Japan is set to extend its nationwide state of emergency for the coronavirus pandemic by nearly a month until the end of May. It was originally set to expire on Wednesday.
Prime Minister Abe Shinzo met his ministers in charge of the crisis and health issues on Sunday.
They agreed to extend the state of emergency on the grounds that the medical system remains under strain despite the downturn in the daily number of newly confirmed infections.
On Monday morning, two ministers heard the opinions of a panel of experts on the extension schedule.
The government will then inform the Diet of the plan before finalizing it at a taskforce meeting later in the day.
The government is not seeking to expand the list of 13 prefectures that are under a special alert for their need to take particularly strict measures.
They include Tokyo and Osaka.
Meanwhile, other prefectures are likely to be allowed to partially ease their requests for limited activities by people and businesses. But they are expected to be asked to continue discouraging people from traveling across prefectural borders and going out at night.

The Japan Sumo Association is set to cancel its May tournament as the government is preparing to extend the nationwide state of emergency for the coronavirus outbreak until the end of the month.
Multiple sources said that it is difficult for the association to go ahead with the summer grand tournament while the state of emergency is in effect.
The tournament, which was originally scheduled to begin early May in Tokyo, was delayed by two weeks until May 24.
The previous tournament in March was held without a live audience for the first time.
It will be the first tournament to be canceled since spring of 2011 when the association faced a series of match fixing scandals.

Iranian President Hassan Rouhani says mosques will reopen on Monday in areas where no coronavirus cases have been confirmed recently and the risk of infection is low.
Rouhani made the remark on Sunday, as the daily count of new infections has been falling in the country since last month. About 800 cases were reported on Saturday, down sharply from the peak of more than 3,000 per day.
But there is growing concern that reopening mosques could lead to a resurgence in infections.
In response, the government is urging worshippers to take precautions, such as keeping a physical distance during prayers.
Iran started to see its infection tally spike in late February. It has so far confirmed over 97,000 cases, with the number of fatalities exceeding 6,000.

Some shops and eateries in Bangkok have reopened for the first time in over a month as the number of new coronavirus cases continues to decline.
The Thai government allowed barber shops, restaurants and some other stores in the capital to reopen from Sunday.
The daily number of new infections in Thailand has been in single digits in recent days after exceeding 100 at one time.
Only supermarkets and other stores that sell daily essentials have been allowed to remain open since late March.
A barber shop in central Bangkok was fully booked on Sunday. Many customers came in after it opened.
Local authorities are allowing barber shops to provide haircutting and shampoo services. But shaving is prohibited because of the risk of infection through close contact.
Barbers are required to wear masks and face shields, and are asked to refrain from chatting with customers.
Diners at restaurants are required to keep at least 1 meter from other customers, and the staff have to wear facemasks.
The Thai government has indicated that stores may have to close again if there is a resurgence in coronavirus cases.

New York Governor Andrew Cuomo said his state and six other states have agreed to develop a regional supply chain for respirators and personal protective equipment to prepare for a second wave of the coronavirus pandemic.
Cuomo announced at a news conference on Sunday that the northeastern states will form a consortium to buy together about 5 billion dollars' worth of equipment and supplies.
The other six states are New Jersey, Connecticut, Pennsylvania, Delaware, Rhode Island, and Massachusetts.
Cuomo said the total hospitalization rate is down, and that is good news. But he added there's a need to prepare for the second wave.
Cuomo talked of the lessons to be learned from history, and referred to the 1918 flu pandemic whose second wave was worse than the initial one.
The number of confirmed cases in New York State stands at 316,415, about one third of the total in the US. The death toll is 19,189.

The US government says it has "enormous evidence" to prove the coronavirus originated in a laboratory in the Chinese city of Wuhan.
Secretary of State Mike Pompeo made an appearance on a US ABC News program on Sunday and said the virus came from the Wuhan Institute of Virology. Beijing has denied the allegation.
Pompeo said China has a "history of running substandard laboratories" and that this is not the first time the world has been exposed to viruses as a result of failures at a Chinese lab.
His remark is in line with President Donald Trump's claim on Thursday that he saw evidence that gave him a high degree of confidence that the virus came from the Wuhan lab.
But neither Trump nor Pompeo provided any evidence. The secretary said the intelligence community continues its work to verify the allegation.
Pompeo said China employed the World Health Organization as a "tool" to conceal the spread of the coronavirus. He warned that the US will "hold those responsible accountable."
Pompeo said the Australian government agrees that China is to blame for what he called the tremendous human and economic tolls brought on by the pandemic. He added that European countries are also beginning to have a similar view.

A top official at the US Embassy in Tokyo says the US military "remains ready and capable to deal with any kind of aggressive acts," even though coronavirus cases have been found on a US aircraft carrier and bases in Japan.
Charge d'Affaires ad interim Joseph Young gave a video interview to NHK on Friday. He said the US forces have taken "proactive measures to minimize the risk of infection and spread," and the US is ready to respond to any actor that might want to take advantage while the East Asian region is focused on the coronavirus.
Young believes the situation in Asia is becoming more worrisome. He said he thinks Japan and the US share the understanding that they need to do more to strengthen their security partnership to respond to the evolving risks.
Young said he doesn't think there will be strategic changes in Japan-US relations after the pandemic ends, and relations with important partners such as Japan will be intensified.
Young also said, "There could be a moment, an opportunity for cooperation with China" regarding the coronavirus crisis. But he added, "That's really going to depend on the Chinese government being open, transparent, honest and willing to share information."
Young said the spread of the coronavirus is a global crisis that requires global solutions. He said the Japanese government "sees the seriousness of the situation" and has taken some important measures, including the declaration of a state of emergency.
The US Embassy in Tokyo noted on its website last month that the Japanese government's decision not to test broadly makes it difficult to accurately assess the COVID-19 prevalence rate.
Young stopped short of making a direct comment on Japan's coronavirus testing, only saying that medical experts continue to have wide-ranging discussions about ways to address the problem. He said Japan and the US are going to share the lessons learned in both countries.
A special agreement on the cost of stationing US forces in Japan, which is concluded every five years, will expire in March next year. Young said he is sure that once Japan and the US get to the negotiating table, they will understand the need to strengthen their partnership.
