Campaigning kicks off for 3 Lower House by-elections in Japan

Official campaigning for three Lower House by-elections on April 28 began in Japan on Tuesday.

In the No.1 district of Shimane Prefecture, the by-election is being held following the death of former Lower House speaker Hosoda Hiroyuki in November.

So far, two people have filed their candidacies. This is the only district where the main governing Liberal Democratic Party and an opposition party will be facing each other.

The by-election in Tokyo's No.15 district is taking place to fill the seat of a former state minister of justice who resigned over vote-buying allegations.

So far, nine people have filed their candidacies while the LDP has not fielded a candidate in the district.

The by-election in the No.3 district in Nagasaki Prefecture will be held after a lawmaker stepped down over a political fundraising scandal.

Two people have filed their candidacies so far. The LDP has not fielded a candidate in the district.

The candidates in the three by-elections are expected to debate issues of politics and economic policies.

Intense campaigning is expected, as the outcome may affect Prime Minister Kishida Fumio's decisions on administrative affairs and strategies to dissolve the Lower House.

Israel will respond to Iran's massive attack, military chief says

Israel's top military official says the country will respond to Iran's large-scale missile and drone attack on Israeli territory over the weekend.

Israel Defense Forces Chief of the General Staff, Lieutenant General Herzi Halevi, made the remarks on Monday when he visited the Nevatim air base in southern Israel where an Iranian ballistic missile landed.

Halevi said that the military is considering its next steps and that the firing of so many missiles and drones into Israeli territory "will be met with a response." He did not elaborate on the next steps.

Israeli army spokesperson Rear Admiral Daniel Hagari said, "We will do everything that is needed in order to defend the state of Israel and we will do it in a timing of our choosing."

The Iranian attack reportedly left damage to four locations at the air base.

Footage released by the Israeli military shows a hole in the ground near a building.

Hagari said the damage was only minor and the base remains functional for operations, including the takeoff and landing of military planes.

China's FM speaks by phone with Iranian counterpart

Chinese Foreign Minister Wang Yi has spoken by telephone with his Iranian counterpart about the tensions mounting between Iran and Israel.

The Chinese Foreign Ministry said Wang talked with Iranian Foreign Minister Hossein Amir Abdollahian on Monday.

Wang spoke about the attack on the Iranian embassy in Syria on April 1 and Iran's retaliatory strike on Israel over the weekend. He said China considers the embassy assault to be an unacceptable and serious violation of international law.

The Chinese foreign minister said China has taken note of a statement made by Iran, in which Tehran said the limited action it took was an act of self-defense in response to the assault on its embassy in Syria.

Wang added that China believes Iran can handle the situation well, and spare the region further turmoil, while safeguarding its own sovereignty and dignity. He also expressed his intention to further boost bilateral ties.

The ministry said the Iranian foreign minister noted that the current situation in the Middle East is very sensitive. He reportedly said Iran is willing to exercise restraint. He is also said to have told Wang that Tehran does not intend to further escalate the situation.

The ministry revealed that Wang also spoke by telephone with his Saudi counterpart, Prince Faisal bin Farhan Al Saud, on Monday.

Wang confirmed with his Saudi counterpart that China will work together with Riyadh to prevent the confrontation in the Middle East from escalating further.

US not involved in Israel's decision-making, senior White House official says

A senior White House official says the United States is not involved in Israel's "decision-making process about a potential response" to Iran's missile and drone attack. But the official added that Washington does not want to see a broader conflict.

White House national security spokesperson John Kirby spoke with reporters on Monday, as Israel's war cabinet met for the second day in a row to weigh its response to the Iranian assault.

Kirby said, "This is an Israeli decision to make, whether and how they'll respond to what Iran did." He added: "We don't want to see a war with Iran. We don't want to see a broader regional conflict."

Kirby also said that the members of the Group of Seven nations are considering new multinational sanctions against Iran. He said the G7 members that have yet to designate Iran's Islamic Revolutionary Guard Corps as a terrorist organization are now thinking of doing so.

Kirby said the US and Iran exchanged messages with each other before the attack, but that Tehran did not provide information about the timeframe or the targets of its operation.

NASA: Space debris from ISS hit Florida home in Mar.

The US space agency NASA has disclosed that debris ejected from the International Space Station crashed through the roof of a Florida home in March.

NASA and local television reported that the object tore through the roof and damaged the floors, but no one was injured.

The cylindrical object was about four centimeters in diameter and 10 centimeters in length and weighed roughly 700 grams.

NASA said on Monday it was a metal support used to mount aging batteries on a cargo pallet. The agency says the hardware weighed 2,600 kilograms when it was released from the space station in 2021.

It says the hardware was expected to fully burn up during entry into Earth's atmosphere, but one piece survived.

It says it will conduct a detailed analysis into the cause and it remains committed to "mitigating as much risk as possible to protect people on Earth when space hardware must be released."

'Mutually beneficial' ties with China put back in Japan's Diplomatic Bluebook

Japan's annual diplomatic report calls for the promotion of strategic and mutually beneficial ties with China for the first time in five years.

The Foreign Ministry presented this year's Diplomatic Bluebook to a Cabinet meeting on Tuesday.

The report says Russia's invasion of Ukraine and the worsening situation in the Middle East have complicated the structure of global divisions.

Against this backdrop, it says emerging and developing nations, collectively known as the Global South, are becoming more vocal as they seek more influence on the international stage.

On relations with China, the report refers to many pending issues of concern, including Beijing's suspension of Japanese seafood imports.

But it says both countries should strive to establish constructive and stable bilateral ties, by promoting the concept of a "mutually beneficial relationship based on common strategic interests."

The term first emerged in 2006 under then-prime minister Abe Shinzo. It was later omitted, due to a worsening of Japan-China relations.

The concept was reaffirmed at a Japan-China summit last year, when the two countries marked the 45th anniversary of their peace and friendship treaty.

On North Korea, the report describes Pyongyang's abductions of Japanese nationals as a humanitarian issue that cannot be set aside even momentarily.

The phrasing is stronger than last year's report, which described the abductions as "a humanitarian issue with a time constraint."

The report also calls South Korea a "partner" for the first time in 14 years, reflecting the recent improvement in bilateral relations.

S.Korea's president to seek dialogue with opposition after election defeat

South Korean President Yoon Suk-yeol has expressed his intention to promote dialogue with the opposition camp following his party's crushing defeat in a parliamentary election held last Wednesday.

The ruling People Power Party suffered a major blow when the opposition parties retained their majority.

On Tuesday, Yoon attended a Cabinet meeting for the first time since the election.

He told the meeting that the administration must respectfully accept the public sentiment revealed in the general election. He said he will communicate with a humbler and more flexible attitude, and listen carefully to the voices of the public.

He said even though he set the right direction for state affairs and did his best to achieve his goals, he believes that he lacked the effort required to methodically implement his policies.

He said he will continue to pursue three major reforms in labor, education and pensions, as well as medical reform. He vowed to cooperate closely with the National Assembly and explain to the chamber the draft budget and legislation necessary to stabilize people's lives.

Yoon is apparently busy deciding on his administration's lineup as senior members of his team, including Prime Minister Han Duck-soo, offered to resign after the elections results came in.

Yoon will begin the third year of his five-year term next month. He will be the first president since the country's democratization in 1987 to work with an opposition-controlled parliament for his entire term.
