PM Kishida arrives in US for key summits

Japan's Prime Minister Kishida Fumio is in the United States for a series of landmark talks including a historic three-way summit with the Philippines.

The Japanese leader will first hold bilateral talks with US President Joe Biden. The meeting is set for Wednesday. They want to deepen defense ties and strengthen cooperation in other fields such as economic security and space.

Focal points include the development of cutting-edge technologies like AI and quantum computing, and stronger supply chains for semiconductors.

Kishida will also meet with key business figures such as Microsoft President Brad Smith.

Kishida is also scheduled to offer flowers at the Arlington National Cemetery for American soldiers.

Japan and the US will hold a first-ever trilateral summit with the Philippines on Thursday. Kishida, Biden and President Ferdinand Marcos Jr. will likely focus on maritime security amid China's increasing assertiveness at sea.

'Epic change' in Japan's security strategy: senior national security adviser

A senior Japanese national security adviser has emphasized that an "epic change" is underway in the country's security strategy.

The Secretary General of Japan's National Security Secretariat, Akiba Takeo, submitted an opinion to the Washington Post to coincide with Prime Minister Kishida Fumio's visit to Washington this week. The article was published on Sunday.

It says: "Japan has refrained from promoting arms exports, regardless of the destination, since the 1970s. However, this policy has proved increasingly unsuitable as security challenges have intensified. Japan has opened a way to enable the transfer of a wider variety of defense equipment, including fighter jets co-developed with other countries."

With countries such as Russia, China and North Korea in mind, Akiba wrote, "Our goal is to strengthen deterrence and make room for genuine dialogues with countries and regions, including authoritarian regimes."

Akiba told NHK that he wanted to tell the average US citizen that Japan's shift in security strategy is to strengthen international order based on the rule of law.

AUKUS considering cooperation with Japan on advanced capability projects

The defense chiefs of the United States, Britain and Australia say they are considering cooperating with Japan on advanced technology projects under the three countries' AUKUS security framework.

US Defense Secretary Lloyd Austin, UK Defence Secretary Grant Shapps and Australia's Defence Minister Richard Marles released a joint statement on Monday.

The statement says AUKUS recognizes "Japan's strengths and its close bilateral defense partnerships with all three countries." It says they are considering working with Japan on advanced capability projects under the security framework's so-called "Pillar II" projects.

AUKUS consists of two pillars, with the deployment of nuclear-powered submarines in Australia serving as the first one.

The second pillar calls for cooperation in advanced technologies, including artificial intelligence and hypersonic missiles.

The administration of US President Joe Biden has shown a willingness to have allies and like-minded nations join the second pillar.

A senior US government official has said that the issue is expected to be discussed when Biden meets Japanese Prime Minister Kishida Fumio at a bilateral summit in Washington on Wednesday.

German Chancellor Scholz to visit China for talks with President Xi

The German government says Chancellor Olaf Scholz will visit China for talks with Chinese President Xi and other senior officials.

A government spokesperson told reporters on Monday that the chancellor will leave for the three-day visit on Saturday.

He is expected to hold talks with Xi Jinping in the capital, Beijing, next Tuesday. He will also visit the cities of Chongqing and Shanghai.

It will be Scholz's second visit to China and the first since November 2022. He will be accompanied by three ministers.

The spokesperson said major items on the agenda will include responses to Russia's invasion of Ukraine and the situation in the South China Sea.

China is Germany's largest trading partner. But Berlin intends to reduce its dependence on the country based on lessons learned from its reliance on Russian natural gas and other energy resources.

The visit comes as China is opposing an investigation by the European Union into electric vehicles imports from the country. Beijing is concerned that the probe could lead to additional tariffs on Chinese EVs.

The German spokesperson said Scholz is generally skeptical about the protective tariffs.

German businesses, mainly large companies, still see Germany-China relations as important.

Imperial couple to visit quake-hit communities in central Japan again

Japanese Emperor Naruhito and Empress Masako will visit communities on Ishikawa Prefecture's Noto Peninsula that were hit hard by the New Year's Day earthquake later this week.

It will be the Imperial couple's second visit to areas hit by the quake.

The Imperial Household Agency said the couple will travel by plane from Tokyo's Haneda Airport to Noto Airport on Friday morning. They will then board a Japan Self-Defense Forces helicopter in the afternoon and travel to Anamizu Town.

The quake damaged more than 6,000 buildings in the town and left 20 people there dead. The couple are expected to take a look at the situation in Anamizu, visit an evacuation center and meet quake survivors. The Emperor and Empress are also expected to meet people engaged in disaster response efforts.

The couple will then travel to Noto Town. The disaster left 8 people in Noto dead and damaged more than 8,000 buildings. They will meet local residents and inspect damage caused by tsunami before they fly back to Tokyo later that night.

The agency said the visit could be postponed until Saturday, if the weather is bad on Friday.

The couple visited the cities of Wajima and Suzu, which are both located on the Noto Peninsula, on March 22.

Torrential rain, strong winds hit wide areas of Japan

A low-pressure system accompanied by a rain front has brought downpours and strong winds to wide areas from eastern to northern Japan.

The Meteorological Agency says the low-pressure system and rain front were moving eastward in the Kanto-Koshin region on Tuesday morning, bringing heavy rain to wide areas. Agency officials are calling on people to stay alert.

In the three-hour period through 11:30a.m., a maximum instantaneous wind speed of about 93 kilometers per hour was recorded in Yokohama City, while in central Tokyo it was 85 kilometers per hour.

Some parts of the Kanto-Koshin region and Fukushima Prefecture will likely have torrential rain with thunder.

The stormy weather has disrupted railway and other transportation services in some areas.
