The Japanese government is considering lifting the state of emergency for Osaka and surrounding areas on Thursday. Officials are closely watching the situation in Tokyo to decide whether to end the emergency in the capital as well.
The government lifted the state of emergency over the coronavirus outbreak for 39 of 47 prefectures in the country last week. It is set to decide what to do on the remaining eight prefectures.
One numerical target is that the number of infections should be down to around 0.5 or fewer per 100,000 people in the past week.
Three prefectures in the Kansai region -- Osaka, Kyoto and Hyogo -- have met the target.
Government sources say the situation is stabilizing in Kansai. The government is considering lifting the state of emergency for the three prefectures, unless mass infections occur.
Tokyo and neighboring Kanagawa have not met the target. But the number of newly confirmed cases has been declining. Tokyo reported five new cases on Tuesday.
The government will monitor infections and availability of medical services until the last minute.
It is cautiously watching the situation in Hokkaido, where some new infections are still being confirmed.
The government plans to make its decision at a taskforce meeting on Thursday after consulting with an advisory panel of experts.

Tokyo reported just five new cases of coronavirus on Tuesday, the latest sign of progress in the battle against the outbreak as the city remains under a state of emergency.
That marks the tenth straight day the number of confirmed infections in the Japanese capital has been below 30. A total of more than 5,000 people have tested positive in the city of about 14 million.
The central government is expected to decide on Thursday whether to lift the state of emergency for Tokyo, Osaka and six other prefectures. The measure ended around the rest of the country last week.
The governors of Tokyo and three neighboring prefectures held a video conference on Tuesday.
They repeated their call for residents to stay alert and maintain social distancing.
Tokyo Governor Koike Yuriko said: " More people are coming out of their homes. We need to remind residents to continue taking thorough preventive measures."
Economic and social activities are gradually resuming. An aquarium outside Tokyo opened on Monday for the first time in more than a month.
Namekawa Noritaka, who works for the Ibaraki Prefectural Oarai Aquarium, said: "People have been mostly staying at home. I hope they'll enjoy spending time with various creatures here."
Starbucks has started reopening more than half its 1,500 coffee shops across Japan. Other major coffee chains such as Doutor and Tully's are taking similar steps.
Meanwhile, the government is offering up to 1,900 dollars to post-secondary students whose income from part-time jobs has fallen due to store closures. About 430,000 people will benefit, including foreign students.
The program will be funded by a 1.1-trillion-dollar economic package that also includes a cash handout of about 940 dollars for all residents.
More than 16,300 people have tested positive for the coronavirus in Japan and over 770 have died.

Sources say a Japanese third party committee assessing the clinical trials of Avigan says it is too early to determine whether the drug is an effective treatment for COVID-19 patients. Avigan is an anti-flu drug developed by a Japanese company.
Clinical trials are being conducted on 86 people infected with the coronavirus with mild or no symptoms. They are in Fujita Health University Hospital in Aichi prefecture and other medical institutions.
They are divided into two groups. One group is given Avigan from the first day in hospital up to 10 days. The other group is given the drug from the sixth day.
Researchers are comparing the two groups in terms of how the virus has decreased as of the sixth day.
Clinical trials are supposed to be assessed by a third-party committee.
Sources familiar with the testing say the committee analyzed the mid-term results on about 40 people, and concluded that research needs to continue in order to assess the effectiveness of the drug.
The health ministry has said it plans to speed up the process to approve Avigan as a remedy for the coronavirus this month.
China announced in March that clinical tests proved the effectiveness of the drug.

A cargo flight from the Chinese city of Wuhan has arrived at Narita Airport near Tokyo as production resumed at factories in the coronavirus-hit city.
Wuhan, the epicenter of China's outbreak, had been under lockdown for more than two months. Local plants restarted after restrictions were lifted on April 8.
ANA Cargo, an affiliate of All Nippon Airways, has decided to operate direct non-scheduled cargo flights between Narita and Wuhan.
The first plane arrived on Tuesday night carrying about 20 tons of cargo, including masks, auto parts and electronic components.
The direct flights are expected to put an end to the transfer of cargo by land between Wuhan and Shanghai where the freight was previously loaded onto airplanes bound for Narita.
Katsube Akio, an executive officer at ANA Cargo, says the company plans to continue to operate the cargo flights if they are needed.

The World Health Organization's annual assembly has adopted a resolution calling for a fair and independent inquiry into the agency's response to the coronavirus outbreak.
The World Health Assembly wrapped up its two-day meeting on Tuesday. Leaders and representatives from 194 member states attended the teleconference.
They also agreed to continue to support the WHO's leadership in the global response to the pandemic.
In closing remarks, Director-General Tedros Adhanom Ghebreyesus said, "WHO remains fully committed to transparency, accountability and continuous improvement."
The assembly highlighted the confrontation between China and the United States.
Chinese President Xi Jinping praised the WHO's response to the outbreak, saying that the agency has made a great contribution.
The US denounced the WHO over the initial handling of the outbreak. US President Donald Trump described the agency as "China-centric."
Trump warned on Monday that if the WHO does not commit to major substantive improvements within the next 30 days, the US will make its temporary freeze of funding to the organization permanent, and reconsider its membership.
The WHO cut short this year's assembly due to the pandemic. The agency plans to reopen the assembly in the second half of 2020 to discuss remaining issues.

A powerful cyclone is approaching India and Bangladesh, causing fears of devastation in tandem with the spread of COVID-19 infections at shelters.
India's weather authorities say Cyclone Amphan was spawned in the Bay of Bengal off the eastern coast of India.
Amphan is moving north, approaching the eastern coast of India and Bangladesh, while slightly losing power. It may make landfall on Wednesday.
Weather officials had forecast gusts of up to 180 kilometers per hour, as well as storm surges. They warn Amphan could cause damage similar in scale to a cyclone that killed about 10,000 people in eastern India in 1999.
Authorities are trying to evacuate millions of people in India and Bangladesh, but this is raising concerns that crowded shelters could become breeding grounds for the coronavirus.
