Outings declined in most prefectures across Japan on the first Saturday since the government extended the state of emergency in response to the coronavirus pandemic.
Mobile phone carrier NTT Docomo released pedestrian traffic data collected from its base stations, without identifying users.
It says the number of pedestrians in most prefectures, as of 3 p.m. on Saturday, fell from the day before.
In many parts of the 13 prefectures on special alert, foot traffic was down more than 70 percent from the average for weekends and holidays between the middle of January and mid-February.
The number of people who ventured out in Osaka's Umeda district fell by 83.9 percent.
The figure was also down 74.9 percent near Tokyo's Shinjuku Station, 73.3 percent around Kyoto Station, and 73.1 percent around Nagoya and Kanazawa stations.
The drop was 72.1 percent in areas around Tenjin in Fukuoka Prefecture, 71.8 percent near Yokohama Station, and 71.2 percent near Sapporo Station.
But there was a difference in reductions across the country. In many parts of the prefectures that are not under a special alert, the decrease was less than 50 percent.

Japan's government says it may lift the nationwide state of emergency regarding the coronavirus outbreak before the planned end date of May 31 in many of the 34 prefectures that are not under special alert.
Economic Revitalization Minister Nishimura Yasutoshi said on an NHK program on Sunday the government will consider lifting the emergency declaration after listening to the opinions of an expert panel next week.
Nishimura noted that declines in weekly new cases and new infections in proportion to regional populations would be some of the factors considered in making such a decision.
He said the state of emergency may be lifted in prefectures where no new infections have been reported. He added the declaration could also be lifted in the 13 "special alert" prefectures, which include Tokyo and Osaka, depending on circumstances.
Health, Labor and Welfare Minister Kato Katsunobu referred to employment subsidies for businesses that do not fire their employees despite a drop in sales.
He noted the government is working toward providing the subsidies at least two weeks after receiving applications by drastically simplifying the procedures.
He said the government is also considering increasing the current subsidy of up to 8,330 yen, or about 80 dollars, per day provided to companies for each employee taking time off due to the spread of the virus.
The chairman of the Japan Chamber of Commerce and Industry, Mimura Akio, also took part in the program.
He said bankruptcies and the closing down of businesses would take a heavy toll on society, and urged the government to provide the subsidies as soon as possible.

In Japan, people are being advised to stay home this weekend after the government extended a nationwide state of emergency until the end of the month.
In Tokyo, 36 more people were confirmed to be infected with the coronavirus on Saturday. It was the seventh straight day the number of new cases in the capital was below 100.
Tokyo and Osaka are among 13 prefectures still designated as "special alert" regions. Residents are urged to refrain from non-essential outings.
But some prefectures have eased or lifted requests for companies to suspend operations. That's prompting some establishments to reopen.
In the northeastern city of Morioka, outdoor stalls lined the downtown area. But the market was far smaller than usual with only one-tenth the normal number of vendors.
In the western prefecture of Tokushima, people headed for the prefectural library. It was just one of the many facilities that have reopened. Quite a few children made the most of it.
Economic Revitalization Minister Nishimura Yasutoshi, who is also in charge of anti-coronavirus measures, says more people are going out following the end of the spring holiday period.
Nishimura said, "If people become complacent, the number of coronavirus cases will start rising around the end of the month. So, please everyone -- especially in the 13 prefectures still with special-alert status -- continue staying home to help contain the outbreak."
Japan now has over 15,000 confirmed infections. The death toll is over 630, including 13 from the cruise ship that was quarantined in Yokohama.

Flower farmers in Japan are facing a difficult time as the coronavirus outbreak dampens demand for flowers.
The Sukiya restaurant chain has decided to sell carnations for Mother's Day at about 700 of their 2,000 beef bowl restaurants across Japan.
Each of the locations is selling 100 flowers, which would otherwise be disposed of.
At an outlet in the city of Kawasaki near Tokyo, a junior high school student bought a colorful bouquet.
He said that he did not expect a restaurant offering low-cost beef bowls to sell flowers, but was happy he could express his love and gratitude to his mother with the flowers.
Sukiya's product strategy manager Ataku Mayumi said the decision to sell carnations was aimed at helping the flower industry and at lifting people's spirits with flowers.

South Korean President Moon Jae-in has urged people to remain vigilant against the coronavirus pandemic, despite the recent decline in new cases in the country.
Moon delivered a speech on Sunday, which marks three years since he took office. His warning comes after it was reported that a group of people had been infected at a nightclub in the capital Seoul.
Moon pointed to the international praise that has been given to the country's handling of the pandemic. He said South Korea is already a country leading the world in epidemic prevention and control.
But he said that doesn't mean that they have returned to the time before the COVID-19 outbreak.
He added that the group infection at the nightclub has raised awareness that, even during the stabilization phase, a similar situation can arise again anytime and anywhere in an enclosed, crowded space.
The president asked people to maintain precautions against viruses.
He noted that it will be a long time before the outbreak has ended completely and that people should brace for the pandemic's second wave.

The New York state governor has warned of a rare inflammatory syndrome among children infected with the coronavirus.
Governor Andrew Cuomo was speaking to reporters on Saturday.
He said state health officials have reviewed 73 cases in which children exposed to the virus also exhibited symptoms similar to those of Kawasaki disease, including inflammation in organs and blood vessels.
Cuomo said the children happened to test positive for the virus or had the antibodies against it, and that three of them have died.
He said the children did not display those symptoms when they came into the hospital system.
Medical experts have yet to determine whether the syndrome has a link to the coronavirus.
Cuomo said state officials are communicating with the Centers for Disease Control and Prevention, or CDC, to check whether similar cases have been confirmed in other states.
The governor also cited the public impression that young people were not at risk from the coronavirus, but that general opinion may be changing in that regard.

The US state of California will allow mail-in ballots for the November presidential election so that people can vote from the safety of their homes during the coronavirus pandemic.
Governor Gavin Newsom issued an executive order on Friday outlining plans to mail every registered voter a ballot for the November election in an effort to protect public health.
This will allow about 20 million voters to choose between mailing their ballots and voting at polling stations.
Newsom said that "elections and the right to vote are foundational to our democracy. No Californian should be forced to risk their health in order to exercise their right to vote."
Local media reported potential challenges, including how to ensure mail-in ballots are genuine and how to help voters with language needs.
Other states may follow suit but President Donald Trump, who is seeking reelection, has noted that mail-in ballots may increase voter fraud.

A bombing at an international airport in the Libyan capital, Tripoli, has damaged passenger planes and jet fuel tanks.
The United Nations says civilians were reported to have been killed in the attack on Saturday.
Libya has been in turmoil since 2011 when long-time ruler Muammar al-Qadhafi was ousted.
Fighting has continued between troops loyal to the interim government in the west and forces based in the east led by General Khalifa Haftar.
On Thursday, shelling took place in the area around the Turkish Embassy and the official residence of the ambassador of Italy.
The UN issued a statement on Friday condemning the violence as indiscriminate attacks believed to have been carried out by Haftar's forces intensified.
It said at least 15 civilians have been killed and 50 others injured since the beginning of the month.
The warring forces agreed to halt fighting in March to focus on measures against coronavirus infection in the country.
But the truce did not last long and fighting resumed after a while.

The government of Pakistan has lifted a weeks-long lockdown designed to curb the spread of the coronavirus.
The government began to ease restrictions in phases on Saturday, allowing smaller stores and companies to restart operations.
Temporary closures of stores and factories have taken a toll on the country's economy.
The government requires owners of enterprises that reopen to implement thorough preventive measures against the virus.
At a menswear store in the capital, Islamabad, clerks wearing face masks sanitized hands of customers at the entrance and limited the number of people who are allowed to enter the store.
The shop owner said he is happy to reopen the store finally and see customers coming back. He added that he wants to take thorough anti-virus measures for his staff and customers.
Pakistan has reported more than 27,000 coronavirus cases and the number is still rising.
But the government chose to reopen the economy to address rising unemployment despite fears of a further spread of the virus.
