in smartphone parts in the US sent messages to China.
In September, nearly 2 million computers around the world were infected with a virus through popular software provided by a British firm.
The virus was programmed to launch attacks against high-tech companies, including Sony, NEC, Intel and Samsung.
These cyber threats take advantage of vulnerabilities in supply chains -- including part suppliers and service contractors -- and it is difficult to predict where they will originate.
Suguru Ishimaru, a researcher at cyber security firm Kaspersky Lab, says supply chain attacks are becoming more sophisticated and will likely increase in Japan as well.

The Tokyo metropolitan government plans to turn the Tsukiji wholesale market into the main vehicle depot for athletes and staff who take part in the Olympic and Paralympic Games in 2020.
Metropolitan officials plan to start changing the aging market into a transport center for the Tokyo Games after October 11th next year, when it closes and a new market opens in nearby Toyosu.
Buildings in the Tsukiji market will be demolished after the relocation to create parking space, mainly for buses. An existing multistory car park will also be used.
The depot will have check-in counters where bus drivers receive instructions, gas stations and other facilities.
The officials hope to complete the work by the spring of 2020, several months before the Olympics is scheduled to open in late July of that year.
The Tokyo government estimates that 2,000 buses and 4,000 passenger cars will be required for athletes and sports officials.

South Korean Foreign Minister Kang Kyung-wha says the government and those referred to as wartime comfort women did not communicate with each other well before South Korea and Japan reached an agreement on the issue in 2015.
Kang disclosed the overall content of the government's report reviewing the process of the agreement on Tuesday, on the eve of the report's release.
The 2015 agreement between Japanese Prime Minister Shinzo Abe and then-South Korean President Park Geun-hye says the comfort women issue was resolved "finally and irreversibly."
But Park's successor, Moon Jae-in, set up a Foreign Ministry task force earlier this year to verify the negotiation process that led to the agreement.
He noted that many South Koreans are still dissatisfied with the deal.
Kang said the report's conclusion is that communication between the government and former comfort women before signing the deal was quite poor.
Kang said she believes that 70 percent of South Koreans do not approve of the agreement. She added that the government should take into consideration all possible options in formulating its stance, and communicate with the former comfort women and their supporters.
The government plans to use the report to formulate its future policy on the agreement.
Japanese Chief Cabinet Secretary Yoshihide Suga referred to the agreement as a deal pledged by the leaders of the 2 countries in front of the international community, adding that it has been given high marks.
He noted that it is important that both sides steadily implement the agreement based on mutual trust.

Japan's unemployment rate fell to 2.7 percent in November -- the lowest in 24 years.
The internal affairs ministry says more than 65.5 million people had jobs in November, up by 750,000 from a year earlier. This was the 59th straight monthly increase.
The number of unemployed fell by 190,000 to about 1.8 million, extending the downward streak to 90 months in a row.
The seasonally adjusted jobless rate was 2.7 percent, down 0.1 percentage point from October.
Ministry officials say the job market in Japan is steadily improving. They say people are able to find work in a broad range of industries, but this has caused labor shortages.
The labor ministry says the ratio of job offers to applicants rose to 1.56 in November, up 0.01 point from the previous month.
That means there were 156 job openings for every 100 people looking for work.
The figure was the second to the highest, which was marked in January of 1974.

He called for demonstrations this March to protest alleged corruption in Putin's administration. More than 10,000 people took part in the rallies.

The North Korean crew of a wooden boat that washed ashore in Japan's northeastern prefecture of Akita have taken a flight to return to the North.
The 8 men were found on November 23rd on the shore of Yurihonjo City. A police investigation determined that the crew lost control of their boat while fishing.
The men were placed in protective custody at an immigration facility in Nagasaki Prefecture in southwestern Japan while authorities prepared for their return.
Shortly before noon on Tuesday, the crew was transported by a Japan Coast Guard plane to Kansai Airport in western Japan.
They left Japan on a private-sector aircraft shortly after 3:40 PM. They will return to North Korea via China.
Japan has recently seen a rise in the number of wooden boats that have washed ashore on the country's Sea of Japan coast. Some have also been found drifting in coastal waters. The boats are believed to have come from the Korean Peninsula.
There have been 99 incidents this year as of Monday, which is the highest level in the past 5 years.
In one case, a North Korean boat docked at an uninhabited island in Japan's northernmost prefecture of Hokkaido on November 28th.
Three of its crewmembers were arrested on suspicion of stealing a power generator from a hut on the island. Procedures are underway to deport the boat's 7 other crewmembers.

The chief of the organization that won this year's Nobel Peace Prize will visit Japan next month. She is seeking a meeting with Japanese Prime Minister Shinzo Abe.
Beatrice Fihn, the executive director of the International Campaign to Abolish Nuclear Weapons, also known as ICAN, will visit Japan for 7 days from January 12th.
She plans to give lectures in the atomic bombed cities of Hiroshima and Nagasaki.
ICAN is now requesting the Japanese government to allow the meeting. The group is also calling for a debate session with officials from political parties.
The UN Treaty on the Prohibition of Nuclear Weapons was adopted this year, and ICAN played a key role.
Japan objects to the treaty, arguing it is not effective for nuclear disarmament because the world's nuclear powers did not join it.
Fihn plans to offer Abe and others various ways to study the positive and negative effects of Japan joining the treaty.
Akira Kawasaki, a key Japanese member of ICAN, said they are calling for concrete discussions with non-participating nations. He said the countries may be arguing against the treaty because they are guaranteed protection by a country with nuclear weapons.

Peru's president has granted the country's former leader, Alberto Fujimori, a medical pardon. He is to be released shortly.
President Pedro Pablo Kuczynski made the decision at an emergency cabinet meeting on Sunday evening.
Fujimori has been imprisoned at a police facility near the Peruvian capital of Lima for 10 years for human rights charges, but has been in and out of hospital in recent years after developing health problems.
Fujimori was taken to a hospital on Saturday. Reporters and his supporters gathered outside the building following the news that he has been pardoned.
Fujimori is a Peruvian of Japanese descent and assumed the office of president in 1990.
He played a lead role in resolving a hostage crisis at the Japanese Ambassador's residence in 1996. This involved a leftist insurgent group that had taken 72 people, including Japanese, hostage at the residence.
But he was ousted in 2000. Public criticism had mounted over his heavy-handed governing style.
He was later convicted of human rights violations for commanding security forces to kill people during his presidency.
Keiko Fujimori, the daughter of the disgraced president, was narrowly defeated by Kuczynski in the presidential election held last year.

Christmas Mass has been held in the Palestinian city of Bethlehem. Clashes continue between protesters and Israeli troops after the United States announced its decision to recognize Jerusalem as Israel's capital.
The Bible describes Bethlehem as the birthplace of Jesus.
Pilgrims from around the world offered prayers at the Church of the Nativity after a Christmas Mass began in the wee hours of Monday.
The church stands on a grotto where Jesus is said to have been born.
During the Mass, a priest called Jerusalem a land not to possess, but to serve. He urged attendants to have a strong will and vision despite many disappointments in the past and present.
A 21-year-old local told NHK that this year' Christmas is completely different from last year's, as foreign tourists are staying away from Bethlehem. He said he hopes for peace.
The December 6th decision made by US President Donald Trump has triggered clashes between demonstrators and Israeli forces in Palestinian territories, including Bethlehem.
The Red Crescent says the violence has left 12 people dead and more than 4,000 others injured.

Mnangagwa has promised to rebuild Zimbabwe's economy which collapsed under Mugabe's rule. Hyperinflation and extreme poverty are threatening people's livelihoods.
Many people are said to be too poor to have even a modest meal to celebrate Christmas.
The new president has pledged to promote democracy, but his past as Mugabe's deputy may come back to haunt him.

Guatemala says it will move its embassy in Israel to Jerusalem from Tel Aviv. It's the 1st country to make such an announcement since US President Donald Trump decided to recognize Jerusalem as Israel's capital.
President Jimmy Morales said on his Facebook page on Sunday that he made the decision after talking with Israeli Prime Minister Benjamin Netanyahu.
On Thursday, the UN General Assembly overwhelmingly adopted a resolution rejecting any change to the status of Jerusalem. Guatemala was among the 9 countries that voted against it.
Trump had threatened to cut off financial aid to countries that supported the resolution.
Guatemala has a population of slightly more than 16.5 million. The United States is its major trading partner.

Decontamination and demolition of houses has begun in an area affected by the 2011 nuclear accident in Fukushima Prefecture.
The area in Futaba Town is designated as a post-disaster reconstruction hub inside the "no-entry" zone set up due to high radiation levels.
The Environment Ministry plans to administer the project, which will cover a 555-hectare area within the town.
Town Mayor Shiro Izawa spoke to the workers at the start of the operation on Monday.
He asked them to keep in mind that residents are looking forward to returning to the town as early as possible.
The first phase will continue until July next year and cover an area of about 7 hectares.
Workers will initially do weeding along roads near a railway station and around public facilities. They will then remove contaminated top soil, and demolish about 55 houses and public buildings.

More than half of a US military training area in northern Okinawa Prefecture has been returned to the landowners.
Defense Minister Itsunori Onodera pledged to work to further reduce the burden of US bases on the island prefecture.
The Northern Training Area is the largest US military site in Okinawa. The US government returned the control of more than half, or about 4,000 hectares, of the site to Japan in December last year.
Since then, Japanese defense authorities have been carrying out environmental tests on soil and water, as well as checking for unexploded shells.
On Monday, a ceremony was held in the village of Kunigami to hand over the site to landowners.
Onodera was among about 100 people who participated from municipalities and the central government.
He said he would be glad if residents can feel the burden of the US bases has been eased through the return.
The mayor of Kunigami, Hisakazu Miyagi, said he wants to develop the area, as it includes precious natural areas, called "Yanbaru," that could be registered as World Natural Heritage sites.
Miyagi also pointed out that the rest of the area remains as a US base, and requested maximum attention for the flight of military aircraft over the areas.
In Okinawa, repeated accidents and other problems caused by US military aircraft are worrying local people. Earlier this month, a window fell from a chopper onto an elementary school ground. Some participants at the ceremony raised concern about the safety management of US military.

The resolution calls for capping exports to the North of refined petroleum products at 500,000 barrels a year, a reduction of nearly 90 percent from the current 4.5 million barrels.
North Korea's Foreign Ministry released a statement through state-run media on Sunday.
The statement says North Korea views the resolution as an act of war that violates peace and stability in the Korean Peninsula and the region.
The ministry also stressed the country's stance of pushing forward with its nuclear and missile programs.
It said North Korea has developed nuclear weapons to end the hostile policies and nuclear threat posed by the United States.
It added that the weapons are a self-defensive deterrence and do not violate international law.
The statement criticized countries that supported the resolution, including China and Russia, saying that they should bear responsibility for the consequences.
It also said the North will further consolidate its nuclear deterrence for self-defense to establish a practical balance of force with the US and eradicate its nuclear threat.

With Japan's debt to exceed 1,100 trillion yen, or about 9.7 trillion dollars by the end of fiscal 2018, finance officials are finding it difficult to curb spending. More than one-third of the country's budget relies on debt.
Japan's Cabinet on Friday approved a plan for a record amount of government spending in fiscal 2018 that starts in April. It compiled a draft budget totaling roughly 860 billion dollars.
The draft budget features a record amount of about 290 billion dollars for social welfare. And, almost 46 billion dollars -- the largest on record -- goes to defense amid ongoing tensions on the Korean Peninsula.
After reviewing medical and nursing care fees covered by government-backed social insurance, the government adhered to its target of limiting social security expenses to roughly 4.4 billion dollars.

The US government has announced it will provide Ukraine with "enhanced defensive capabilities" for its fight against Russian-backed separatists. Russia has strongly criticized the move.

Japan Coast Guard officials are monitoring 3 Chinese patrol boats that entered Japanese territorial waters near the Senkaku Islands in the East China Sea.
The officials say the ships entered the waters off Kubashima Island around 9:30 AM on Sunday.
The vessels remained there for about 90 minutes before leaving Japanese waters shortly after 11:00 AM.
They were about 28 kilometers north of Uotsuri Island, just outside the territorial waters in an area called the "contiguous zone," as of 11:30 AM.
The officials are warning the ships not to re-enter the waters.
This is the 28th day this year that Chinese patrol ships have entered Japanese waters off the Senkakus.
Japan controls the islands. China and Taiwan claim them. The Japanese government maintains that the islands are an inherent part of the country's territory.

The Japanese government has decided to resume its annual financial contributions to the United Nations cultural agency, UNESCO.
The government had suspended this year's payment and requested further reform of the organization.
It decided to resume the contributions because UNESCO's executive committee unanimously adopted a resolution in early October that urges the member states to avoid raising political tensions.
The government says Japan has been concerned about UNESCO's neutrality and efficiency, but it positively views the recent appointment of Director-General Audrey Azoulay, who intends to reform the agency.
The Foreign Ministry says the payment of 3 billion 968 million yen, or about 35 million dollars, will be completed by the end of this month.
