U.S. officials say President Donald Trump will recognize Jerusalem as Israel's capital and instruct the State Department to begin the multi-year process of moving the American embassy from Tel Aviv to the holy city.
The officials say Trump will make an announcement on Wednesday.
Israel has long claimed Jerusalem as its capital, but the international community has rejected the idea.
Trump's decision is certain to anger the Palestinians and Arab nations and will have major international repercussions.

A senior United Nations official has met North Korea's vice foreign minister in Pyongyang. They're believed to have exchanged views on UN Security Council sanctions resolutions against the North.
UN Under-Secretary-General for Political Affairs Jeffrey Feltman met Vice Foreign Minister Pak Myong Guk on Wednesday.
Pak reportedly started the meeting by expressing hope for sincere talks. But the contents of the discussion were not released.
Sources say Pak is in charge of economic affairs and that a statement condemning the resolutions was issued under his name in May.
The officials are also believed to have discussed UN sanctions that were tightened as the North escalated its nuclear and missile development.
Feltman is also expected to hold talks with North Korea's Foreign Minister Ri Yong Ho. The North is likely to use such meetings to claim that its nuclear and missile development is a defensive measure to counter the United States, and to make an appeal that the sanctions are unjustified.
North Korea's state-run media reported on Wednesday that the country's leader Kim Jong Un inspected a newly built potato processing factory in the northern province of Ryanggang.
Kim has recently been touring agricultural and industrial facilities, apparently to highlight his stance of never giving in to international pressure.

The International Olympic Committee has banned Russia's Olympic team from the PyeongChang Winter Olympics in South Korea. The committee says it found evidence that Russia "systemically manipulated" the anti-doping system at the Games in Sochi.
The IOC made the decision on Tuesday at an executive board meeting held in Lausanne, Switzerland.
The IOC concluded that Russia carried out and covered up the systematic manipulation of the anti-doping system in the country.
In a news conference, IOC President Thomas Bach said the IOC will suspend the Russian Olympic Committee with immediate effect.
He said some individual athletes will be allowed to compete on strict conditions under the tag of "Olympic Athlete from Russia."
The IOC's disciplinary commission and inquiry commission had conducted investigations after the World Anti-Doping Agency reported on Russia's state-sponsored doping.

Japan and China say progress has been made in their talks on launching a communication mechanism aimed at avoiding unexpected clashes at sea or in the air.
Officials of the 2 countries' governments wrapped up their 2-day working-level meeting on bilateral maritime issues in Shanghai on Wednesday.
The mechanism would allow the 2 countries' defense authorities to communicate with each other in emergencies.
The 2 sides agreed to continue discussing details, with a view to launching the system soon.
They also agreed to boost mutual trust through exchanges between defense officials, and to enhance maritime search and rescue cooperation.
But the delegates have apparently made little progress on the issue of gas field development in the East China Sea.
In 2008, Tokyo and Beijing agreed to jointly develop gas fields in the sea, but China continued its unilateral development.
In the latest talks, the 2 sides reportedly agreed to enhance their communication on the issue.
The 2 countries plan to hold their next round of talks in Japan early next year.

The Japan Atomic Energy Agency has presented a detailed plan for decommissioning its prototype fast-breeder nuclear reactor over 30 years.
The government decided last year to scrap the Monju reactor in Fukui Prefecture, central Japan, after a series of accidents and other safety problems.
The agency submitted its plan to the Nuclear Regulation Authority on Wednesday. It calls for dismantling the reactor in 4 phases, ending in fiscal 2047.
The first phase starts next year with the removal of 530 units of nuclear fuel over 5 years. Liquid sodium coolant that is free of radioactive substances will also be removed by April 2019.
Dismantling of the reactor and the building will follow.
The work begins once the Nuclear Regulation Authority approves the plan.
Japan Atomic Energy Agency board member, Hajime Ito, said they will focus first on fuel removal while continuing safety checks and educating and training staff.
The agency agreed with the Fukui prefectural government on Tuesday to report on the progress of the dismantling to the public.
The agency also plans to transport nuclear fuel and sodium outside the prefecture, but no decision has been made about where to take it.

Japan's Supreme Court has ruled for the first time that an article in the country's Broadcast Law that obliges TV owners to sign receiving contracts with NHK does not violate the Constitution.
NHK, or the Japan Broadcasting Corporation, is Japan's public broadcaster and funded through receiving fees paid by households and businesses with a TV set.
The Broadcast Law requires anyone with TV receiving equipment to have a contract with NHK.
NHK filed a lawsuit against a Tokyo man who had repeatedly rejected requests to sign such a contract and pay the fee.
At the Supreme Court Grand Bench on Wednesday, presiding justice Itsuro Terada said the fee system was adopted to supplement the public's right to know, based on the constitutionally guaranteed freedom of expression.
The justice added that receiving contracts take effect when such court rulings are finalized, and that contractors must pay back fees starting from when their TV equipment was installed.
