South Korean President Moon Jae-in has said in a statement that the 2015 agreement between his country and Japan cannot resolve the issue of those referred to as comfort women.
The statement was released on Thursday. A South Korean Foreign Ministry taskforce issued a scathing report on Wednesday. It followed a 5-month review of the process that led to the bilateral agreement in December, 2015.
The report criticized the administration of former President Park Geun-hye for failing to adequately seek the opinions of the victims before reaching the deal. The agreement was aimed at resolving the comfort women issue "finally and irreversibly."
In the statement, read out by a spokesman, President Moon said it has been confirmed that there were problems during the negotiations, regarding the procedures and the content. He said the findings are regrettable.
Moon said he must make it clear again that the issue cannot be resolved by the deal.
At the same time, he expressed the hope that the 2 countries will become friends by overcoming their painful past. He vowed to establish "future-oriented relations" with Japan.
Observers say the Moon administration will take domestic opinions into account, as it carefully considers how to proceed.
