The annual assembly of the World Health Organization has started, and is being held by video conference amid the coronavirus pandemic.
Representatives of the 194 member countries are taking part in the two-day online meeting. Key issues include developing a vaccine for the coronavirus and international coordination to distribute medical supplies.
WHO Director-General Tedros Adhanom Ghebreyesus said that the risk remains high, and they have a long road to travel.
The United States has accused the WHO of being too supportive of China. Washington is demanding a detailed investigation into the organization's initial response to the outbreak.
Chinese President Xi Jinping gave a speech at the opening ceremony. He defended his country's handling of the crisis.
"All along, we have acted with openness, transparency and responsibility," Xi said. "We have provided information to the WHO and relevant countries in a most timely manner."
Xi pledged 2 billion dollars over two years to help developing countries combat the coronavirus.
A hot-button issue ahead of the meeting was whether to let Taiwan take part as an observer.
Taiwanese authorities said they didn't receive an invitation. The assembly's chairperson said the matter will be discussed at another meeting later this year.
Taiwan's Foreign Minister Joseph Wu expressed "deep regret and strong dissatisfaction that the WHO Secretariat has yielded to pressure from the Chinese government and continues to disregard the right to health of the 23 million people of Taiwan."
The confrontation between the US and China is expected to become even more pronounced at the meeting. The friction throws doubt on whether WHO members can unite to contain the virus.

Businesses in Italy, including shops and restaurants, are reopening after over two months of coronavirus lockdown.
The government significantly relaxed restrictions on Monday, when the country's daily death toll from the virus dipped below 100 for the first time since early March. Italy has reported more than 32,000 deaths from the virus.
The government is now allowing people to freely move within their provinces and many businesses to reopen.
A restaurant in the capital Rome opened its doors again, after disinfecting and arranging tables more than one meter apart.
For the time being, restaurants are allowed to accept only customers who have booked tables in advance. They are also obliged to keep customer lists for one month.
Stores and hair salons are also allowed to reopen on the condition that they take infection preventive measures. But only 60 percent of the country's businesses are believed to have reopened on Monday.
Italian Prime Minister Giuseppe Conte is aiming to get the country's economy back on track without triggering a second wave of infections. The prime minister plans to reopen the country to tourists from other EU nations on June 3.
In the Vatican, Saint Peter's Basilica was reopened to the public. Pope Francis held a special mass to mark the 100th anniversary of the birth of John Paul II, who served as pope for almost 27 years through 2005.

The leaders of Germany and France have proposed a fund of 500 billion euros, or about 543 billion dollars, to help the European Union recover from the coronavirus crisis.
German Chancellor Angela Merkel and French President Emmanuel Macron held telephone talks on Monday to discuss the EU economy, which has been hit hard by the outbreak.
The two leaders told reporters after the talks that they agreed to support a plan to set up the recovery fund to offer grants to the bloc's regions and industries that have been most affected by the pandemic.
Macron called the establishment of the fund a common EU strategy that would make up for the EU budget and would be a major step forward.
Under the plan, the European Commission, the EU's executive arm, would raise the money on financial markets.
Merkel stressed that the goal should be a stronger and united Europe that can overcome the crisis. She said to that end, extraordinary efforts will be needed, but German and France are ready.
EU leaders discussed the plan to set up a fund to spur the economic recovery of the bloc at a summit meeting in April. But they failed to narrow their differences over the potential size of the fund.

Economic growth in Southeast Asian nations slowed in the January-to-March period, as the coronavirus pandemic affected tourism and manufacturing sectors.
Data from major economies in Southeast Asia showed that Thailand's GDP slowed to an eight-year low of minus 1.8 percent in the quarter, compared with the same period last year.
Singapore's economy contracted 2.2 percent, while the Philippines' shrank by 0.2 percent in its first contraction in 21 years.
The Indonesian economy -- the largest in the region -- decelerated to 2.9 percent, its slowest pace since 2001.
After enjoying a run of economic growth hovering around 7 percent, Vietnam's growth slowed to 3.8 percent in the quarter. Malaysia's growth slowed to 0.7 percent.
Analysts say the countries' growth rates will likely slow further in the April-to-June quarter due to the lingering effects of the pandemic.

The climbing season for Mount Fuji, Japan's highest peak, has been cancelled for this year in a bid to curb the spread of the new coronavirus.
Shizuoka Prefecture officials announced on Monday that the mountain trails leading up to the summit will stay closed throughout the summer.
Shizuoka manages three of the four trails that lead to the peak. The move follows a similar decision by Yamanashi Prefecture. The mountain straddles the two prefectures where the state of emergency was lifted last week.
Mount Fuji rises to 3,776 meters and attracts hundreds of thousands of hikers and tourists during its two-month climbing season, which this year runs from July 10. Mountain lodges and first-aid centers will also be closed.

Chile's Supreme Court has approved the extradition of a man suspected of murdering a Japanese student in France four years ago.
The decision means that Chilean Nicolas Zepeda will soon be detained before being sent to France.
French authorities placed the 29-year-old man on an international wanted list on suspicion of murdering his former girlfriend Kurosaki Narumi.
Zepeda returned to Chile shortly after 21-year-old Kurosaki went missing in France in 2016. Her body has not been found.
Chile's Supreme Court ruled on Monday that evidence provided by French investigative authorities is credible.
A French prosecutor in charge of the case welcomed the decision.
Etienne Manteaux told NHK that the French authorities can now question Zepeda and hold a trial in his presence.
However, the Chilean Supreme Court said the coronavirus outbreak could delay his transfer to France.

Japanese swimmer Ikee Rikako has revealed a new look including short hair -- the result of her fight with leukemia.
Ikee, who holds the Japanese record for the 100-meter butterfly and other events, wrote on social media on Monday that she wants to show herself as she is.
Ikee added that she wants to bring hope to her fellow athletes struggling in the current uncertainty, as well as to others in trouble.
She spent about 10 months in hospital for treatment. She was discharged last year, and resumed training with the aim of returning to competitive swimming.
One of her corporate sponsors released a video in which Ikee says that having lost her hair is nothing to be ashamed of. She says she is proud of herself and the way her hair looks now.
